06-27-1955VILIACE OF RICHFIELD REGUTAR MEETING June 27, 1955 The Village council of the Village of Richfield met in regular session at the Village Hall, 6700 Portland Ave. S., Monday, June 27,'1955, at 7 -.00 P.M. The meeting was called to order by Acting Mayor Wallick. Present: Walters, Rose, Shields, Wallick Absent: Kittell, Dr, Edwin K. Roberts, Presbyterian Church.of Richfield, gave the invocation. 1. Minutes Motion by Rose, seconded by Shields, that the minutes of the regular meet- ing of June 13, 1955, be approved. Carried. Motion by Shields, seconded by Walters, that the minutes of the special meeting of June 16, 1955, be approved. Carried. Motion by Shields, seconded by Walters, that the minutes of the adjourned meeting of June 20, 1955' be approved.. Carried. 2, Reports Motion by Shields, seconded by Walters, that the following reports be approved and filed: Nursing Report'- May - 1955 C -3039 Financial Report - May - 1955 C -3040 Liquor Store Report - may - 1955 C -3041 Minneapolis Gas Co. - Annual for 1954 C -3042 Carried. 3. Improvement of Trunk Highway 100 and 5 (78th S t. ) Acting Mayor Wallick read a memorandum of the Village engineer dated June 27, 1955, relative to the improvement of Trunk Highway 100 and 5, Motion by Walters, seconded by Rose,*that no action be taken at present until further discussions can be had between the Village and the Highway 1 -2- Department. Carried. C -3043 4, Commercial Building Permit - Labo June 27, 1955 Motion by Rose, seconded by Walters, that the request of J. E. Labo & Son, 1916 W. 78th St., for a building permit to construct a warehouse addition to the rear of 2016 -2018 W, 78th St, be granted. Carried. C -3044 5. Commercial Building Permit - Erickson- Johnson Motion by Shields, seconded by Rose, that the request of Clarence Erickson and Kenneth W. Johnson, 6617 Humboldt Ave. S., for a building permit to con- struct a building for an automatic car washing business, be granted. Carried. C -3045 6. Private Sewage Disposal - Kusch Motion by Walters, seconded by Rose, that the application of James D. Kusch, 2800 Portland Ave., for a private sewage disposal at 6805 Longfellow Ave., be granted. Carried.. C -3046 7, Round -Up Motion by Shields, seconded by Rose, that the council authorize the of the Village Hall employee:% to operate the refreshment stand at Augsburg Park during the Round -Up, July 15, 16, 17, 1955. Carried. Motion by Shields, seconded by Walters, that the council waive fees of locally sponsored organizations partidipating in the Richfield Round -Up, and authorize the manager and clerk to issue the required licenses and sub- mit a list for council certification. Carried. Motion by Shields, seconded by Rose, that the council grant permission for the sale of beer in Augsburg Park during the Roundup, control of such sale to be left to the discrimination of the Community Centers, Inc. Carried. Q; Preliminary Plat - Hippet s Lakeview Terrace Add. Motion by Shields, seconded by Rose, that the council grant tentative -3— June 27, 1955 approval to the proposed new plat of HippeIs Lakeview Terrace Additlon, and authorize the clerk to advertise a hearing for 7:30 P. M., Monday, July 11, 1955. Carried. 9. Motion by Shields, seconded by Walters, that the council authorize the engineer to prepare plans and specifications for traffic signals and author- ize the clerk to advertise for bids at the earliest practicable date. No persons ap- peared in opposition. Motion by Shields, seconded by Rose, that the hearing be closed. 29. Hearing - Rezoning - Rae It being 8:25 P. M., Acting Mayor Wallick called for the hearing on the rezoning from open development to commercial, the so- called "Rae Property° in the vicinity of 66th St.. and Rae Drive. C -3062 Phillip Stern, attorney representing James Rae, appeared before the council and spoke on behalf of the applicant. E. D. Posz, 920 W. 66th St., appeared as spokesman for neighbors oppos- ing the proposed rezoning. Motion by Walters, seconded by Rose, that.the hearing be closed. Carried. Motion by Rose, seconded by Walters, that the council announce intention to change zone to a commercial classification and refer the problem to the Village attorney for preparation of an amendment to the Zoning Ordinance. Carried, 30. Hearing - Reaming - Bernstein It being 8:30 P. M., Acting Mayor Wallick called for the hearing on the request of Curtis W., Bernstein, 6601 1st Ave. S., to rezone from residen- tial to commercial, Parcel 3200, 3420, Plat 45505, Sec. 27, R. 28, R. 24. Charles J. Nelson, 1721 Nokomis Court, prospective purchaser, appeared to explain that he and his son intend to operate a tool rental business at this location.
