M. on Monday, March 22, 1954. The meeting was called to order by Mayor Kittell. Present: Walters, Rose, Shields, Wallick and Kittell. '~ 1 Absent: none. Reverend Newton M.. Tweedy, First Baptist Gh~ch of Richfield, gave the invocation. 1. Minutes. Motion by Walters, seconded by Rose, that the council approve the minutes of the regular meeting of .March 8, 1954. Motion by Rose, seconded by Wallick, that the Village attorney be requested to prepare an ordinance prohibiting abandoned ice-boxes in the Village of Richfield.. Carried. 7. Bill. 195.-10. Motion by Walters, seconded by Rose, that Rolland W. schweiger, 6430 Nicollet Avenue, be designated as the Agent of Record of the Village of Richfield insurance policies. Carried. _ lo. Request to Purchase Village-owned Property. Motion by Walters, seconded by shields, that the council defer action on the request of Frederick G. Straut, 7210 Dupont Ave. South, to purchase all or part of Lots 1 and: 2, Block 2, Irwin Shores Addition which are now owned by the Village of Richfield. Carried. 11. Letter -Water Pollution Control V. P. 224. Motion by Walters, seconded by Wallick, that the council f5.le the letter of the W~.ter Pollution Control C~nmi.ssion, granting approval for the construction of Village Project #224. Carried. C-1355. 12. Proposed Plat Fallden~s Fourth Addition. Motion by Walters, seconded by Rose, that the council give tentative approval to the proposed plat of Fallden-s Fourth Addition, and authorize the Village Clerk to advertise a hearing thereon at B:,OO P. M., April 12, 1954. Carried. 13. Division of Land - Eliason Motion by Walters, seconded by Wallick, that the request of Walter J. Eli.a,son, 681.~1i. Pillsbury Ave. South, to divide Lots 9, lo, 11, 12, Block 4, Eliason Addition, and tk~e North 55 feet of Parcel. 4650, Sec. 27, Town. 28, Range 24, be referred to the Village Engineer for negotiations of a Developers s Contract. Carried. ~ 15. Dog Leashing Ordinance. ~ .~ large group of citizens was present in regard to the proposed dog leashing ordinance. Mayor Kittell invited discussion and several people spoke, most of whom were in opposition to the leashing of dogs. It was suggested that those persons opposed to the leasing of dogs, form a committee and present the council with a better plan for the control of dogs. This committee is to report to the council on April. 26, 195.. l6. Commercial Building permit Woodlake Lutheran.-Church. Motion by Wallick, seconded by Rose, that the council grant the application of Woodlake Lutheran Church, 2100 W. 76th St., for construction of a church on the north side of 76th Street between Oliver and Newton Avenues. South, subject to the requirements of the building code and waive all fees. Carried. C-1356. 17. Division of Land -Kennedy. Motion by Shields, seconded by Wallick, that the Council grant the division of Lots 10 and 11, Block 9, Faa-rwood Park is t Addi tion, as requested by Chas. G.
