The council of .the Village of Richfield met in regular session in the
Village 13a11A 600 Portland Ave.,, Mondayp April 9~ 19561 at 7:00 P.M.
The meting was called to order by Mayor Kitten,
pregeht: Wallick, Shields, Serstock, Schultz & Ra.ttell.

Motion by Wailick, seconded bq Shields, that the council approee and
file the letter from Therneil Bros. Construction Co. Inc., builders, dated
April 6, 1956, relative to an agreement in connection with the construction
of a model home in their new subdivision. Carried. C-4108

The manager presented a tabulation of bids and recommended to award
the contract to the lowest bidder, Orfei & Marianni & Sons, Inc. St. Paul.

_ 5. Hearing - Adjustment & Appeals -Stone
It being 7:15 P.M., Mayor Kitten called for the hearing on the ad-
justment & appeals for H. B, Stone, 2101 W. b7th St., requesting a zoning
variation on a proposed building on the East 40 ft, of the south 140 ft.
of Lot 9, Block 4, J, N. Hauser's 2nd Add. No persons appeared,
Motion by Wallick, seconded by Schultz, that the council defer action

until 8:00 P.M, in case Mr. Stone would appear by that time. Carried.
6. Commercial Buildir,~ Permit - 71S W, ??~ St.
Mayor Kitten called for the consideration of the application of Joe
Rimnac, 10554 Wentworth Ave., for a commercial permit to construct an addi-
tion to a building to be used for storage at 715 W. 77~ St., which applica-
tion was carried over from the meeting of March 26,. 1956.
Joe Rimnac, 10554 Wentworth Ave., applicant, appeared in-favor of his
application, A discussion followed.
Motion by Wallick~, seconded by Schultz, that the commercial permit
of Jae Rimnac, 1t~354 Wentworth Ave., for an addition to a building to be used
as storage at 715 W, 77~ St. be granted. Carrieda C-411S
Motion by Wallick,. seconded by Shields„ that the off-street parking
layout for '715 W, 77~ St. be approved. Carried.
7. Doi Leashing

The council discussed the question of dog leashing in the. village.
Motion by Wallick, seconded by Schultz, that the council authorise the
manager and attorney to draw an ordinance to require the year-around leashes
ing ar confining of ail dogs; to continue the license fees now in effect;
to provide for the impounding and disposition of dogs; and. to be on a
self -supporting basis.

Nays - none. Absent - none. Carried.
8. Division of Land -.Greer
Motion by Wallick, seconded by Shields, that the application of P, S.
Greer, 12 W. ?0th St., to divide part of the southwest corner of the SB4
of the SBA of the SE4 of the SW~ of Section 27, twp. 28, range 24, be de-
ferred until-the next regular meeting on April 23, 1956, to allow time
April 9, 1956
9. Division of Land - Bermel-Smaby
Motion by Schultz, seconded by Serstock, that the application of

ing on April 23, 1956, and that the four interested property owners be noti-

19. Bingo Applications
A letter was read from the American War Dads of Minnesota requesting
permission to play bingo at 6465 Lyndale Ave. S. R. S. Erstad, 4i4$
Beard Ave. S., appeared in favor of the application.
Motion by Shields, seconded by Serstock„ that the council accept and

Motion by Serstock, seconded by Shields, that the letter from Hennepin
County Agricaiturai Society, dated February 26, 1956, relative to a contri-

Chief of Police, Cyril Johnson, appeared before the council to discuss
the four-way stop signs at Portland Ave. & 67th St. and presen#ed a number
of petitions containing 153 signatures of property owners living east of
Portland Ave. protesting the removal of the stop signs • .:.
Motion by Shields, seconded by Serstock, that the petitions be filed.

23. Letter - Richfield School District #12
Mayor Rittell read a letter from Harry E. RumpelA Superintendent of
Richfield Schools, dated April 4, 1936, relative to a request for an addi-
tional strip of land to be added to the original deed for land donated to
the School District by the Village of Richf field. A discussion was held.
Motion by Wailick,, seconded by Schultz, that the council defer action
on the request of the School District until the ad3ourned meeting of April
16~ 19566 Carried.

27. Traffic Lanes - Cedar Ave. 8: 78th St.
Motion by U1~allick, seconded by Schultz, that the council authorize the
execution of an agreement between the State of Minnesotm and the Village of
Richfield relative to the construction of temporary traffic lanes at Cedar
Ave. & 78th St. Carried.
28yCouncilman Shields to Chicago
Motion by Serstock, seconded by Schultz, that the council authorize the
sending of Councilman John D. Shields to Chicago in connection with the
coming bond sale. Carried..
29. Paving of County Roads
The council discussed the paving of county roads in Richfield, namely-:
66th St. from lst Ave. to Cedar Ave. and 66th St. from Lyndale Ave. to
Penn Ave.
30. Electrical Inspector
The council discussed the question of employing a full-time electrical
inspector for the Village of Richfield.
Motion by Wallick, seconded by Shields, that the council authorize the
manager to draw a resolutian creating the position of electrical ~.nspector
and setting the pay range, the resolution to be presented at the next regu-
lar meeting. Carried..

Motion by Wallick, seconded by Shields, that the meeting be adjourned
