Baker, 1112 East 36th Street, to divide into two lots the eas t one-half of the south 130 feet of the northwest quarter of the northwest quarter of the northwest quarter of Section 35, township 28, Range 24, except the east 30 feet thereof, provided that Mr. Baker, brings to the Village Engineer a letter from the neighboring property owners stating that they do not ob~eet to such a division of property. Bill 1953-3 (Well Drilling Ordinance Amendment) Motion by Walters, seconded by Iverson, that Sectionsl,l~,10,15 and 16 of Bill 1953-3, Amendmentto-Well Drilling Ordinance, be amended as follows; Section 1. No person, firm, or- corporation shall engage in the business of drilling .a well or wells, within the village of Richfield, without first being licensed and bonded pmrsuant to -the terms and conditions of this ordinance. Section ~.. No person, firm, or corporation desiring to drill a well, to be used for human - consumption shall commence with such drilling or installation without first obtaining a permit therefor. The application for such permit shall set forth the location, depth, diameter, and the anticipated grater supply of the well. _ .,~. Every well casing shall be of either galvanized iron, black standa~ weight or wrought iron pipe of approved quality. Every-well casing shall be permariently:~:watei°~ tight to an impervious underground formation, if one exists, or to a depth of 50 feet, whichever is greater. Every pump and all pumping equipment shall be designed and installed in such manner as to assure a p7u11ution proof, and when necessar~r, a frost-proof installation. An air vent shall not be permitted or installed in any well. except upon. special permission from the Inspection Division. The original pump serving a well shall be installed by the person drilling the well. J Section 16. Permission shall be given to the Village, when requested, to attach a connection for fire department use for a fire pump of_ at least SH.F. on all commercial wells having a diameter of 5 inches or greater. Keller, Mayor Jana 26, 1453 Richfield, Minneso to , Dear Sir: Your request for an opinion regarding the possible effect of a sewer system i.n Richfield on the water level in domestic wells was transmitted by the city's consulting engineers. . As I understand it the proposal is to have a main trunk sewer which will be at a depth of from 18 to 30 feet averaging 20 feet. The laterals which comprise the main part of the system will be at an average depth of 12 feet. The sewer is to be so constructed that it will, as far as possible, avoid , infiltration by cementing all points. The sewers should, therefore, not seriously affect the water table as only the water used for domestic purposes will be carried out of the area and the sewers are not to be below the depth of most, if not all, of the wells. The estimated water use for Richfield is .given as 1,500,00 gallons per day or 5~.7 million gallons per year. This no doubt is a maximum estimate. The av®rrage rainfall for the Minneapolis area is about 28 inches per year.. Richfield comprises about 6b00 acres including swamps and open water. The amount of water which falls on this area per year is about 1~,851,000~000 gallons. Therefore the maximum amount of water estimated to be withdrawn is only a fraction of available water. Much of this water must rim off anyway, or the region would be flooded. I t therefore seems that the amount of water taken away by the surer would not seriously affect the water table. Certainly one would p~c~fer that the sewage not filter back into the soil, in any event. .~ ~~ , It should be clearly understaonl that if a series of dry years occur as , happened ding the period from about 1922 to 193?, then the water tide gill drop and some wells will go dry whether a sewer system is built or not. .Yours very truly, (Signed) G. Letter of American Legion Motion by Iverson, seconded by Shields, that the lecher of the Minneapolis- Richfield Post 435, American Legion, requesting permission to play Bingo, and the issuance of a carnival license be accepted and assigned Clerk's File No.C-449; that Post 435 be informed: that they will be, allowed to play Bingo, and that a carnival license will be granted them upon applicat3.on; that the effective dates of both i tams will be June 18, 19, 20 and 21, 1953.
