01-09-1956VILLAGE OF RICHFIELD Regular Meeting January 9„ 1956 The council of the Village of Richfield met in regular session in the council chambers of the Village Hall, 6700 Portland Ave., Monday, January 9, 1956 at 7:00 P.M. The meeting•was called to order by Mayor Kittell. Present: Shields, hrallick, Kittell. Absent: Serstock Rev. Edwin C. Eilertsen, St. Nicholas Episcopal Church, gave the invocation. 1. Council Vacancy Declared Existing Motion by Shields, seconded by Wallick, that the following resolution be adopted; that it be spread in the resolution book and that it be made a of these minutes: part RESOLUTION 1009 RESOLUTION ACCEPTING RESIGNATION AND DECLARING VACANCY TO EXIST Poll of votes: Ayes - Wallick, Shields, Kittell. This resolution appears as resolution #1010 in resolu- tion book #6. 39 Oath of Office - Schultz The Village clerk administered the oath of office to Edward S. Schultz. Mr. Schultz took his seat. Motion by Shields, seconded by Wallick, that Councilman Schultz be excused from voting at this meeting. Carried. 4, Minutes Motion by Wallick, seconded by Shields, that minutes of the regular meeting of December 27, 1955 and the adjourned meeting of December 30, 1955 be approved. Carried. Councilman Serstock took his chair. 5. Reports Notion by Wallick, seconded by Shields,, that the following reports be accepted and filed: Liquor Store Report - November, 1955 C -3299 Building Inspection Report - December, 1955 C -4000 Hennepin County Relief Report - December, 1955 C -4001 Carried. 6. Bill No. 1955 -22 - Prohibit Delivery of Liquor A Bill No. 1955 -22 (Prohibit Delivery of Liquor) entitled: "AN ORDI- NANCE RELATING TO THE SALE OR DELIVERY OF INTOXICATING LIQUOR AT OFF -SALE IN THE VILLAGE OF RICHFIELD " was read by the Village attorney, the same _being on file in the office of the Village clerk. C -3288 Motion by Wallick, seconded by Shields, that this constitute the second reading of Bill No. 1955 -22. II -3- January 9. 1956 Poll of votes: Ayes - Serstock, Shields, Wallick and Kittell. Motion by Wallick, seconded by Shields, that the council adopt Bill No. 1955 -22; that it be published in the official newspaper and that it be spread in the ordinance book and be made a part of these minutes. Carried. 7, Bill No. 1955 -23 (Electrical) Bill No. 1955 -23 (Electrical) entitled: "AN ORDINANCE AMENDING THAT CERTAIN ORDINANCE NO, 2.10 OF THE VILLAGE OF RICHFIELD ENTITLED, 'AN ORDI= NANCE REIATING TO HEATING AND ELECTRICAL INSTALLATIONS, ADOPTING CERTAIN ORDINANCES-OF THE CITY OF MINNEAPOLIS BY REFERENCE' was read by the Village attorney, the same being on file in the office of the Village clerk. C -3289. Poll of votes: Ayes - Serstock, Shields, Wallick and Kittell. Nays - none. Absent - -none` Carried, Motion by Shields, seconded by Wallick, that the council adopt bill No. 1955 -23; that it be published in the official newspaper and that it be spread in the ordinance book and that it be made a part of these minutes. The application of Lindley, Inc „ 7709 Pillsbury Ave., to construct a building for manufacturing and storage on the S. i of Lot 6, Block 5, R. C. Soens Addition, was presented, Mrt Robert St Carney, applicant, was present and explained his need for an increase in the size of his buildings. A discussion followed. -4- January 9, 1956 *otion by Wallick, seconded by Shields, that the application of Lindley, Inc. for a building permit to construct -a building on the SJ of Lot 6, Block 5, R. C. Soen's Add, be granted. Carried, C --4002 Motion by Wallick, seconded by Shields, that the layout of Lindley, Inc. for off - street parking at 7709 Pillsbury Ave, be approved. Carried. C -4003. 9, Private Sewage Disposal 6925 -6929 Park Ave. Motion by Shields, seconded by Wallick, that the council authorize the inspection..division to issue a permit for a private sew4be disposal system .using a temporary cesspool at 6925&6929 Park Ave., provided that connection is made to the sanitary sewer system as soon as it is available. Carried. C -4004. 10. Petition = Sanitary Sewer Motion by Shields, seconded by Wallick, that the following application for sanitary sewer be accepted and filed: 16th Avenue from 72nd St. to 73rd St. C -4005 Carried. 11, Sanitary Sewer Connection - 6421 Morgan Ave. A report from the Village engineer dated January 4, 1956 outlining a problem in sewer connection at 6421 Morgan Ave. was presented, the basement being too low to obtain a gravity flow at the existing connection necessitat- ing the building of a new connection just north of the manhole located op- posite the SW corner of the lot at 6421 Morgan Ave. The owner requests that the Village pay the cost of installing the new shyer connection. Motion by Shields, seconded by Wallick, that the council concur in the recommendation of the manager and engineer that the sewer connection be constructed'at Village expense. Carried. Y ..5.. Carried. 25, Deputy Weed Inspector Motion by Shields, seconded by Wallick, that Robert E. Long, superin- tendent of streets, be appointed deputy weed inspector for the year 1956. Carried. 26. Hennepin County Nursing Association Motion by Shields, seconded by Wallick, that Councilman Serstock be designated as council representative for the Hennepin County Nursing Asso- ciation. Carried, 27. Suburban - Hennepin County League Motion by Shields, seconded by Wallick, that Councilman Schultz be designated as the council representative on the Suburban Hennepin County League of Municipalities.
