VILIAGE OF RICHFIELD

The council of the Village of Richfield met in regular session in the
council chambers of the Village Hall, 6700 Portland Ave. South, at 7:00 P.M.,
Monday, July 26, 1954.
The meeting was called to order by Mayor Kittell.
Present: Walters, Rose, Shields, Wallick and Kittell.
Absent: None.
Reverend Arnold Bakken, Oak Grove Lutheran Church, gave the invocation.
1. Minutes
Motion by Walters seconded by Walli.ck, that the minutes of the regular
meeting of July 12, 1954s be approved. Carried.
2, Reports.
Motion by Wallick, seconded by Shields, that the following reports be
accepted and filed.

3e, Zoning - Grand and 66th
Jo C. Lee, 400 W. 66th St.., appeared and requested a change of zoning
from residential to comercial on Lot 8, Block 4, J. N. Hauser's 2nd Addition.
Motion by Wallick, seconded by Walters, that no action be taken at
present, and to consider this problem under the new zoning ordinance having
a first reading on August 23, 1954,, Carried.
4. Zoning - j dale and 67th
K. V. Haugan of the Richfield State Baik appeared and requested a
change of Zoning from residential to commercial on the location of the pro-

posed new Richfield State Bank on Lyndale Ave. north of 67th Street.
Motion by Wallick, seconded by Wa? terss that this problem be considered
under the new zoning ordinance to have it first reading on August 23, 1954.

5. Zoning - Stevens & 66th
Dr, Earl Campbell appeared and requested a change of zoning from residen-
tial to commercial on Lot 7s Goodspeedt s 1st Additions presenting a letter
and a petition.
Motion by .Walters, seconded by Rose, that this matter be referred to
the Zoning Commi ss ion and to authorize a hearing for 800 P.M. s Tuesdays
August 17s 1954. Carried. C -1601.
6. Extension of Sanitary Sewer - Apple Lane
.9 proposal to grant priority for the extension of a lateral sewer on
Apple Lane was presented. It was the concensus of opinion of the Council
that no special priority be given this construction.
7. Sanitary Sewer Lateral Petitions Deadline for 1955
Motion by Walli.cks seconded by Walters, that petitions for donstruc'tion
of sanitary sewer laterals in 1955 be submitted to the council not later than
October 15, 1954. Carried.
8. Hearing - Grading Vincent Ave. 64th to 65th
It being 8 :00 P. M., Mayor Kittel.l called for the public hearing on
grading of Vincent Ave. from 64th to 65th St. and read the notice of hearing.
No persons appeared in opposition.
Motion by Wallick, seconded by Roses that the hearing be closed. Carried.

It being 8:00 P. N., Mayor Kittell called for the hearing on the pre -

Notion by Walters, seconded by Walli.ok, that the hearing be closed, and
that the attorney and engineer be authorized to prepare a developerts con-
tract and present it for the Councilt s approval. Carried.
10. Hearing - V. P. 290
It being 8:00 P.M., Mayor Kittell called for the hearing on V. P. 290
and read the notice of hearing. John Fletcher, 6738 Elliot Ave• appeared and
presented a remonstrance petition containing 168 names.
Notion by Walters, seconded by Walli.ck, that the petition be accepted

Motion by Walters, seconded by Wallick, that when computing assessments,
the finance department and the engineering department shall take into account
benefits received, and shall consider previous assessments for similar con-
struction; assessments to be equal for equal facilities. Carried.

Motion by Wallick, seconded by Shields, that the application of the
Minneapolds Richfield Legion Post #435 for a club liquor license be granted,
that the On -sale Beer license granted June 14, 1954, be revoked and that the
license fee of �P100.00 for such beer license be accepted as the license fee
for the club liquor license. This action shall be contingent upon the filing
of the required bond and all other matters required by state law. Carried.
