1 MINUTES OF ADJOURNED MEETIDt G V.CLLAGE f}F' RICHE'IELD Pursuant to due call and no tics thereof, an adjourned meeting of the Village Council of the Village of Richfield was duly held at the Village Hall, Monday, September 15, 1952, opening at 7:00 o'clock P.M. Members present: Reller, Shields, Li.ndeberg, Walters, Iverson t~1embers absent: None l., l~nutes of j'revious 1"feting Motion by Shields, seconded by Iverson, that the minutes of the regular meet- ing of September 8, 1952, be approved as corrected. Carried. 2. Nurse's Report 1 1 Motion by Lindeberg, seconded by Shields, that the nursing report for August be received and placed o n file. Carried. ,3; Notice of Hearing to Increase Bus Rates _ Notice was received from the Railroad and Warehouse Commission announcing a hearing on a proposal to increase bus rates in Richfield, said hearing to be held on September 29, 1952, at 1:30 P.M. Motion by Shields, seconded by Iverson, that the notice be placed on file. Carried. Councilman Lindeberg agreed to represent the Council at the hearing. ~. Richfield Advisory Committee on Public Education A letter was received from Harry E. Rumpel, Superintendent of Lichfield Public Schools, announcing the formation of a Richfield Advisory Committee on Public Education, ° and requesting that a representative be appointed from the Council on such a committee. _ Motion by Reller, seconded by Iverson, that Councilman Lindeberg be appointed to this committee. Carried. 5. G. M. Orr Engineering Company A letter was received from the G. M. Orr Engineering Company suggesting the taking of soundings, the opening of certain new streets, and the raising of certain street grades in the Village. Motion by Shields, seconded by Iverson, that the engi- neer proceed with a survey of the grades and other work as req~ues-t~d. Carried. 6. Bill 1952-21 (Re-z~ oning) Bill 1952-21 pertaining to re-zoning, was presented for discussion. Char7.es E. Walsh, 7132 Elliot, and Douglas Smith, 7~.2b Elliot, objected to retaining a com- mercial area on Chicago Avenue between 71st and 72nd Streets. Mr. Burwell, owner of property in the area in question, reported plans for building a commercial building on that street. Motion by Reller, seconded by Walters, that the discussion on the bill be closed. Carried. 2 9/15/52 Motion by ?alters, seconded by Iverson, that the bill be amended to concur with the recommendations of the Zoning and Planning Commission. Mashburn Avenue S., and Ibir. Holman, 7132 Washburn Avenue S., appeared relative to street improvements. Motion b;r Iverson, seconded by Bhields, that the engineer be authorized to establish the grade at the Holman residence, 7132 Washburn Avenue, and that a hole be fi]1ed on 72nd Street bet*aeen Washburn anal Vincent. Carried. Motion by Iverson, seconded by Shields, that the engineer be requested to submit a recommendation on the grade problem on Washburn be~ieen 712 Street and 72nd St. Carried. 8. Parade, September ~7 Ralph Gilbertson, co-owner of the Lyndale Hardware Store, re_orted on plans for an Open Mouse event, including a parade at 2:30 P.M. for Saturday, September 27. Motion by Walters, seconded, by Shields, that the parade route asoutlined by l~r. Gil- bertson be approved. Carried. 9. Signs fo-r Safety--V~'.W. Commander Reno of the local V,F.W. Post, reported on plans for the Instal- lation of Safety First signs in Richfield and Bloomingtr~n on the principal thorough- fares. Motion by, Iverson, seconded by shields, approving the installat~ on of the signs subject to the approval of the engineer and police department, and waiving any license fee for such installation.
