July 30, 1956
Pursuant to action at the regular meeting of the village council on
July 23, 1956, the council met at an adjourned meeting on Monday, July 30,
1956, at the Village Hall,; 6700 Portland Ave. at 9:00 P.M.
The meeting was tailed to order by Mayor Rittell.
Present: Wallick, Shields, Serstock, Schultz and Rittell.
Absent: None.
1. Releasing Collateral -Richfield State Rank.
Motion by Shields, seconded by Wallick, that the following resolution
be adopted; that it be spread in the resolution book and that it be made a
part of these minutes:

4. Air Conditioning - Liquor Store
Motion by taaliick, seconded by Serstock, that the question of air-
conditioning for the municipal liquor store be reconsidered, motion on
this question having failed to pass. at the meeting of July 23, 1956.

Motion by Shields, seconded by S~chuitz, that the council award the
bid an air-conditioning of the municipal liquor store to Northern Air Con-
ditioning Co. at a total cost of $5,285.00 as recommended by the manager.

Air Traffic
Mayor Ritteli read a proposed resolution protesting any traffic pattern
at Wold-Chamberlain Airport that routes low-flying aircraft over sesidentiai
areas ip this community.

Village of Richfield on the Metropolitan Airports Commission.
Omer Lindeberg, 6520 - 20th Ave., also spoke.
Mrs, John Finnegan, 6420 - 21st Ave. S., suggested that village offi-
dais work with the state officials on airport problems as proposed by Re•
presentative Judd.
Motion by Wallick„ seconded by Shields, that the mayor appoint a commit-
tee to explore the feasibility of a representative on the Metropolitan Air-
ports Commission for Richfield and for other suburbs.. Carried.
C~ Simonson„ 6445 21st Ave., asked that a commission as proposed by
Representative Judd be activated by Governor Preemanr
Motion by Wallick, seconded by Shields, that a resolution be prepared
following the proposal of Representative Judd such resolution to be pre-
sented at the next regular meeting of the council for their consideration.

It was explained that the village has no authority to tax or ass-ess
property owned by the Metropolitan Airports 6ommission~
Street Improvements
The village engineer showed a map of the streets oiled in 1955 and ex-
piained work. done to date

Drainage of Longfellow Ave.

The village engineer stated that a drain pipe was required of the build-
er an Longfellow Ave. and 19th Ave. between 68th and 69th Streets.
The manager and engineer were instructed to investigate the drainage
problem in area of Longfellow Ave. between 68th and 69th Streets, and to
check on cast yearts grading, with a view to remedying the situation.
Gradir~ r 22nd Ave.
The manager explained that the sanitary trunk sewer was laid on 22nd
Ave. 3.ra 1953, and grading was done in 1955 from Sewer Improvement No. 1 Fund
as part of the program and to provide sufficient cover.
Weed Problems
The manager explained that weeds have been cut where the regular equip-
went can be used. but there are still 14 lots requiring hand cutti~.

The village engineer described the uncapped basement at 8441 Longfellow
Ave. as ,foists and sub-floor almost complete. '
The manager was instructed to have the inspection department require
a floor on the structure or a fence enclosing it as a safety measurer

requiring a date of completion on building permits issued.,
Vacant House - 6532 - 22nd-Ave.,
The village manager reviewed the file on the problem of the vacant house
at 6532 - 22nd Ave. and read a report of the chief inspector dated July 30,:

The manager, chief inspector and mayor are checking on the conditions
at 66th A Longfellow Ave.
Sanitar Sewer - 19th Ave. and Lon fellow Ave.--.65th to 66th St.
The mayor reported that Longfellow Ave.. between 65th and 66th St. is on
the 1956 construction program.
Traffic Control
The village engineer explained that there have been numerous requests
made for "Slow'? signs but that enforcement is diff i~ult because of the
Highway Department's 30 miles per hour limit.
Auer a discussion of "hot»rodder" problems, the attorney explained the
procedure relative to 3uveniies in courts. The mayorp manager and chief of
police were instructed to investigate and study the "'hot»rodder" problems.
Building Permits for New Ford Town and Rich Acres
The manager explained that building permits are being issued except
for the west side of Longfellow Ave. and one lot in way of the Diagonal Blvd.,
but that the latter is now released.
Omer Lindeberg asked if there was any way to withhold building permits,

but the attorney replied that we have no basis for refusing permits..
Public Transportation
Omer Lindeberg made a suggestion that the Twin City Rapid Transit Co.
be petitioned to extend its lines to 63rd St. on Cedar Ave.

Natural Gas Service
Councilman Wallick explained that 19th Ave. had filed the only petition
in the area for gas service,. and that the residents would have to negotiate
directly with the Minneapolis Gas Co.
Recreation Pacilities~

The manager explained that the sumc-er program at Bast School was not
complete because of an insufficient enrollment of cbildrea to warrant full

days. Many older children are in Little League Baseball, Por wintex, loca-
tions of skating rinks are being explored but only one bas been found so far.
M:~ Lindeberg suggested the south side of Bast School,, but the manager
s-xplai^~3 that the contour of the land prohibits this location. A suggestion
was make for the construction of a skating rink on the north side of 63rd
St. and to pump water from Mother Lake.
Omer Lindeberg thanked the council fox its cooperation in the above
matters,
Mayor Kitteli offered thanks to the people for bringing in and airing

An invitation was e~ctended to the council by the Citizens Air Safety
League to attend their meeting at Aeewaydin School, 30th Aver S. ~ 52nd St.,
