The meeting was called to order by Mayor Ritteli.

Mayor Kitten announced that the council was in agreement to discontinue
Village Project No. 319 (Lyndale Ave.. Improvement).
Motion by Shields, seconded by Serstock, that no further action be taken
on Village Project No. 319. Carried.

It being 7:iS P.M., Mayor Kitteii called for the hearing on the appiica-

and read the notice of hearing.

It being 7:15 PoM., Mayor Kittell called for the hearing on the new
subdivision, Registered Land Survey #495, and read the notice of hearingr

Motion by Schultz, seconded by Shields, that the hearing be closed.

Motion bq Wallick, seconded by Shields, that the council authorize the
manager, engineer and attorney to prepare a subdivider's contract and sub-
mit it to the council for approval... Carried.
15. Bill No« 1956-4 (Dog Ordinance)
Motion by Wallick, seconded by Schultz, that the council suspend the
rules to consider an amendment to Bill #1956-4, C-4133.
Motion by Wallick., seconded by Shields, to amend Section 2 and Section
3 of Bill No. 1956-4, so that the same will read as follows:
"Section 2. Licenses Required« No person shall own,, harbor or keep a dog
over three months of age within this village unless a current license for
such dog has been obtained as herein provided. Licenses shall be issued on

an annual basis and shall be far the whole or unexpired portion of the year
ending on the 31st day of December next following-the first effective day
of the license.
"Section 3. License Fee and Application. The license fee for each license
shall be $3.00. Application for such license shall be made to the village
clerk or the poundkeeper. It shall include such descriptive information as
is necessary to provide reasonable identification of the dog and his owner.
"Every application for a license shall be accompanied by a certificate from m
qualified veterinarian showing that the dog to be licensed has been given a
vaccination against rabies within one (1} year next preceding the date of the
application. This requirement shall not apply to a dog under si.~ (b) months
of age« Wilful falsification of the age of a dog on a license application
shall be a violation of this ordinance. A veterinarian who vaccinates a dog
to be licensed in this village shall complete in triplicate a certificate of
vaccination. One copy shall be issued to the dog owner far use with the
license application« One shall be sent to the Minnesota State Live Stock
Sanitary Board, and one copy shall be retained in the veterinarian's file.'"

Motion by Shields, seconded by Schultz„ that Section 1 of Bill #19Sb-4
be amended so Section 1 will read: "Restraint: A dog is udder restraint if
he is controlled _by a leash not exceeding 6 feet in length, or at '~'heei'~'
beside a'coaapetent person having custody of him and obedient to that pefson's
.commands,, or within a vehicle being driven or parked on a public street,, or
within the property limits of his owner's premises« An unattended dog an
the property of another without the consent of such property owner is
"at large" and Hat under restraint even though he is on a leash."' Carried.
