02-23-1953176 MINUTES OF REGULAR MEETING VILLAGE OF RICHFIELD February 23, 1953 Pursuant to due call and notice thereof, the council of the Village of Richfield met in regular session in the council chambers of the village hall on Monday, February 23, 1953, opening at 7:00 P.M. Members present: Walters, Rose, Shields, Iverson and Reller Members absent: None 1. Minutes of Regular Meeting, February 9, 1953 Motion by Iverson, seconded by Shields, that the minutes of the regular meeting of February 9, 1953, be approved. Carried. 2. Minutes of Adjourned Meetings February 11, 1953 Motion by Rose, seconded by Shields, that the minutes of the adjourned meeting of February ]l, 1953 be approved. Carried.' 3. Nursing Service Report Notion by Shields, seor_ded by Rose, that the report of the Rural Hennepin County Nursing association for January 1953, be accepted and assigned Clerk's File No. C -457/ Carried, 4, Sanitary Sewer Retition Motion by Shields, seconded by Rose, that the sanitary sewer petition No. 11, Humboldt Avenue from 66th Street to 67th Street be accepted and assigned Clerk's File No.0 -458. Carried. Mr. Renner of E. H. Renner,,* St. Louis Park, appeared before the council to discuss the proposed changes in the Well Drilling Ordinance. Mr. Renner outlined several changes and recommended that consideration be given to dhem. 5. Well Drilling Ordinance Referred to Engineering Committee Motion by Walters, seconded by Rose, that the Well Drilling Ordinance be referred to the Engineering Committee for consideration at their next meeting, March 16, 1953. . Carried. 6. Agreement with Suburban Hennepin County Relief Board Motion by Rose, seconded by Walters, that the following resolution be adopted, that it be spread in the Resolution book and that it be made a part of these minutes: . RESOLUTION NO. 106- RESGOTIM AUTHORIZING HE EXECUTION OF AN AGREEMENT BETWEEN THE VILLAGE OF RICHFIELD AND THE SUBURBAN HEN+NEPIN COUNTY RELIEF BOAR Poll of Votes: Ayes -.- Walters, Rose, Shields, Iverson and Reller; Nays -- None. Carried. This resolution appears as Resolution No. 106 in Resolution Book No. 1 agreement assigned Clerk's File No. C -459. 7. Councilman Rose Appointed Representative to Relief Board Motion by Walters, seconded by Shields, that Councilman Rose be ap .ointed to represent the Village of Richfield on the Suburban Hennepin County Relief Board. Carried. 8. Division of Land ( Genevieve G. Prindle) Motion by Heller, seconded by Walters, that the request of Genevieve G. Prindle for a division of land of lot 6, block 2, Wrwood Park Addition be continued until March 2, 1953. Carried. 9. R_ esignation of Robert J. Platt Motion by Iverson, seconded by Rose, that the resignation of Robert J. Platt, 6208 Pleasant Ave. South from the Zoning and Planning Commi.sidon be accepted with regret, and that the manager write Mr. Platt extending the council's appreciation for his contribution to the village. Letter of County Auditor Relating to Legality of Newspaper Motion by Shields, seconded by Iverson, that the council accept and file the letter of the County Auditor dated February 10, 1953, relating to the filing of an affidavit'by the "Richfield- Bloomington Messenger ". Carried. Clerks File No.C_461. 11. Decline Sale of Gravel Pit. Motion by Shields, seconded by Rose, that the council decline the offer of Mahoney, Cragg and Barnett to purchase Lots 8,9,10,11,12 Block 12 Tingdale Bros. Lincoln Hills Addition at *0350.00 a lot, and that this letter of February 19, 1953 be assigned 12. Table Applications for Licenses at 1920 Nest 78th Street Motion by Walters, seconded by Rose, that the council table until March 2, 1953, the applications for licenses at 1920 West 78th Street, The applicants are to show who holds the lease on the property and who is the proper applicant. The Police 'Department is to investiga to and report on the lessee. Carried. 13. Table Application of Johnson Cab Company. Motion by Iverson, seconded by Shields, that the council table the application of Carlyle A. Johnson, 514 West 64th Street, for taxi license, until further investigation has been made. Carried. 14. Deny_ license of Art BruesehoU Motion by Walters, sec >nded by Iverson, that the council deny the application of Art Bruesehoff, 6024 Second Ave. South, for the operation of a pony ride concesseion in Augsburg Park. Carried. 15. Licenses Granted Motion by Iverson, seconded by Walters, that the following applications for licenses be granted subject to the Village Attorneys approval of the required bonds. Carried. Street and Construction Equipment Inventory Motion by Walters, seconded by Iverson, that the street and construction - equipment inventory prepared by the 'Director of Public Works be submitted to the Engineering Committee for study to determine the advisability of disposing of certain pieees of equipment which are not now being used advantageously. Carried. 21. Survey Milner Pond Area Motion by Walters, seconded by Shields, that the matter of determining if Milner Pond, which was recently purchased by the Village of Richfield, overflows onto property owned by Mr.Christ Peterson, 6400 Portland Avenue. be referred to the Village Fhgineer for survey and report. Carried. 22. Tentative approval of Plats. Motion by Walters, seconded by Shields, that the plats of Jacobsen's Addition, Zubert's Elliot Avenue Addition, Wallaces' Sunnyside Acres Second Addition, Southview Addition and Richfield Plaza Addition, be tentatively approved in accordance with recommendations of the Village Engineer, with the exception of Jacobsens Addition, where the additonal requirement includes the construction of a four foot sidewalkkon Sheridan Avenue South between West 65th ail West 66th Street; and that notice be published in the official newspaper that the hearings will be held at 8:30 P.M. on Monday, March 9, 1953, in the council chambers of the Village Hall. - Carried. 23. Carnival Licenses Motion by Iverson, seconded by Walters, that the carnival licenses be issued to the Fare Department Relief Association and Minneapolis- Richfield Post 435 American Legion as requested, and that both organizations be exempt from the provisions of See+ -&on 6 of the Carnival Ordinance. Carried. 24, Bill 1953 -2( Carnival Ordinance) Bill 1953 -2 was read as amended. AN ORDINANCE PROVIDING MR THE LICENSING AND REGULATING OF I TIN ERAN T CARN VALS AND ROAD SHOWS IN THE VILLAGE OF RICHFIELD Said billbeing filed in the Glerk's office. Motion by Iverson, seconded by Walters., that this constitute the second reading of this bill. Poll of votes: Ayes -- Walters, Rose, Shields, Iverson, and Heller; Nags -- None. Carried. Notion by Iverson, seconded by Walte s, that Bill 1953 -2 be adopted; that it be published in the official newspaper, that it be spread in the Ordinance Book; and that it be made a part of theseminutes, Poll of votes: Oyes -- Walters, Rose, Shields, Iverson and Reller; Nays -- None.
