REGUTA R MEETING
December 12, 1955
The council of the Village of Richfield met at the Village Hall,
6700 Portland Ave., at 7:00 o'clock, Monday, December 12, 1955.
The meeting was called to order by Mayor Kittell.
Present: Walters, Rose, Shields, Wallick and Kittell.
Absent: None.
Rev. Wayne Tanner, Richfield Evangelical Free Church, gave the
invocation.
1. Minutes
Motion by Wallick„ seconded by Shields, that the minutes of the
regular meeting of November 28, 1955 and the Board of Canvass,. December
7, 1955# be approved. Carried.
2, Reports
Motion by Walters, seconded by Wallick, that the following reports
be accepted and filed:
Building Inspection - November, 1955 C -3276
Hennepin County Relief Report - Nov. 1955 C -3277
Carried.
3. Change of Regular Meeting
Mayor Kittell announced that the next regular meeting would be held
Tuesday, December 27, 1955, due to December 26th being a holiday.
4. Special Use Permit - Skelton
Mayor Kittell announced that several persons, not residents of the
area, were present in opposition to the granting of the special use permit
for a gasoline filling station at Graham Ave. and 66th St. A - discussion
followed..

Motion by Walters, seconded by Shields, that the council grant the
special use permit contingent upon an agreement between buyer, seller and
the Village of Richfield that no public improvements of any nature would
be constructed except as ordered by the Village of Richfield. . I

5. Commercial Building Permit - Strom
Motion by Walters, seconded by Wallick„ that the special use permit of
G. E. Strom, 6617 Humboldt Ave. S. be granted for a building to be used as
V.F.W. Lodge Hall, club rooms and bar to be located at 6520 Lyndale Ave. S.
Carried, C -3269
Motion by Walters, seconded by Wallick, that the council approve the
off - street parking plan of G. E. Strom for 6520 Lyndale Ave. S. Carried.

6. Special Use Permit - Evangelical Brethren Church
An application for a special use permit for a church was presented by
the Board of Missions Minnesota Conference, Evangelical United Brethren ,
location to be between Xerxes Ave. and Washburn Ave., 64th St. to 206 ft.
north of 64th St,
Motion by Shields, seconded by Wallick,, that the council authorize the
clerk to advertise a hearing for 7:15 P.M., Tuesday„ Dec. 27, 1955, on the
special use permit application of the Board of Missions, Minnesota Confer-
ence, Evangelical United Brethren, for a church to be located between Xerxes
Ave. and Washburn Ave., 64th St. to 206 ft, north of-64th St. Carried.

7, Division of Land - O'Connell
Motion by Wallick, seconded by Shields, that the request of Evelyn
A. O'Connell, 5054 S. Bryant Ave, be granted to divide the west 1/4 of that
part of the north 1/2 of the south 1/2 of NW4 of the SE1 lying north of the
south 200 ft. thereof (6700 - 1st Ave, S.) Carried, C -3280
8. Commercial Building Permit - Fraser
Motion by Shields, seconded by Wallick, that the application of Mrs.
Louise W. Fraser, 4101 Sheridan Ave, S. be granted a building permit for
an addition to the school located on Lots 22, 23 & 24, Block 12, Ray's
Lynhurst Addition (63rd & Penn Ave.) Carried, C -3281
9. Bill No. 1955 -19 - (Airplanes)
A bill No. 1955 -19 entitled:
"AN ORDINANCE REGULATING THE TAKE -OFF
AND LANDING OF AIRCRAFT" was read by the attorney, the same being on file
in the office of the Village clerk.
Motion by Rose, seconded by Shields, that this constitute the first
reading of Bill No. 1955 -19. C -3282

10. Bill No. 1955 -20 (Zoning - Rae Property)

16. Notice of Hearing - Bloomington Bus Co.
The manager presented a Notice of Hearing before the Railroad and
Warehouse'Commission of the State of Minnesota of the application of the
Bloomington Bus Co. for an order to increase the rates of fare.
Motion by Wallick, seconded by Walters, that the council authorize
Councilman John D. Shields, to attend the Railroad and Warehouse Commission
hearing on Tuesday„ January 10,. 1956, at 10 :00 A,M, in the Hearing Room,
470 State Office Bldg., St, Paul, Minn. Carried,
17. Ratify'Trip to Chicago
Motion by Shields, seconded by Walters, that the council ratify the
trip to Chicago made by the enxineer and attorney for the purpose of con-
sulting with expert witnesses in regard to the MacGregor -Davis law suit,
and that their expenses be paid subject to audit and allowance by the
Village Council. Carried.
