October 10, 1955.
The Village council of the Village of Richfield met at a regular meeting
in theVillage Hall,, 6700 Portland Ave., Monday, October 10, 1955, at 7:00
P.M..
The meeting was called to order by Mayor Kittell.
Present:. Walters, Rose, Shields, Wallick and Kittell..
Absent: None..
Reverend William A.. Brand of St. Peter's Church gave the invocation..
1. Minutes
Motion by Wallick,, seconded by Walters, that minutes of the regular
meeting of September 26, 1955, and the adjourned meetings of September 21,
22,. 23„ 27, 28,, 28 and 29th, 1955, be approved.. Carried.
2. Reports
Motion by Wallick, seconded by Shields, that the following reports be
accepted and filed:
Financial Report - August, 1955 C -3202
Hennepin County Relief Report - Sept.. 1955 C -3203
Bldg.. Inspector's Report - Sept.. 1955, C -3204
Carried.
3, Proposed Plat - Jerpbak Realty Co..
Pursuant to council action of October 3,, 1955, the mayor called for a
report from the attorney on the proposed plat of Jerpbak Realty Co..
The Village attorney read a report to the Village manager datedOctober
61, 1955, giving his opinion on the dispute of an 8 £t, strip of land effect-
ing the approval of the proposed plat of Jerpbak Realty Co.

Mr. W. W. Marshall, attorney for Jerpbak Realty Co. was present.
Motion by Wallick, seconded by Walters, that the council grant-tentative
approval to the proposed plat of .Jerpbak Realty Co., and authorize the mana-
ger and engineer to prepare a developer's contract. Carried..
4. Proposed Plat - Strand -Bowen Second Addition
Motion by Walters, seconded by Wallick„ that the council grant tentative
approval to the proposed plat of Strand - Bowen Second Addition, and authorize
the clerk -to advertise a hearing for Monday„ October 24, 1955, at 8x00 P.M.

5« Proposed Plat - Elder Grove 3rd Addition
Motion by Walters, seconded by Wallick,. that the council grant tentative
approval to the proposed plat of Elder Grove 3rd Addition, and authorize the
clerk to advertise a hearing for Monday, October 24, 1955, at 8:00-P. M.
Carried.
6.. Improvement of Ponding Area - Sheridan Ave, & 65th St.
J. K. Luebben, 6500 Sheridan Ave., appeared as spokesman for property
owners in the vicinity of ponding area at 65th and Sheridan Ave„ He asked
that the ponding area be improved.. A discussion followed.
Mhe manager was instructed to consult with Mr.. Luebben and report back
to the council.
7. Penn Realty Co. 2nd Addition -- Accepting Streets
Motion by Rose, seconded by Shields, that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part

11. Deny Assessor to Attend Meeting
Motion by Shields, seconded by Wallick, that the council deny the request
of Donald McCarty,, Assessor to attend the Assessor's National Convention in
New York on October 16th through October 20th.. Carried.
12, Richfield Garden Club Request for Wildflower Preserve
The manager read a letter from the Richfield Garden Club dated September
289 1955, requesting permission of the council to officially designate &
portion of land at 65th St., and Thomas Ave. as a Wild Flower Preserve to be
planted and maintained as such by the Richfield Garden Club. A discussion fol-
lowed.

15, G. M. Orr Engineering Co.. to.submit report
Motion by Wallick, seconded by Walters, that the council -authorize Gi K
Orr Engineering Co. to submit a report on sanitary sewer laterals for the
1956 construction season, such report to include the installation of sanitary
sewer laterals on streets for which petitions have been filed and also upon
all built up streets where sanitary sewer laterals have not been installed
and where petitions have not been requested. Carried.

It being 8:00 PM,, the mayor called for any outstanding bids: None were
forthcoming.
