Nicollet Avenue S., to convert a sc~ory and one-half single-family dwelling to a duplex be referred to the Village Engineer for preparation of a petition which Mrs. Westrnan is requested to submit to the Council at its next regular meet- ing on Monday, February 9, 1953, Carried. 8, Building Adchtion, (Woodlake Baptist Church ) Motion by Walters, seconded by Iverson, that the request of the Woodlake Baptist Church to construct an addition to an existing building be granted, that all fees be waived, and the Mayor be authorized ~ sign the approval, Carried. Telephone Rate Increase Motion by Iverson,- seconded by Walters, that .the report of the Minnesota .Railroad and Warehouse Commission relative to rate increases of the Northwestern Bell Tele- phone Company be assigned Clerk's File No. C..!l26. Carried. 10. Bids (R~bber-Tired Ro11.er). Motion by Walters, seconded by Iverson, that the Clerk be authorized to advertise for bids on the rental pur~Ylase of ~-rubber-tired roller of the type used by the village during the street oiling program of 1952. Such bids .to be receavedup to 8:Q0 P.M. on Monday, February 23, 1953, and to be-opened at 8:30 P,M. on the same date. Carried. 11. Re-zoning. Motion by Walters, seconded by Iverson_ that Bi1i 1952-22 be amended to read as follows "That Section 7, Paragraph 1, of the abovemen~tioned ordinance, No. 2.01, o~ the Village of Richfield, as amended, is hereby amended to r ead as follows: nl. The first inspection shall be requested, and an inspection made after base- ment or other foundation excavations have been made. The building inspector shall. make soil tests using a soil auger at the time of making such inspection. second inspection of the foundation shall be requested, and _an inspectdon 1/26/53 made before backfilling and capping the foundation. In the event the building inspector is not available at the time the first inspection is requested, the contractor shall. be held responsible for determining that the soil is suitable and hasproper bearing values. In all cases, the contractor shall also make soil borings to determine whether the soil has suitable bearing values, and if it is -found that the soil is composed of unsuitable material, he shall notify the building inspector of the conditions encountered, and shall not proceed with construc~_on until conditions fox proper support of foundation and footings have been established by the building inspector and such con- ° diti.ons have been met by the contractor. Incase rof doubt as to the bearing ° value of the soil, the building inspector may require the contractor to se- - cure the ses~rices of a testing laboratox~r to determine such bearing value, at ' the expense of the contractor. Bids, -(Sand Spreader) r _ __ - Motion by Iverson, seconded by Walters, that the Clerk be authorized to advertise for bids on a sand spreader for use of the Street fi~partment as recommended by the ~glneering Committee. Such bids to be received up to 8:00 P.M. on Monday February 23, 1953' and be opened at 8:30 P.M. on the same date. Carried. 16. Fire Civil Service Commission Motion by Rsller, seconded by Iverson that Philip J. Cressy, 6626 Elliot Avenue, be appointed to the Fire Civil Service Commission fora term of three years be- ginning on the first Monday of February, 1953 (February 2~ 1953) replacing Lloyd A. Labo, 681E1.~ Knox Ave. S. be appointed to the Police Civil Service Commission for a term of three years beginning on the. first IyTonday of Februarys 1953, (February 2, 1953) replacing Ray Cleveland. Councilman Rose abstained from voting because he was not acquainted with Mr. Labo. Carried. 18. Prindle for a division of property of Lot 6, Block 2, Fair~aood Park Addition, be referred to the Village Engineer for p~eparatLon of a peta.tion which Mrs. Pri.ndle is requested to submit to the Council at its next regular meeting on February 9,1953. Motion by Iverson, seconded by Walters, to grant the request of tk~e Recr®ation 'department for the closing of 68th Street intersections at Upton, 'Thomas and Sheridan Avenues at 2:30 P.M., Sunday, February 1, 1953. Ins tall Library Lights Motion by Walters, seconded by Iverson, that new .lights be installed in the library at a-cost of ~pl~62.78. Of this anount, X297.11 is to be paid from the 1952 Library Appropriation in the General Fund, and the remaining X165.67 to be-paid from the Contingency Appropriation of the General Fund. Carried. 21. Dog Catcher Contract Motian by Iverson, seconded by Walters, that the 1953 contract of the dog catcher be referred to .the Finance Committee for recommendation. Carried. 22. Water Supply at Shopping Centers The Council, without vote, instructed the Fire Chief and another person ~ be designated by the Village Manager to study the problem of supplying well con- ne.ctions at shopping centers for the use of the Fire Deparfiment in emergencies. 3?. Special I'nstrziction Motion by Walters, seconded by Shields, that these minutes show that no persons had appeared at this meeting to request the laying of water mains. Carried. 38.
