Pursuant to due call and notice the Council of the Village of Richfield
met in regular session in the Village Hall, 6700 Portland Ave. Monday May 11,
at 7 P.M.
Members Present: Walters; Rose,Iverson and Reller.
Members Absent: Shields, because of son's illness.
1. Minutes.
Motion by Iverson, seconded by Walters that the minutes of the regular
meeting of April 27, 1953 be corrected by adding the word "carried" to items
4,5,15,42 and 45, and that the minutes be approved as corrected. Carried.-
. Motion by Walters, seconded by Rose that the minutes of the special meeting
of May 4, 1953, be approved. Carried.

Motion by Walters, seconded by Iverson that the claim of the G. M. Orr
Engineering Company for engineering services in the amount of $17,932.81 be
ordered paid by check # SS 11, from the Sanitary Sewer Fund. Carried.

read the legal publication.

21. Building Permit. Ed. Labo & Sons
Motion by Iverson, * seconded by Walters for unanimous consent to consider the
application of Ed. Labo and Sons,, for a building permit. Carried.
Motion by Iverson, seconded by Walters that the council approve the application
for a building permit of Ed. Labo and Sons for a commercial building 1912 W. 78th Street,
subject to conformance -with the building code and subject to the approval of the
Village Engineer. Carried. Clerk's File No. C-633.
22. Bid irregularity waived.
Motion by Walters, seconded by Iverson that the council waive the irregularity
and accept the bid of Joseph F. Palen, which had been delivered -tt 8:02 P.M.
Carried. Time: 8:07 P.M.
23. Sewer Construction
John Rosendahl, 5536 Edgewater Blvd., Minneapolis, appeared before the council
to inquire about the M meapolis segment of Sanitary Sewer Improvement No. 1. He
expressed concern of the possibility of being assessed for this construction.
Mr. Hosendahl was assured that the construction cost'would be borne by the Villages
of Richfield and .Edina and paymen t had already been made to the Ci ty of Mime apolis.
24. Bids. Walk -in Cooler.
Being 8 :30 P.M. Mayor Reller called for the opening and consideration of bids.

26. Auction Sale, Used Equipment,
Being 9 P.M. Mayor Reller read the publication of notice of Auction Sale of
used-equipment and called for bids. Auction bids on 1 Garwood Scraper #511 -S
and 1 Allis Chalmers crawler type tractor - HD -10..2 were started at $5,000.
After the submission of several bids the mayor declared the top bid to be $6100,
submitted by the Swanson Excavating Company of Hopkins, annesota.
Notion by Iverson, seconded by Reller that the bid of Swanson Excavating
Company in the amount of $6,100.00 be accepted. Notion lost.
Notion by Rose that the bids be reconsidered. Motmnn lost for want of a second.
-Motion by Rose.,-seconded by Iverson that the council recess. Carried.
Council reconvened.
Motion by Rose, seconded by Walters for reconsideration of. the council's
action on the bid of Swanson Excavating Company. Carried.
Notion by Iverson, seconded by Reller that the council accept the bid of-
Swanson excavating Company in the amount : of $6.100 for purchase of the
before mentioned scraper and tractor. Carried,
Notion by Iverson, seconded by Rose to accept a certified check in the
amount of $500.00 from the Swanson Excavating Company as a good faith deposit
and the balance of $5,600 to be paid before the machinery is removed from the
Village yard.
The Mayor called for any bids on the following equipment:

Highway Sander Model A.
Hall Valve Refacer with Accessories.
No bids were received.
Notion by Iverson, seconded by Rose that the Manager be authorized to take
informal bids on the above -equipment and report such bids to the council for
action. Carried.

Motion by Rose, seconded by Iverson that the council accept the bid of
Frawley Equipment Company, Item Nos. 9601 and 9602, and Great Wes to m Petroleum
Company, Items 90.501 and 90.503 in truck transports. Bid securities are to be
returned after contracts and bands are executed and accepted. Carried.
Notion by Iverson, seconded by Rose that the Mayor and Manager be authorized
to execute standard contracts with Frawley Equipment Company and Great Western
Petroleum Company. Carried. (See item # 29)
20. Division of Land. Genevieve G. Prindle.
Motion by Rose, seconded by Iverson for unanimous consent to., consider the matter
of division of Lot 6, Block 2, Fairwood Park, as requested January 26, 1953. Carried.
Holger C. Bach appeared before the council and presented an agreement for this
division of land and stated that all parties concerned are now in complete agreement as
to the division.

Motion by Walters, seconded by Rose that the Public Works Department be authorized
to. proceed with Village Projects 172 -I and 172 -II by day labor, it being determination
of the council thathe Engineer's estimate is lower than the lowest bid received.- Carried.

Motion by Walters, Seconded by Iverson that the following deeds for streets be

The Engineer presented the following list of playground equipment to be
purchased for parks. Clerk's File No. C-638=

Motion by Iverson, seconded by Walters that the Clerk be authorized to
advertise for bids on recreation equipment to be received at the next regular
meeting. Carried.
32. Personnel. Inspection Division.
The Manager read the report of the .rector of Public Works relating to
personnel in the Inspection Division.
. Motion by Iverson, seconded by Walters, that this report be accepted and
assigned Clerk's File No. C-639, and that the Manager be authorized to carry out
the recommendations, and to advertise for a chief inspector. Carried.
33, Letter, Minnesota Highway Department. .
The Aeager read a letter from the Minnesota Highway 'Department relative to
traffic control signals.
Motion by Iverson, seconded by Walters that the letter of the Minnesota
Highway Department be assigned Clerk's File No. C-640, and that the manager inform
the Assumption Church that the Village of Richfield will bear one -half of the
cost of the installation and operation of a school flasher signal at 78th Street
and 3rd Avenue, if the Village of Bloomington will agree to bear the remaining
half. Carried.
Motion.by Iverson, seconded by Walters that the Manager send a copy of the
Minnesota Highway Department's letter to the businessmen who had petitioned for a
traffic control signal at Lyn.dale and 76th Street. Carried.
34. Inspection of Sanitary Sewer Construction.
Motion by Walters, seconded by Iverson that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes.

Notion by Walters, seconded by Iverson that the council approve the division
of Lot 4, Block 10, Fairwood Park Addition, as requested by Paul W. Maxson, 1810
West 68th Street on April 27, 1953, inasmuch as Mr. Maxson has now submitted the
required petition. Carried. Clerk's File, No. C-641.
