The council of the Village of Richfield met in regular session in the
council chambers of the Village Hall, 6?00 Portland Ave., Monday,, February
13, 1956 at 7:00 P.M.
The meeting was called to order by Mayor Kittell.
Present: HValiick, Shields, Serstock, Schultz and Kittell.
Absent: None.

1. Minutes
Motion by Wallick, seconded by Shields, that the minutesof the regu-
iar meeting of January 23, 1956 be approved« Carried.

3. Ratification of Advertisement for Hearing
Motion by Serstock, seconded by Schultz, that the council ratify the
action of the clerk in advertising a public hearing on the application for
a special use permit for an American Legion Clubhouse. Carried.
4. Ratify Moving of Civil Defeas~e-Sirens
Motiion by Waliickr seconded by Shields, that the council ratify the
action of the Village manager in the matter of moving of a civil defense
siren from 1st Ave.. and b6th St. to a new location~at the rear of the
Richfield Theater. Carried.

6. Set Hearing on Special Use Permit - Due11

vented.
Motion by Shields, seconded by Schultz,, that the clerk be authorized
to advertise a hearing for Monday„ February 27„ 1956, at ?:15 P.M. on the
special use permit of Delmar Dueil', 7615 Dupont Ave. S. to construct living
quarters above their restaurant at 7632 Lyndaie Ave._ Carried.

use permit for a drive-in cafe was presented..
Motion by Shield s, seconded by Serstock, that the clerk be authorized
to advertise a hearing on Monday, February 27, 1956, at 7:15 P.M. on the

8. Set Hearing on Rezoning - Eisle
The application of Mrs.. Johanna R. Bisele, 6305 Lyndaie Ave., for re-
zoning from open development to residential, was presented.
Motion by Shields, seconded by Serstock, that the clerk be authorized
to advertise a hearing for Monday, February 27,, 1956, at 7:15 P.M. on the ap-
piication of Mrs. Johanna R« Eisele, 6305 Lyndale Ave., to rezone from open
development to residential the fallowing described property: That part of the

It being 7:15 PeM., Mayor Rittell called for the public hearing on the
special use permit of Herbert WQ Hecker, 6501 Portland Ave.., to construct a

building to include a bar room, club rooms and meeting hall for the American
Legion Biub, and read the notice of hearing.
Bd Viehman, 1208 W. 73rd St., appeared and described the type of buiid-
ing proposed and the manner of intended aperatian.
Gordan B. Sandersp 6444 Portland, appeared as spokesman for neighboring
property owners who object to the granting of this special use permit. He
presented an affidavit-and petition containing 1? names of property owners.
Motion by Shields, seconded by Schultz,, that the affidavit and peti-
tion be accepted and filed. Carried. C-4029
Reverend R. ®. Hansen, 6500 Portland, spoke in opposition.
Fred Berglund, 6744 Stevens Ave., spoke in favor of the permit.
Motion by Wallicka seconded by Shields, that the hearing be closed.

Motion by Wallick„ seconded by Schultz, that the council authorize the
administrative staff to prepare a special use permit agreement with the
American Legion embracing parking, landscaping, construction and operation, and
including a provision guarantying compliance with the ordinances, such agreement
to be presented at the next council meeting.

Mayor Rittell called for the public hearing on the application of
E«B.L. Eckberg, 5015 Emerson Ave. S., for a special use permit for 2901 W.
66th St. to construct a gasoline filling station, and read the notice of hearing.
E.~.L. Eckberg, 5015 Emerson Ave. 5., appeared to introduce Jack

Yarwood, Socony-Vacuum Oil Co., Vandalia St.,, St. Paul. Mir. Yarwood presented
sketches of the groposed construction and landscaping and explained the pro-
posed operation,

13, Sanitary Sewer Connection -Ballpark
Motion by tn~allick, seconded by Shields, that the council suspend the
rules to consider immediate action on specifications for the construction of as
sanitary sewer connection from the south side of-?8th St. at 19th Ave« to our
existing sewer at ?7th & Cedar Ave. Carried.
The manager presented a letter from the Bloomington Village attorney
asking For prompt action on the preparation of specifications for the construc-
tion of a sanitary sewer connection.
Motion by Wailick, seconded by Shields, that the council authorize the
preparation of plans and specifications by the G. M« Qrr Hngineering Co« to
provide for the construction of a sanitary sewer connection from the south
side of 78th St. at 19th Ave« S« to the existing sewer at 77th St« and Cedar
Avenue for which the Village of Bloomington shall pay« Carried.
14. Iiearin~, - Village Project No, 330. Storm Sewers
Mayor Kitteli called for the hearing on Village Project No. 330 and
read the notice of hearing.
James Ward, 6228 Pillsbury Ave., appeared as spokesman for a group of
property owners and presented a petition containing 21 signatures in opposi-
tion to the construction of storm sewers in the area of Blaisdell Ave« and
63rd St.
Motion by Wailick~ seconded by Schultz, that the petition opposing the
construction of storm sewers in the area of Blaisdell Ave. and 63rd St« be

storm sewers in the area of Stevens Ave. and 68th St.
Paul Lemieux, 114 E. 69th St., spoke in favor.
No persons appeared for or against the construction of storm sewer con-
struction in the vicinity of Thomas Ave.. and ?5th and ?'6th Streets.,
No persons appeared for or against storm sewer corrections in various
locations.
Motion by Schultz„ seconded by Wallick, that the hearing be closed. and
that inasmuch as more property owners are opposed to the construction of storm
sewers in the area of Wentworth and 63rd St« (designated as Area #3 in resolu-
tion #1005) than are in favor, that such storm sewers shall not be constructed,

Lar&in McClellan appeared to request that V311age employees be granted eleven
paid holidays per year instead of the present eight per year. mayor Rittell.
stated that it is the council's intention~to provide 11 paid holidays for
Village employees in the revision of the personnel ordinance. He further stated
that Good Friday, March 30,, 1956, shall be a holiday. Z`3ge council concurred
without vote.
