VILLAGE OF RICHFIELD
September 8, 1952
Pursuant to due call and notice thereof, .a regular meeting of the Village
Council of the Village of Richfield was-duly held at the Village Han Monday,
September 8, 1952, opening at 1:00 P.M.
Members Present: Reller, Shields, Lindeberg, Walters, Iverson
Members Absent: None.
1. M1nutes of Previous Meeting
Motion by Iverson, seconded by Walters, that the minutes of the regular
Meeting of August 25, 1952, be approved as read. Carried.
2. Acceptance of Rem
lotion by Iverson, seconded by Shields, that the following reports be
received and placed on file:
A. Police Report for :august, 1952
B. Yinancial Report for August, 1952
C. Augsburg Park Concessions Report, August 3 to 16, 1952
D. Relief Report for August
Motion carried.
3. Sanitary Sewer Status
Earl Mosiman appeared at the meeting inquiring as to the status of plans
for fhe installation of sabitary sewers in the Village. Mayor Reller explained
the present situation stating that a report from the G. M. Orr Engineering Com-
pany was expected at an early date.
4, Mrs', Louise Shaver
Mrs. Louise Shaver appeared before the council relative to alleged ad-
ditional costs due to garage set -back. Motion by Shields, seconded by Walters,
that the matter be referred to the manager for a survey and recommendation, and
report back to the Council. Carried.
5. Special Use "permits (Used Car Lots)
Applications of Ben Jorgensen, owner, and M. B. Hoover, agent, foie two
used car lots,,one at 6501 -6505 Cedar Avenue S., and the second at 6609 -6617 Cedar
Avenue S., were considered.
Motion by Lindeberg, seconded by Walters, that the Council concur with the
recommendation of the'Zoning Commission in granting the requests, subject to the
following conditions pertaining to the lot at 6501 -6505 Cedar Avenue So., agreed

1. String lights of a reflector type only will be used.
2. Advertising pennants will not exceed three feet in length and will be
hung only abng the _street boundary of the premises.
3. Only one neon sign will be used, which will not exceed 30 square feet in
area on either:side,.end be located on the Cedar Avenue boundary line, and
no lights except said sign and night lights will be-.on during ' nonce business
hours.
4. Vehicle entrances, not exceeding two in number, will be located on the
Cedar Avenue side of the premises.
5. The grounds will be kept free of trash, weeds, brush, papers or other
refuse, and the ground surface, iMch will be covered with pea -size crushed °
rock, will be maintained in a state of good repair.
6. The building to be-used is'a frame structure, 121x201-in size, and will be
dept in a state of good repair,
Notion carried.
6. Bill 1952- 21(Zoning District Changes)
Ybtion by Walters, seconded by Iverson, that the second reading of Bill 1952 -21
pertaining to zoning district changes, be deferred until the next meeting. Carried.
7. Bids on Tires, Gasoline and Lubricants
Notion by Shields, seconded by Walters, that action on bids on tires, gesso-
line and lubricants be deferred until the next meeting. Carried.
8. Bearing on Assessments (Blacktop ping xi d goad Oiling), 1951 Improvement Program
A public hearing was "held on proposed assessments for blacktopping and road
oiling as set forth in assessments lists, Clerk's File No. 190 and 191.
Arnold Bockman, 7545 Blaisdell Avenue S., appeared in opposition to the
assessments aspro�osed.
klotion by Walters, seconded by Iversan, that the public hearing on the
above assessments be closed. Carried.
Motion by Walters,, seconded by Iverson; that action on confirming "such
assessments be deferred until a meeting on September 22, 1952, Carried.
9. Bids on_ Project No. 139
Bids were opened on Project 139 covering improvements in the area of Harriet
and Grand Avenues South and 68th and 69th Streets. The following bids'were °received:

Bill Reddick, 6809 Garfield Avenue S., appeared at the meeting in oppositnn
to the project.

ON PROJECT # 139 UNDER THE 'DIRECE ON OF THE VILLAGE ENGINEER
Roll call on motion to adopt foregoing resolution: Ayes - -5; Nays - -0. Carried.
Above resolution appears as,Resolution No. 46 in Resolution Book 1.
Motion by Walters, seconded by Iverson, that the bid bond_of _the un-
successful bidder be returned. Carried.
10. Special Use Permit (Trailer Court)
.Motion by Walters, seconded by Iverson, that the request of Curtis Greer,
8701..Lyn.dale Avenue S., for a special use permit for a trailer court be referred
to the Zoning Commission for a hearing on September 23. Carried.
11. Building Permits
A. Gasoline Station- -Notion by Iverson, seconded by Walters, that the ap-
plication of , Soens
i , 7720 Pillsbury, for a building permit for a gasoline
station at 78th & Nicollet be approved. Carried.
B. Sheet Metal Business - -Motion by Walters., seconded by Iverson, that the
application of Lindsay & Welliver Ind., for a building permit for a sheet
metal business at approximately 429 Penn Avenue S., be approved. Carried.
C. Commercial Building -- Motion by Iverson, seconded by Walters, that the
application of Jacobsen & Quist for a building permit for a one -story commercial
building at 77th & Lyndale Avenue S., be approved. Carried.
12. Eivi.sion, of Property Q lmer Henn ckson )
Motion by Walters, seconded by Iverson, that the Council offer no ob-
jection to-he request of Wilmer H. ,Henrickson for division of property to allow two
building sites in equal parts on Parcel 3900, known as 7439 -7445 Fourth Avenue S.
Notion-carried.
13. Petition for Street Grading (Third Avenue, 68th & 69th Streets)
A petition was presented requesting street grading on Third Avenue S.,
from 68th 69th S tree t.
Motion by Ualters, seconded by Iverson, that the following resolution be
adopted, that it be spread in the Resolution Book, and be made a part of these

14, Certificate for Return of Assessment Roll
Motion by Shields, seconded by Lindeberg, that the Certificate for Return
of Assessment Roll for 1952 from _ the Hennepin County Auditor be placed on file.
Carried.
15. New Plats
A. Meadow Lease Addition -- Motion by Walters, seconded by Shelds, that the
Mayor and alter be authorized" to execute a contract with the Jayeff Co., Inc.
for a new plat-known as Meadow Zane Addition. Carried.
B. Cedar - Sunrise 2nd Add! t on-- P9otion by Iverson, seconded by Shields, that
the Mayor an3 Manager be authorized to execute a contract with Land Holding Com-
pany, for a new plat known as Oo &- 49vhAse Sec6z d- Addition. `Carried.
C. St. Richard's Addition--Motion by Walters, seconded by Iversm, that the
Mayor and Gager be - authorized to execute a contract with Church of St. Richard
for a new plat known as St. Richard's Addition. Carried.

Notion to approve foregoing licenses seconded by Landeberg. Carried.
Notion by Iverson, seconded by Shields, that the application of Ben
Jorgensen for a license to operate a used car lot at 6501 -6505 Cedar Avenue S.
be approved. Carried.
18. 1952 Budget Revision
Motion by Walters, seconded by Iverson, that the following resolution be
adopted, and that it be spread in the Resolution Book, and be made a part of these
minutes:

Notion by Walters, seconded by Shields, that this constitute the first
reading of Bill 1952 -22. Poll of votes: Ayes - -5; Nays-0. Carried.
2O.-Call for bids on Curb and Gutter at Village Hall Site
Notion by Reller, seconded by Lindeberg, that the Village Clerk be authorized
to advertise for bids for concrete curb and gutter and sidewalk for Village Project
No.. 111 said bids to be opened on September 22, 1952, at 8 o'clock. Carried.
