06-20-1955VILUGE CF RICHFIELD ADJOURNED YZEPING June 20, 1955 Pursuant to council action on Monday,, June 13., 1955, the council met at an adjourned meeting in the council chambers, in the Village Hall, 6700 Portland Ave., at 7 :30 P. M., 14onday, June 20, 1955. The meeting was called to order by Acting Mayor Wallick. Present: Walters, Shields, Wallick, Absent: Rose and Kittell. 1. Access to Trunk Highway #65 at 68th St.. George Gmi.tro., 6801 Irving L.ve. S., appeared as spokesman for a committee of property owners selected by residents in the vicinity of Trunk Highway 65 and 68th St. Mr. Gmitro stated that the committee felt that sufficient evi- dence had been presented previously, and therefore, no further arguments would be advanced at this time. The manager reported on the recent meeting held between the Highway De- partment officials and the manager and engineer on June 15,, 1955, and read a memo from the engineer's file dated June 162 1955. E. J. McCubrey, Highway Department District Engineer, spoke. The Village engineer reported the average traffic on 66th St. between Penn Ave.. and Lyndale was 10,500 cars per day., C. Hess., 2020 W. 68th St., asked how many cars will use 68th St.. and re- cited that there were 272 homes on 68th., 69th & 70th from Highway 65 to Penn Ave. F. J. Zachman, 6801 Logan Ave. S., appeared to inquire why access to Trunk Highway 65 at 68th St, had been added. Mr. McCubrey explairred that this aceess was on the plans submitted to the council. -2- dune 20, 1955 Mrs, E. P. Dick,, 1401 W. 68th St., spoke and asked if 68th St. would end at Xerxes. G. R. McCloskey, 6745 Humboldt Ave,., spoke. George Cmitro asked for speed in getting a grade separation and also asked to be on the agenda July 11, 1955. Councilman Walters suggested that the manager and engineer set up a study of the traffic problems between the county, Edina, Minneapolis, the Highway Department and the council, and try to have answers by July 11, 1955. 2, Trunk Highway 65 and 65th St. G. R. Luck, 6436 Emerson Ave.. appeared protesting access to Trunk Highway 65 at 65th St. and the local traffic congestion at the school. He requested a barricade at Trunk Highway 65 and 65th St. and requested a place on the agenda of July 11, 1955. 3« Preliminary Report on Highway Department Plans - T. H. #100 The manager reported on a meeting held June 15, 1955, between the Highway Department and the manager and engineer, and read a memo from the engineer's file dated June 16, 1955. E.. J. McCubrey., Highway Department District Engineer, presented Layout 14A on Trunk Highway #100 from Xerxes to Fort Snelling Cemetery. -- loUorrby- Walters, - seconded -by -- Shields.. - that the council accept and file the plans as submitted by E. J. McCubrey, and refer the resolution to the attorney for study.. Carried. C -3036 Mrs. Lucille Burrill, 434 E. 78th St... asked when council would decide on preliminary layout. Ray Monohan, 6315 Stevens Ave., appeared to inquire into the progress: of Trunk Highway' #100. -3- June 20, 1955 4. Rezoning -_East Side of 18th Ave.. between 74th & 762 St. Motion by shields, seconded by Walters, that the council authorize the at- torney to draw an amendment to the ordinance rezoning the east side of 18th Ave. from 74th to 762 St. from residential to multiple dwelling. Carried. 5. Zoning Variation - Bergquist Motion by Walters, seconded by Shields, that the council vary the provi- sions of the zoning ordinance to grant the request of Carl F. Bergquist, 7340 Lyndale Ave., to construct a 6 ft, fence at the rear of his property, Lot 11, Block 1, Irwin Shores Addition. Carried. C -3037 6. Building Permit - Meenchen Motioh by Shields, seconded by Walters, that the council authorize the chief inspector to issue ab_ulding permit -to Milton Meenc_hen, 1851 Mississippi River Blvd., St. aPaul, to build a residential building on an undeveloped street (Lot 1, Block 1, Rich Acres), and that the manager inform the appli- cant that no street improvements are contemplated at this time. Carried. C -3038 7. Date of Opening of Bids on Playground Equipment The-manager reported on the opening of bids on playground equipment to be July 11, 1955. 8.
