VILLAGE OF RICHFIELD
ADJOURNED MEETING
JUNE 29, 1953 - 7 s~t5 P.M.
Pursuant to due call and notice therof, the council of 'the Village or Richfield
held an adjourned meeting in the Village Ha11, 6700 Portland Avenue, Monday,June 29,
1953, at 7 s1~5 P.M.
Members present: Walters, Rose, Shields, Iverson and Reller.
Members Absent: None
Mayor Reller suggested that since all members were present the meeting start
earlier than the time for which it had been called. Council agreed without vote.
1. Highway Department Plans.
Walter Schultz, E. G. McCubrey, and Robert Trine of the Minnesota Highway
Department appeared before the council and exhibited plans for Highway No. 100.
The council discussed these plans.
2. Building Permits.
Mayor Reller read the ~cecommendation of the Zoning Commission of their
meeting of June 16, 1953. C-731.
Motion by Walters, seconded by Shields that the council concur in the
recommendation of the Zoning Commission and grant the building permit to Mrs.
Evalyn Wolff, 6539 Cedar A enue South, for addition of two housekeeping apartments
to an existing building on°Lot 10, Block 1, New Ford Town Addition. Carried. C-732
Motu by Shields, seconded by Walters, that the council concur i.n the
recommendation of the Zoning Commission and grant a building permit to Erick A.
Sundquist, 6.20 B1Q0mington Avenue South, for an addition of an entryway on an
existing building on Lot 5, Block 6, Girard Parkview Addition. Carried. C-733.
3. Bill 1953-5. Used Car Ordinance.
Mayor Re11er read Bill 153-5, Amdndment to Ordinance No. 3.2~., an ORDINANCE
AMENDING ORDINANCE N0. 3.24 0 F THE VILLAGE OF RICHFIELD PASSED THE 12th DAY OF
APRIL, 19t~$, ENTITLED ~~ AN ORDINANCE TO LICENSE AND REGULATE DEALERS IN USED MOTOR
VEHICLES IN THE VILLAGE OF RICHFIELD, HENNEPIN COUNTY, MINNESOTA~~ AS SUBSEQUENTLY
AMENDED, said bill being on file in the Clerks office,
Motion by Iverson, seconded by Shields that this constitute the second
reading of Bill 1953-5.

Absent - none. Carried,
Motion by Walters, seconded by Shields that bi11 1953-5 be adopted; that it
be published in the official newspaper; that it be spread in the Ordinance Bobk and
that it be made apart of these minutes.

Motion by Walters, seconded by Shields that the council allow the estimates for4
sanitary sewer construction of Phelps-Drake Cnnstru~tion Company Inc., Chec1~SS-l~6.
in the amount of X2,876.35, and Orfie & Mariani, Check # SS-~7 in the amount of ~
X39,508.3?. Carried.
5. Building Code Variation. ',
Mayor Reller read the letter from the subcommittee for General Construction
Code dated June 25, 1953, recommending 30 1b. per square foot roof loads. C-734.
= Motion by Walters, Seconded by Iverson that the building inspection department
be authorized to continue following the Minneapolis building code with the exception
that roof load limits shall be reduced to 30 lbs per square foot, as per the
recommendation of the Subcommittee for General Construction Code. Carried.
Motion by Iverson, seconded by Walters, that the manager inform the School
Board of the above variation. Carried.
b. Letter o£ Commendation. e
The Village Manager reported on a letter of commendation he had sent to
5argeant Floyd Roman for his work in promoting greater school safety.
• Motion by walters,> seconded by Rose, that the council approve the action
of the Manager.

7. Bids on Calculator Authorized.
` Motion by Walters, seconded by Shields that the Village Clerk~be authorized to
advertise for bids on a 10-column rotary type calcu~.~.tor with and without trade-in
of a Remington Rand printing calculator, bids to be received at 8 P.M., Monday
~Ju1y 13, 1953. Carried.
8. Request for Financial Aid for street improvement._ .~
Motion by Walters, seconded by Iverson, that the following. resolution be

10. Request for Bloomington Cooperation.-
Motion by Walters, seconded by Rose, that Mayor Keller be authorized to write
Mr. Kossow, Mayor of Bloomington, suggesting their participation in improvements
of 78th Street. Carried.

12. License Applications.
= Motion~by Shields Seconded by Walters: that the council grant the application
for dance license of Club bb, subject to approval of the Police Department; and
grant the applicatinn for a plumbing license to Economy Plumbing Gompany~ subject to
the attorneys approval of the bond. Carried.
13. Diagonal Highway.
Motion by Iverson, seconded by Shields, that the Village Manager be
a uthorized to employ two skilled appraisers to appraise land to be•acquired for
the-diagonal highway. Carried,
].14. Health Inspection.
Motion by Wa].ters~ seconded b y Shields, that the Village Manager instruct the
Health officer to inspect the premises at 6615 Cli.aton Avenue South, and report to
the council at the next regular meeting. Carried.
15. _ - Disposition _of _Village _Property.
Motion by Walters, seconded by Shields that the council refer tQ the•
Engineering Committee for consideration at their meeting July 20~ 1953, the
question of the disposition of Village Land on 68th Street between Thomas avenue
and Upton Avenue South. Garried.
16. Park Vandalism. ~ •
Motion by Walters seconded by Iverson, that the Village Manager be ins-
tructed to write a letter to thePolice Department expressing the councils
concern aver vandalism in Village Parks, and to report back to the manager by
July 13, 1953. Carried. - -
17. Playground - vicinity 13th Avenue South and 62nd Street.
Councilman Shields, as per action of the Village Council on June 22~ 1953,
reported on play area in the vicinity of 13th Avenue south anlfl 62nd Street.
Councilman Shields stated that there was no apparent need for additional
playgrounds in this area inasmuch as there were several vacant lots. He
recommended that if any play axeas are developed they should be located
farther south to serves larger area.
18. Request for Written charges.
Mayor Roller addressed the council with his conversation directed toward
Councilman Rose, and stated that now that ~.empers have cooled there are several
points he wished to have cleared up. A~ayor Roller said that Councilman-Rose has
raised specific allegations which have cast reflections principally on they
Manager, and also indirectly at the Councilmas a wholes and•that he believed
it is in the best interest of the citizens of Richfield that any charges
relative to the inefficiency of the present administration be brought in the open.

Motion by Reller~ seconded by Iverson that this Council go;~on record that
Councilman Rose provide the following information by the next regular meetingon
Mondays July 13, acid that copies be provided for the entire council and for the
Manager.
Section A. Councilman Rose has stated the Manager has failed to follow Council
policy.
1. Outline which council policies have be~n~vi.olated.
~2. State specific violations of those policies.
Section B. Mr. Rose accused the Manager of being a dictator.
1. State specific instances where the Manager has exceeded his statutory powers.
2. State specific instances where the Manager has abused his statutory powers.
Section C, Mr. Rase has stated the work in the Assessor's Office is not being
handled efficiently.
1. State examples of where the work is not being handled properly.
Section D. Mr. Rose stated there have been six or seven resignations in the
0illage Office which he cites as evidence of poor handling of Personnel problems by
the Manager.
1. List the resignations referred to with the reasons for resigning.
2. State. in which cases the resignations had anything to do with the handling
of personnel relations and why.

Section E. Mr. Rose has criticized the functioning of the Employees
advisory Board.
1. Cite specific instances of where this Board has failed to operate properly.
2. State which members were lax in their duties on the Board and in what way.

Motion by Roses seconded by Shields that the council adjourn. Carried.
