AST®URNED MEETING
VILLAGE OF RICHFIELD
December 29, 1952
Pursuant to due call and notice thereof, an adjourned meeting of the Village Council
- of the Village of Richfield was duly held at the Village Ha11, Monday, December 29,
1952, opening at 7:00 P.M.
Members present: Walters, Shields, Iverson and Reller
Members Late: Lindeberg
1. Minutes of Preva.ous Meeting

Motion by Iverson, seconded by Shields, that the minutes of the regular meeting of
December 22, 1952, be approved as corrected. Carried.
2. Special C?rder of Business
Motion by Reller, seconded by_Shields,_ that a special order of business be called
to hear from Dr. Heisler who has resigned from the position of Village Health Of-
ficer. Carried. Mayor Reller announced that the Council is not appointing authority
and this matter fell within the province of the Village Manager.

3. Am®nd Bill No. 1952-28.(Personnel Ordinance}
Motion by Iverson:, seconded by Shields, that Section 3 of Bill No. 1952-.28 be
amended to read as follows=
"C RELATIONSHIP TO OTHER VILLAGE PERSf~1NEL AND RESIDIlUGE
"Whenever possible, and with due regard for merit and fitness, the appois~t-
ing authority shall avoid the appoin•hrcent of any person when such person is
related to any elected or appointed officer or employee of the village 3-. and
shall require that the employee become and remain a resident of the village
during his period of employment, Failure by any employee to become or remain
a resident of the village within six months after expiriati.on of ttie pro-
bationary period, shall be grounds for -the discharge of such employes.
"A person shall be regarded as "related", as used in this paragraph, if
such person is a brother, sister, spouse or the lineal ancestor or cles-
cendant of the prospective employee,• or the husband or wife of such brother
sister, ancestor or d ascendant, or the first ~tisin .off the ~s~ouse ' bf •~he
first cousin of the prospective employee."

published, that it be spread ixi the Ordinance Book, and be made a part of

Motion by Walters, seconded by Shields, that the summons and complaint in the
matter of Kemp vs. Village of Richfield be referred to the. Village Attorney. Carzd.ed.

Motion by Walters, seconded by Lindeberg that the Council offers no oboe etion
to the app7.i.cation of Duane T. 1~oen, 5620 ~Oth Avenue S. for division of
property as follows: The N, 55' of the W2 of Lot 35, Bavmgartiier's lst Addita.on
present Lot Size,' 119.06 be divided into.. one 60' lot and one 59.06 lots also
that new survey be furnished to show location of house on south half of lot 35,
to determine proper division,
13.-Sanitary Sewer Test Holes
Motion bsr Iverson, seconded by Walters, that the Vi].la,ge Fm,g3.neer be authorized
to permitpropsective bidders to bore test holes to determine soil conditions
in connection with sanitary sewer construction. Persons wishing to dig such
test holes shall first furnish a suitable bond to protect the Vi7al.age from any
claims for damages by reason of such work. This work shall be done in accord-
ance w3.th the requirements of the Village Manager and Village Engineer. Carried.
11a.. Mayor Authorized to Represent Village
Motion by Iverson, seconded by Shields, that Mayor Keller be authorized to
'travel to New York at village expense in the company of Mr. T. (~. Eveneen and
the representata.ve of the Richfield School Board to negotiate a more favorable
Moody's rating than our present BA rating. Carried.
15. payroll Procedures

16. William Savanoe Christmas Tree License
Motion by Walters, seconded by Shields, that the application of William Bavanoe
for a license to sell Christmas. trees at 6617 Lyndale Avenue South be granted.

A letter from the United States Air Force regarding an inventory of personnel was
read and discussed.
Councilman Lindeberg, retiring member of the Council, expressed his appreciation
for the cooperata.on shown him by the other members of the council, the officers
'and employees of the Village. He extended his best wishes to the hold-over members
and to incoming Councilman Rose.
- Councilman. Iverson, as spokesman, thanked Mr. Lindeberg for his diligent efforts
during has tex7n on the council.
