plain the proposed overhead street lighting program extencli ng over a three year
period.
Motion by Shields, seconded by Serstock, that the plan be received and
filed, and that the manager be authorized to taffe the necessary steps to author-
ize the Northern States Power Co. to make installations shown on said plan as
195? installations with the understanding that the council approves the overall
plan but does not commit future councils for the installation of the 1958 and

29. Taxicab Licenses
A group of taxi owners and drivers appeared before the council relative
to the recent granting of ten taxi cab licenses to the Yellow Cab Co, of
Minneapolis. An informal discussion followed.
The following taxi cab operators and drivers appeared and voiced objec-
tions to the issuance of such licenses:
