REGULAR MEETING
October 13, 1953
Pursuant to due call and notice thereof, the. council of the Village of
Richfield met in regular session in the Village Hall, b700 Por#land Avenue
South, at 7 P. M. on Tuesday, October 13~ 1953.
Present: Walters, Rose, Shields, Iverson and Keller.
Absent: None.
1. Minutes.
Motion by Iverson seconded by Shields that the minutes of the regular
meeting of September 28, 1953 be approved and accepted. Carried.
Motion ~ Iverson, seconded by Shields that the council approve and accept
the minutes' of adjourned meetings of September 29, September 30, October 5
and October 6, 1953 as presented, and correct Item No. !~ of the adjourned meeting
of October 8, 1953 to show that Councilman Rose asked that the records show that
although he voted "Ay®", he was opposed to providing budgeted funds for raising
the salaries of the P~anager and Clerk, and approve and accept the minutes as
corrected. Carried.
2. Proposed Plat; Carl J. Larsen First Acidi Lion.
Pursuant to advertising, a hearing was called on the proposed plat of Carl
J. Larsen First Addition. A~ayor Keller read the notice of hearing. Mr. Larsen
appeared in favor of the purposed plat and discussed it with the council.
Motion by Walters, seconded by Shields that the council table ~th.e pro-
posed plat of Carl J. Larsen First Addition submitted by Carl J. Larsen,,
1928 Fifth Avenue South. Carried.
3. Proposed Plat; l~a.ttson H€~ights Flat No. 3.
Pursuant to advertising, a hearing was called on proposed plat of Mattson
Heights Plat No. 3. Mayor Keller read the notice of hearing. No persons appeared.
Motion by Iverson, seconded by Walters that the-hearing be closed. Carried.
Motion by Walters, seconded by Shields that the council approve the plat
of N~,ttson Heights P1a.t No. 3 as submitted by Mattson Builders, 6b12 Oakland
Avenue South and authorize the Playor, Manager and Clerk to execute a subdiv3.der's
contract with Mattson Builders. Carried. Plat No. 85, Contract No. 192. C-103l~.
!~. Building Permit -Nelson.
Arthur Nelson, 7301 Harriet Avenue South appeared before the council
relative to his application for cons traction of an outside stairway.
Motion by Walters, seconded by Shields that the council refer to the Zoning
Commission for a public hearing on Tuesday, October 20, 1953 at 8 F. M., ~ the
request for a zoning variation of Arthur Nelson, 7301 Harriet Avenue South, Lot
2, Block 6, Irwindale Addition, and that theClerk be authorized to advertise
such hearing, Carried.
5. Sanitary Sewer ~,a.teral Petitions.
Motion by Walters, seconded by Rose, that the council accept and assign

7. Hearing -Assessments for unitary Sewer Improvement No. 1.
Pursuant to advertising a public hearing was called on assessments for
sanitaxgr sewer improvement No. 1. Mayor Re11er read notice of hearing.
Mayor Keller explained the method used in making the assessments and
the amounts• of the assessments.
• Frederick Borgulund~ 671.~1i. Stevens Avenue South, Mrs. Charles Behring,
113 E. 68th Street and Mrs . Cara. Kuusis to, 109 E. 68th Street appeared and
explained to the council that they were unable to secure benefits from the
sanitary sewer system by reason of being too low for gravity flow to the
system. Discussion of this problem ensued. Mayor Keller informed those present
that in such. cases they would be assessed for the sanitary sewer system but that
-the Village would furnish sump pumps to those residents who could not get
gravity flow and that the Village would bear the cost of such sump pumps. Mayor
Re11er suggested that the residents meet with the Director of Public Works, the
Building Inspector and the Consulting Engineer at 7 ~'. M. Friday, October. l6,
19x3 to get expert advice on ins tal.].ation of sump pumps. -
• Ray Howe, 1s55 E. 76th Street appeared before the council inquiring about
the- method of assessment in the area east of Cedar Avenue, South of 70-th Street
and North of 76th Street. Mayor Keller explained that assessments- in tha°t area
ha,d been determined to be $$50.00 an acre to pay for that areas share of the
- autfall sewer and that if and when a sewer system was built in that area, further
assessments would be made.
Motion by Iverson, seconded by Walters, that the hearing be closed. Carried.

8. Hearing- Stoma Sewer Improvement -~ Village Project No. 225.
Puxsuan t ~ advertising, a public hearing was called on storm sewer
_ improvement, Village Project No. 225. Mayor Keller read the notice of hearing.
B'a.rrsr Mayeron of G. M. Orr Engineering Company explained the proposed construction.
l~yor Belle r explained the cost and the proposed assessment.
- Alexander Park, 6429 Pillsbury Avenue youth appeared to inquire about. the
equali-tg~ of the assessment. Mayor Re11er explained the division of costs and
method of assessment to Mr. Park's satisfaction; '

R. E. Kyles a representative of Holy Angels Academy, appeared -bo inquire
about the assessments on the Academy px~perty. The benefits .anal assessments
were explained to Mr. Kyle. _
Harley Wi shart, 6761 Harriet Avenue South appeared rela. five to the need
for drainage in the area of Harriet Avenue and 67th Street. Mayor Re11er sug-
gested that the interestzd residents in the area of Harriet Avenue South and 67th
Street meet with the Engineering Committee at 7_ P. M. on Monday, October 19,
1953 to discuss this problem.
Motion, by Iverson, seconded by Walters, that the hearing be closed. Carried.

Motion by Iverson, seconded by Walters, that the following resolution be
