~a®~ VILLAGE OF RICHFIELD REGULAR MEETING AUGUST 24., 1953 Pursuant to due call end notice thereof, the council of the Village of Richfield met in regular session.in the Village Hall, 6700 Portland Avenue, Monday August 24.,.1953 at 7:00 P.M. Members present: Shields, Rose, Walters and Keller Members absent: Iverson. 1. Minutes. Motion bar Shields, s eeonded by Rose that the minutes of the regular meeting of A~gufit 10, 1953, be accepted. Carried: 2. Reports. o Motion by Shieida, seconded by Walters, that the council accept and file the following reports. Carried. Nursing Report, July, 1953. Clerks File No. C-SS7 Financial seaports, April, May and June 1953. 3. Special Use Permit. Suburi~an Ambulance Service. Motion by Rose, seconded by Shields, that the council refer the request of Suburban Ambulance Service fora special use permit to the Zoning Commission for a public hearing Sept. 15,1953. Carried. 4. Special Use Permit. Presbyterian Church. Motion by Walters, seconded by Rose, that the council concur in the recommendation of the Zoning Commission and grant a special use permit to the Minneapolis Presbytery Inc., for a church on part of Section 34, Township 28, Range 21~, approximately 7126 Portland Avenue South, Carried. Motion by Walters, seconde8 by Rose, that the council refer to 'the manager and the Police Department, the problem of parking and traffic congestion near churches, for study and report back to the council. The council discussed at length the problem of moving gas and telephone lines on 66th Street west of Nicollet Avenue. Mr. Warren Williams of the Minneapolis ~ ~ Gas Company appeared-and entered into-the discussion, It being S P.M., Mayor Reller called for any outstanding bids to be submitted.. Cirri®d. ~ - "Several weeks ago Mr. Reller requested that I answer a ques tionaare which he had prepared relative to my opinion that Leroy Trafton is not the man to fil]. the position of Village Manager of the Vi1l.age of Richfield. In order to eliminate the- possibility of my being misunders ijvod or misquoted, I shall read ~ reply after which it may be filed of you so d wire. Zf you will refer to t~ie minutes of the meeting of June 22, 1953 Mr. Re17.er, you will see that I stated an opinion (an opiAi.on which is unchanged3. I have never- at any time preferred charges against any person or group of persons. You have stated that i have cr3.ticised the handling of the Assessing Department. Tf ques tinning the hiring of a man as a deputy assessor who is not al.egal resident. of this village as r~~e~~~ired by law comes ender this heading, I am, indeed, being critical. At the time q~ue~s• need the hiring of this deputy assessor, the Village Attorney informed the eounci~1 that 'haring this man was sn violation of the State law. We were tD1d, however, that since the man in question was leaving the employ of the Village no action was necessary. T also questioned the legality of Mr. 8augen~s signing abatements, eta., as acting assessor why he had not been appointed to-this position. Mr. LeFevere advised the Manager to officially appoint Mr. Haugen ~bo this position to make it legal. I am aware that the hiring of all personal is the duty of the manager but when the wager violates the state law ixi so doing, I feel i t is the duty of any councilman to call. this violati.aai tro the attention of the plicy making body. - Shortly after my election to a seat on this council, a group of Village employees came to me with certain problems pertaining 'to their work and asked for my help. RTot knowing the procedure to take in such matters, I tried to call Mr. Reller. I was unable to reach him by telephone so I then called Mr. Walters.-After discussing the situation ~. Walters and I called a special meeting fif the council to discuss these problems. -After further thought, I suggested to Itr. Walters that perhaps the kinder -T T T ` LG cl e.~ 1 thing to do would be to cancel the meeting of the entire council and dust he. and I talk to Mr. Trafton. Agr. Walters felt that it would be better to proceed as planned, and the meeting was scheduled. The so-called depositions which were given to me by the employees were read and since Nit. Trafton and all members of the council ~rere present these problems were discussed at tenth at this meeting. I would like to ask at this time why I~r.
