REGULAR MEETING
VILLAGE (F RICHFIELD
AUGUST 23, 1954
The council of the Village of Richfield met in regular session in the
council chambers of the Village Hall, 6700 Portland .Ave. South, at 7:00 P. M.,
Monday, August 23,. 1954, ,
The meeting was called to order by Mayor Kittell.
Present: Walters, Rose, Shielb, Wallick and Kitten.
Reverend Merrill R. Nelson, Presbyterian Church of Richfield, gave the
invocation.
1. Minutes
Motion by Rose, seconded by Shields, that the minutes of the regular meet-
ing of August 9, 1954, be approved. Carried.
2. Reports
Motion by Rose, seconded by Shields., that the following reports be
accepted and assigned clerks file numbers:
Liquor Store Report for June, 1954 C -1642
Nursing Report for July, 1954 C -1643
Carried.
3. Sanitary Sewer Laterals - V. P. #230 1
Two letters referring to the continuance of work on Village Project No. 230
were read by the manager - one from Orfei and Marian & Sons, Inc. and the other
from G. M. Orr Engineering Co.
Motion by Rose, seconded by Wallick, that the Council accept and file these
letters and authorize the manager to instruct Crfei & Mariani & Sons, Inc. to
proceed with work on V. P. #230 beyond the limit of work for 1954 with the
understanding that payment for such work cannot be made until further financing
has been completed.

4. Building Permit - Saltzman
August 23, 1954
John Saltzman appeared requesting a building permit on the following
described property: The N J of the S-3 i of the following property Be %nning at a
point on the S lane of Sec. 33, Twp. 28, Range 24, 656 ft` E of the SW corner
of said Sec. 33; thence running N 1312.96 ft.; thence running E 163.8 ft.; thence
running S 1312.77 ft. to the S line of Section 33; thence W 164 ft. to the point
of beginning.
Motion by Wallick, seconded by Shields, that the Council authorize
the issuing of a building permit to Mr. Saltzman contingent upon the execution
of an agreement to deed the E2 of Newton Ave. and the S2 of ?7th St. adjacent
to his property. Carried. C -1645.
5. Zoning Variation - Voog
Motion by Shields, seconded by Wallick, that the Council concur in
the recommendation of the Zoning Commission to grant the zoning variation of
Mrs. Esther W. Voog, 6216 Nicolle t Ave., and authorize her to build` a kitchen
i�"the ectini ao of°he� dome to serve her tenants.. Carried. C- 1646.
6. Rezoning Request - Richfield State Bank
A request from the Richfield State Bank to rezone Lots 1 & 2, Lyndale
Shores, in a commercial zoning" instead of residential in order to construct
a new bank building, was presented.
Motion byWallick, seconded by Shields,'that this matter be set for
hearing before the Zoning Commission at 8:00 P. M., Tuesday, September 21, 1954,
and that the clerk be authorized to advertise such hearing. Carried,
7. Rezoning Request - Rae
A request from James Rae, 901 Rae Drive, to rezone the northeast
corner of Rae Drive and W. 66th St, exuding 65 ft. east paralleling 66th St.

by 145.2 Ft. northerly, paralleling Rae Drive, from residential to commercial
in order to construct a two story building for offices and wholesale business.
Motion by Waltick, seconded by Shields, that this matter be set for
a hearing before the Zoning Commission, Tuesday, September 21,, 1954, at 8:00
P. M,, and that the clerk be authorized to advertise such hearing. Carried.
8. Hub Shopping Center - Extension of time on Contract
Motion by Shields, seconded by Wallick, that the Council grant the
extension of time to September 15th in order to complete the installation of
curb and gutters on Nicollet Ave. and 66th St., imsmuoh as work was stopped
until negotiations with the County were completed, as requested in the letter
from D'Arcy -Leck Construction Co., and recommended in the memorandum from the
Village manager. Carried. C -1647.
9. Advance Payments - V. P. #228
Motion by Shields, seconded by Wallick, that the Director of Finm ce
be authorized to accept advance payments of special assessments on V. P. #228
as per Resolution No. 451 from Sept. 1, 1954 through Sept. 30, 1954. Carried.
10.,Drainage - Blaisdell & 74th
Motion by Walters, seconded by Wallick, that the Council suspend the
rules in order to hear George M. Pearson relative to drainage conditions at
Blaisdell Ave. and 74th St. Carried.

It being 8 :00 P. M., Mayor Kittell called for the public hearing on
Adolph Fine Addition and read the notice of hearing. No persons appeared in
opposition.

proposed special assessments V. P. No.. 2142 and read the notice of hearing.
No persons appeared in opposition.
Motion by Walters, seconded by Rose, that the hearing be closed. Carried.
18. Hearing - Proposed Special Assessments; V. P. #228
It being 8:30 P. M., Mayor Kittell called for public hearing on
proposed special assessments, V. P. #228, and read the notice of hearing.
Kenneth W. Schindler, 6733 17th Ave. S. appeared in opposition.
Motion by Walters., seconded by Wallick, that the hearing adjourn
until. 8:.00 P. M., Monday, September 13, 1954. Carried.
19. Division of Land - Busse
Notion by Shields, seconded by Wallick,, that the Council suspend
the rules to allow Earl H. Busse, 6616 2nd Ave. S., to appear relative to a

29. Special Use.Permit- Leitch aII
Fred Memmer, attorney, appeared representing Alex Leitchman' s petition
for a special use permit to transfer his license for a mobile home park from
6720 S. Lyndale to a ten acre tract of land on the east side of Cedar Ave. at
77th St.
Don Thoren, 6720 11th Ave., appeared and spoke in opposition..
Frank Wharton, Bloomington mobilhome park operator, appeared and spoke
in favor of the new location.
M. 0. Lawrence, 6745 11th Ave., spoke in opposition.
Motion by Walters, seconded by Rose, that the Council grant the permit
to move the mobile home park to the new location on Cedar Ave. and 77th St.,
subject to regulations on the permit approved by the council; the permit shall
not become final until conditions have been approved by the council.
30. Zoning Variation - Campbell
The request of Dr. Earl M. Campbell for a change of zoning on the
east z of Lot 7, Goodspeed's 1st Add., having been tabled by the Zoning Commis-
sion, Aug* 17, 1954, the council declined to consider it.
31. Hearing - Village Project No. 296
Mayor Kittell called for the public hearing on V. P. No. 296 and
read the notice of hearing. The Mayor read the engineer's report which re-
commended that the Village bear 50% of the cost.
