Purchase Agreement - Au~usbur~ Park The proposed purchase agreement for Augsburg Park Concession wa.s read by the Attorney. 'the Council and Concessionaires discussed the contents. Councilmen Iverson and Walters took their chairs during the discussion. Motion b~ Shields, seconded by Walters that the Nbyor and Manager be authorized to execute the agreement with B~-ron W. Velander and Herbert W. Olson, Augsburg .Park Concessionaires, for the purchase of Augsburg Park Concession at a ppice of $2700.00, plus inventory of merchandise; and that the Mayor, Manager and Director of Finance take arr~ and all steps necessary for the payment. Carried. 7. 1952 Street Oiling Report. The Village Engineer presented a report on the 1952 street oiling program which the Council considered and discussed. Motion by Shields, seconded by Walters-that the amount to be assessed for the 1952 road oiling program be determined to be $46,125.82. Carried. , 8. Progress Retoort 1953 Road Oiling Program. Motion by Rase, seconded by Shields that the N~.yor be authorized to write a letter of inquiry to the Minnesota Department of Highways asking the following questions.. 1. What will be done to improve turning movements at present grade separation at 7$th and Lyndale? a. Present approaches should be made one way to avoid crossing of traffic lane on T. H. 5. b. Left turns should be made on Lyndale Avenue. 2. There are no service drives on T. H. 5, What will be done to provide service drives for commercial and industrial now operating along T. H. 5? 3. Wh~.t is the basis for providing a 225 ft. right-of-way west Lyndale and 150 ft. right-~f way east I,yndale~ The traffic is apparently mach heavier to the east. /a.. The proposed typical section indicates a rural highway section with open side ditches. In an urban area, it would seem that a curb and gutter section is more desirable. 5. Will a storm sewer be installed? Tf so, will Richfield be asked to participate in the cost? 6. What provisions will be made to provide proper traffic control at Nicollet, Portls_nd, Cedar and 24th Avenues? a. Will left turning lanes be provided? b. Will right turning lanes be provided? - 7. Will present grade line be changed or altered in any manner? $. Have alternate routes been studied? T ~ - ~~$ 9, What. is the .basis of justification of rebuilding T. H. 5 on present location? 10; What-is the estimated 7:ife of T. H. 5 if reconstructed on present location. 1 a. With probable normal increase in traffic, it appears that greater width will be required in the near future. 11. The development along 78th Street is increasing rapidly and with this expected increase, it appears that re©nnstruction, as now proposed, will not relieve traffic congestion. It is possible that traffic congestion may become worse. 12. When will construction be started? 13. Determination of exact right-of-way is important so that proper information can be given developers of property along 78Th Street. Until a definite determination has been made, developments will proceed and thereby increase the cost of highway ° construction. 14. Early determination is requested so that developments along 78th Street can proceed without and undue delays. 25. Rose stated that due to the death of his father-in-law after a lingering illness; he had not had suffioient time to prepare these charges. Mayor Roller expressed the sympathy of the Council and then stated that he believed this was good and sufficient reason for not presenting the charges as had been requested. I,1.. Adiournment.
