The manager presented a report on the beer license recently issued for
Lawrence Modderman of Larry's Tavern, 7626 Lyndale Ave.. S.
Charles T. Sheehan, 401 W. 6421 St., applicant, appeared in support of
his application for an "Off and Onll beer license at 7626 Lyndale Ave. S.
Lawrence Modderman also appeared.
Motion by Rose, that the license of Lawrence Modderman,, 7626 Lyndale Ave.
S. be denied. Councilman Rose withdrew his motion.
Motion by Walters, seconded by Shields, that the fee of $105.00 paid by
Lawrence Moddermm for an "Off and On Sale" beer license be refunded. Carried..
6. Donation to "All- American City" Awards Committee
Motion by Shields, seconded by Walters, that the council suspend the rules
to allow Mr. Harold Harris, Senior Vice Commander of the Fred Babcock Post #555

Mr. Harris presented a $100,00 check to the council as a donation to the
tiAll.American City" Awards Committee.
Motion by Rose, seconded by Shields, that the council give a vote of thanks
to the Fred Babcock Post #555, V. F„ W., for the donation of $100.00 to the "All-
American City" Awards Committee and that the manager write a letter expressing
thanks to the V.F.W. Carried,
7. Special Use Permit Agreement--T railer Gourt- .:Kermit, •Haugan
Motion by Walters, seconded by Rose, that the mayor and manager be author-
ized to execute a special use permit agreement for operation of a trailer court
at 74th and Lyndale Ave. W. with Kermit Haugan, subject to furnishing a perfor-
mance bond, and the requirements of the contract shall be the conditions to the
granting of the special use permit, C =1931. Carried,
8. Special Use Permit agreement - Trailer Court - Leitchman
Motion by Walters, seconded by Rose,, that the mayor and manager .be author-
ized to execute a special use permit agreement for operation of a trailer court
at Cedar and 76th Sts, with Alex Leitchman, subject to furnishing a performance
bond, and the requirements of the contract shall be the conditions to the
granting of the special use permit. C -1932. Carried,
9... Calculator Bids
The manager gave a verbal report on the bids for a calculator which bids
were received and opened at the meeting of January 24,. 1955, and recommended
that the Friden machine be purchased or to take new bids.
Motion by Shields, seconded by Wallick, that the bid of Friden Automatic
Calculators in the amount of 6775.00 for a Friden STW -10 fully automatic, auto-

matic alignment, non entry key, repeat multiplier twirler dials, be accepted
because of the superiority of design and construction of this machine and because
it is the machine best suited to our needs; and that the bid securities of the
unsuccessful bidders be returned forthwith.. Carried.
Motion by Wallick, seconded by Shields, that no further .'.bids be received. Carried.
10. Hearing - Special Use Permit - Northern States Power Co.
It being 8:00 P, M., Mayor Kittel7, called for the hearing on special use
permit requested by Northern States Power Co. for a transformer Station and
read the notice of hearing.
Philip J. Cressy appeared representing Northern States Power Co. about
their request for the special use permit and described the proposed construction.
Mel Nelson, 7000 Chicago Ave., appeared as spokesman for neighbors in the
area objecting to the construction of a transformer station at Chicago Avee
& 70th St,
Motion by Shields, seconded by Walli.ck, that the council defer action until
Mondays February 28th, 1955, on the special use permit request of the Northern
States Power Co. for a transformer station to be located on Lots 13 & 14,
Wallacets Sunnyside Acres 3rd Addition, being the southeast corner of the inter-
section of Chicqgo Ave.. & 70th St. Carried. C- 1914.
11, Hearing - Special Use Permit - Church
It being 8:00 P. M., Mayor Kittell called for the hearing on special
use permit requested by Twin City Baptist Union for a church to be located on
property on Oliver Ave. S. between 62nd and 63rd Sts. and read the notice of
hearing.

The manager reported on the report of the Citizens' Committee on
Richfield Liquor Store operations dated Dec. 30, 1954.
Motion by Wal. lick, seconded by Rose, that the report of the Citizens'
Committee on liquor store operations be accepted and filed for future study*.

21. Police Civil. Service Commission Confirmation- Fager
Mayor Kitten submitted the name of Frank Fager in nomination for ap-
pointment to the Police Civil Service Commission to replace Sidney Sanford,
7000 Portland Ave., whose term has expired., Carried.

23, Ventilating Fan for Council. Chambers
The following informal bids for a ventilating fan for the council chambers
were presented.

manager and engineer to negotiate the installation of a ventilating fan for the
council chambers according to their discretion, monies to be transferred from

The manager reported on the matter of vacating 70th St. between 18th St.
and Cedar Ave. and presented a petition received from Engberg Walden, Inc..
