Februar~r 2, 1953
Pursuant to due ca1.l and notice thereof, the Council of the Village of Richfield
met in special session in, the council chambers of -the Village Hall on Monday, Febru-
ary 2, 1953, opening at 7:00 P.M. .
Members Present: Rose, Shields and Iverson
Members Late: Walters
Members Absent: Rei.l.er
The meeting was called to order by Acting Mayor Iverson, Mayor Re11er being in New
York on business.
1. Minutes Reading Postponed.
Motion by Rose, seconded by Iverson, that the minutes of the regular meeting of
January 29, 1953 be postponed until the next regular meeting. Carried.
2. Authori~ati.on of Expenditure to Obtain.Change in Bond Rating
Motion by Iverson, seconded by Rose, that the following resolution- be adopted,
that it be spread in the Resolution wok, and that it be made a part of these

Pall of Votes: Ayes--Rose, Shields and Iverson; Nays--None. Carried. This
resolution appears as Resolution No. 98 in Resolution Book No. 1.
3. Gas Rata Meeting in Crystal
Motion by Iverson, seconded by Shields, that Councilman Rose and the Village
Manager be instructed to attend a meeting of suburban officials relative to
increased natural gas rates, said meeting to be held in the Crystal Village
Ha11, 5510 West Broadway, Thursday, February 6, 1953 at 8:~ P.M. Carried.
Note: Councilman ~Talters took his chair.

Motion by Walters, seconded by Rose, that this constitute the first reading of
Bill 1953-~. Poll of Votes: Ayes- Walters, Rose, Shields and Iverson. Nays--

5. American Legion Carnival
Motion by Walters, seconded by Rose, that the Council favor the granting of the
application of the American Legion for a carnival license when such is pre••
sented~ and the Council also favors waiving the license fees if all pother con-
ditions of the Carnival Ordinance are met. Carried.

Motion by Walters, seconded by Rose, that this const3.tute the first reading
of Bill 1953-3. Poll of Votes: Ayes- Walters, Rdse, Shields and Iverson; Nays--

Acting Mayor Iverson called for any further bids to be submitted, and then
declared a recess until $:30 P.M,
Upon re-convening, Acting ~'layor Iverson opened the meeting by welcoming the
.members of the Edina Village Council who were present for the consideration
. of the bids on Sanitary Sewer Improvement No. 1. Mr. Iverson remarked as
follows:

"This is ,the day that has been looked forward to by this~Village for a long,
long time, for this is the day for the opening of bids on the first step of
the construction of a complete sewer system for Richfield.
ftA lart of work and a lot of time has bey spent. on these sewer plans by not
only the Council but by our Engineer, Attorney and Manager. In my opinion,~it
is a big day in the history of Richfield.
"On an occasion like this, it is only fitting that we give credit where credit
is due, and I should like to point out at this time that without the untiring
efforts of our Nayor, Fred C. Reller, I doubt if we would be anywhere near. the
_ advanced stage in our development of a sewer system that we are today. His ef-
forts toward this goal started before he took office in January, 1952, for prior
to that time, he took an active part as a cit3.zen in the campaign to obtain ~
adequate and sound sewer system 3n Richfield. °
!?l know that Mayor Reller would have wanted to be with us on this occasion,
but as might be expected, he is occupied elsewhere with business intended to
promote the welfare of the Village of Richfield. Today he has been in New
York in connection with the forthcoming bond issue which is necessary to fin-
ance the fir~tv~st~:ge bf. our: sewer: ~rb~~ct.
u~ commending Mayor Reller for his part in this progressive step, however, T do
not intend to minimize the honest and conscient3.ous work that has been done by
the other members of this Council, and of previous Councils, or of other public-
spirited citizens of the Village in attaining this goal.

~~Joining us in this occasion are the Tillage officials of Edina, for. once again,
oooperata.e effort among municipalities has paid off for all concerned. Tale are happy
to 3oa.n with Edina in the building of a point interceptor system which is being
accomplished at a savings of ]3terally htandreds of thousands of dollars for both
villages.
!Zn closing, I wish to state that I hope this day trill go dot~ra as one of the
great days in the history of our' Ti.llage.n
7. Sanitary Sewer Bids
The proof of publication was read by the clerk. The bids were then. opened and read
aloud by the Tillage Engineer. The tabulation of bids i.s as follows:
