' VILLAGE OP RICHFIELD Regular Meeting .June 25,, 1956 The council of the Village of Richfield met in regular session in the council chambers of the Village Halla 6700 Portland Ave., Monday,, June 25, 1956 at ?:00 P.M. The meeting was called to order by Mayor Kittell. Present: Wallickp Shields, Serstock, Schulte and Kittell.. Absent; None. Dr. Hdwin R. Roberts, Hope Presbyterian Church, gave the invocation. 1, Minutes: Motion by Shields, seconded by Wailickp that the miautes of the regu- lar meeting of June il, 1956, be approved. Special Use Permit - 6600. 12th Ave..~S._(Service Station Mayor ~i.tteil called for the hearing on the ~speciai use permit of James A. Jerpbak, 400 W. 66th St., which hearing heal been deferred from the meeting .of June 11, 1956. No persons appeared in opposition. Motion by Waliick„ seconded by Shields, that the hearing be closed. Carried. Motion by Waliick, seconded by Serstock~ that the special use permit for James A. Jerpbak, 400 W. 66th St. ,, for a ga9o line service station at -2- June 25, 1956 ' 6600. 12th Ave. S. be granted. C-4201 Poll of votes: Ayes - Wallick„ Serstock,. Ritteii, Nays -Shields and Schultz. Absent - none. Carried.. 4. Additional Entrance and Off-Street Parking- Hope Presbyterian Church Mayor Rittell called for the hearing on the request of the Hope Presby- terian Church for a permit to construct an additional entrance and off-street parking, which request was deferred from the meeting of June 11, 1956. Dr. Edwin R. Roberts, pastor, appeared in support of the request. Mr. Ray Clement, board member of the Hope Pres. Church, appeared in support of the request. H, B. Hart,, 7127 Portland and Robert Fowdrell, '7133 Portland Ave.., appeared as interested property owners of the area. A discussion followed.. Carried. Motion by Wailick„ seconded by Schultz,. that the hearing be closed. Motion by Wallick„ seconded by Serstock,. that the council giant the off-street parking permit with an additional entrance for Hope Presbyterian Church on a temporary basis nc.t to exceed one year. Carried. 5. Hearing - Special Use Permit - Church It being 7:15 P.M,, Mayor Ritteli called for the hearing on the special use permit of Central Church of Christ, 6020 Idylwood Drive, Edina, and read the notice of hearingo John En Bloomberg,. b020 Idylwood Drive, Edina, appeared in support of the request. Harvey Childress, 1310 E. Minnehaha Pkwy., appeared in support. No persons appeared in opposition, Motion by Waliickp seconded by Shields, that the hearing be closed.. Carried, -3- June 25, 1956 Motion by Serstock, seconded by Wallick that the council. grant the special use permit of the CentraY Church of Christ to locate a church at ?300 to 7320 Humboldt Ave. (Lots 1, 2, 3, 4, Block i3~ Forest Lawn 5th Addition} Carried. C-4202 6. Land Division -Hardaway M ~M1 ~~~ It being ?:30 P.M., Mayor Kitten caned for the hearing an the divi- sion of land requested by L. M. Hardaway, 519 Marquette Ave., Minneapolis, and read the notice of hearing. No persons appeared. Motion by Wallick,, seconded by Shields, that the council defer action on the division of land of Lots 4 ~ S,. Block 4, Irwin Shores Addition until the next regular meeting, July 9, 1956.. Carried. 7, Commercial_Building Permit - Northwestern Bell Tel. Co. It being 7:30 P.M., Mayor Kittell called for the hearing on the tom- mercial building permit of the Northwestern Bell Tel. Co. for construction of an addition to their building at 300 W. 66th St. and read the notice of hearing. L. G. MornauA district manager, appeared in favor of the application. No persons appeared in opposition. Motion by Shields, seconded by Wallick, that the. council grant the re- quest of Northwestern Bell Tei. Co. for a commercial building permit to con- struct an addition to their building at 300 W. both St. Carried. 0.4,203 Motion by Wallick, seconded by Shields,. that the council authorize the preparation of anoff-street parking agreement far 300 W. 66th St. to be pre- sented at the next regular meeting for the council's consideration. Bryan, 6435 James Ave. S., appeared in support of the petition. Motion bq Shields, seconded by SchultzA that the council accept and file the petition signed by 10 property owners requesting a storm sewer. Carried.. C-4207 10~ Petition -Street Grading .. A petition was presented signed bq 13 property owners requesting that Oliver Ave. between 63rd and 64th St, be graded. Motion by Shields,. seconded by Wallick, that the council accept and file the petition requesting street grading on Oliver Ave. between 63rd and 64th St. Carried. C-4208 il. Advertising - Bids on Insurance Motion by Wallick,, seconded by Shields, that the council authorize -5- June 25r 1956 the clerk to advertise for bids on insurance of stock at liquor store, bids to be opened July 9th at 11:00 A.M«'with consideration b'~ the council at the meeting on July 9th at 8:00 P.M. 13.E Bids _on Lights - Augsburg Park--Change in bid opening Matson by Wallick, seconded by Serstock„ that the council ratify the action of the manager in changing the date of opening of bids on lights in Augsburg Park from. June 21st to July 3rd at 11:00 A«M., with consideration by the council on July 9, 1956 at 8:00 P.M. Carried. 14« Bids - Grading Christian Park .,~~ The manager presented the minutes of the bid-opening of June loth on the grading of Christian Park, together with a tabuaa tion of bids and his re- commendation for award. Motion by Schultz, seconded by Serstock,, that the minutes of the bid- opening on the grading of Christian Park be accepted and filed. Carried,. C-4210 Motion by Schultz, seconded by Shields, that the council award the con- tract for the grading of Christian Park to Barth Movers, Inc. at a total figure of $5,485.20 as recommended by the manager. Carried. 15. Bids -Warming Houses The manager presented the minutes of the bid-opening of June 21st for the construction of warming houses in the village, together with a tabulation of bids and his recommendation for award. Motion by Shields, seconded by Wallick, that the minutes of the bid- opening on the construction of warming houses be accepted and filed. Carried. Letter - League of Women Voters Mayor Rittell read a letter from the League of Women rioters dated June 1$, 1956, relative to the placing of contemplated signs advertising their cam- paign for a constitutional convention. Muriel Grunditz, State Item Chairman, appeared. Motion by Shields, seconded by Wallick,, that the letter be filed and that the League be advised that the council offers no objection to the placing of signs in the village as they propose. Carried.. C-4213 20. Letter re. Riddle Rides in Augsburg Park Mayor Rittell read a letter £rom Milton L. Van Buskirk dated June 19, 1956, relating to kiddie rides and concessions in Augsburg Park, Motion by Shields, seconded by Schultz, that the council deny the re- guest of Mr. Milton L. Van Buskirk, 1622 Carroll Ave.,, St. Paul, to locate kiddie rides in the gark. Po11 of votes: Ayes - Waliick~ Shields, Serstock,, Schultz and Rittell. Nays - none. Absent - none. Carried. Motion by Wallick,. seconded by Schultz, that the manager be instructed that it is the council's intention that no commercial permits will be allowed in Augsburg Park. Motion by Schultz, seconded by Shields, that the Railroad and Ware- house Commission order dated June 19'„ 1956, advising that the Minneapolis and Suburban Bus Co. would suspend its bus service on Sundays and holidays as of July $„ 1956, be filed..
