Nf3nutes of Previous Meeting ._ --- Motion by Shields, seconded by Iverson, that the minutes of the meeting of Dec~nber 16, 1952 be approved. Carried. 2. Fi.~lancial Reports Motion by Shields, seconded by Iverson, that the financial reports for'the month of November, 1952, be accepted and filed. Carried. Clerk's File No. C-313. 3. Augsburg Park Fana]. Report Motion by Shields, seconded by Iverson, that the final report of the Augsburg Park concessions be accepted and ordered filed. Carried. Clerk's File No. C-3].1.x. 4. Li~ tore Report Motion by Iverson, seconded by Shields, that the report of the liquor store for November, 1952, be accepted and placed on file. Carried. Clerk's File Ho. C-315. Councilman Lindeberg took his chair. 5. Nursing Report Motion by Iverson, seconded by Shields, that the nursing report of November, 1952, be accepted and ordered filed. Carried. Hub Shopping Genter (Request for. Zoning) A report was presented from the Zoning Commission recommending the zoning to '~Caanmercial~~ of the following• described tract: - That part of the South 53-1/3 rods of the Southeast 1/!~ of the Northwest l/!~ of Section 27, Township 28, Range 21~, descra.~bed as follows: Commencing at a point on the North line of the above described tract distant 375.6 feet west from the northeast comer thereof; thence west along the north line of said tract. 611.l~ feet; thence south 220 feet t4: a point which is X6,2 feet west of the east line of said tract; thence east parallel with the north line of said tract 610 feet; thence north 220 feet to beginning Hennepin County, Minnesota, as petitioned for by Donald Shaned]~ing, President of the Richfield Plaza Incorporated, said petition being sub3ect to several conditions as set forth in said report. The Village ~gineer presented a verbal x9eport as to the improve.aents which had been agreed upon i:n connection• with the project. Motion by Iverson seconded by Reller, that the matter of zoning be referred, to the Village ~gineer and the Village Attorney by the Village Manager to negotiate a contract betaaeen Donald Shanedling and the Village of Richfield, including a bond guaranteeing faithful performance and covering the following points. (1}Construct storm sewer to drain area properly. (2) Construct service drive on the north end of property by deeding a 30-foot strip to the Village and constructing and surfacing a 2!~-foot roadway ~' with continuous curb and gutter from the,west line of Pillsbury Avenue to the east line of Blaisdell Avenue. (3) Provide a suitably landscaped buffer strip 20 feet in width immediately south of the servl.ce drive with picket fence on the southern edge of said °buffer-strip to give limited pedestrian access. (~.) Construct curb and gutter on Nicollet Avenue and 66th Street.- (5) Deed the right-of-way for West 65th Street from the railroad tracks: to •Nicollet Avenue. Construct and surface West 65th Street from the railroad tracks to Nicollet Avenue and construct curb and gutter. thereon. (6) Deform the neeessar~t reconstruction of 4~est 66th Street from Nicollet Avenue to Pleasant Avenue.
