Pursuant to due call and notice thereof, a regular meeting of the VilI age
Council of the Village of was duly held at the Village Hall Mnday,
August- 25; '1952; opening at 7:00 P.M.
Members Present: Rel.ler, Lindeberg, Shields, Walters and Iverson

1. Minutes of Previous '"Oeting:
Notion by Shields, seconded by Walters, that the minutes of the regular meet-
ing of August 11 be approved as read. Carried.
2. Revised Budg
Motion by Walters, seconded by Iverson., that the letter from the manager
conberning the revised budget for 1952 be received and placed on file: Carried.
3. Acceptance of Reports
Motion by Iverson, seconded by Walters, that the following reports be re-
ceived and placed on file:
A. Inspection Division report for July
B. Nursing District report for July
C. Augsburg ,-Park Concessions report for July 20 to August ,2
D. Liquor Store Financial Report for July
Motion carried.
4. Health Report
Notion by Shields, seconded by Lindeberg that the State Department of
Health Survey of eating and drinking establishments ih Richfield be received and
placed on file. Carried.
5. Bill 1952 -20 (Garage Side Lines)

Motion by Walters, seconded by Lindeberg, that this constitute the second
reading of this bill. Poll of votes: Ayes - -5; Nays --0. Carried.
Motion by Walters, seconded by Shields, that Bill 195e.-20 be adopted and
published as an amendment to Ordinance No. 2.03, that it be spread in the Ordi-
nance Book and made a part of these minutes. Poll of Votes: Ayes --5; Nays --0.

6. Budget Revision
kbtion by Shields, seconded by Walters, that action on a resolution
providing for revision of the 1952 budget be deferred. 'Carried,
7. Special Use Permit (No
Motion by Iverson, seconded by Shields, that the application of L. L. New-
house for a special use permit for a motel at 708 E. 78th Street be approved, sub-
ject to the deeding of 30 feet for street purposes along Chicago Avenue, said
application having previously been approved by the Zoning Commission. Carried.
8. Bill 1952 -21 (Rezoning)
Motion by Iverson, seconded by Walters, that the Council concur in the reco m-
mendation of the Zoning Commission in making all of Parcel 4200 commercial as re-
quested by E. B. Byrd. Carried. e
Motion by Iverson, seconded by Shields, that the Council concur in the recom-
mendation of the Zoning Commission in reverting all of Chicago, Elliot and Colum-
bus Avenues to residential from 1?5 feet north of the center line of-77th to 250 feet
south of the center line of 66th and from 250 feet north of the center line of 66th
to the north village limits,

Motion by Iverson, seconded by Walters, that this constitute the first

9. Special Use Permit (Used. Car Lots)
Potion by Rel.ler, seconded by Iverson, that action on granting a special
use permit for a used car lot at 6501 -05 Cedar, and a branch at 6609 -17 Cedar,
requested by-Ben Jorgensen, and M. P. Hoover, Agent, be deferred, and that the
manager consult with Mr. Jorgensen relative to restrictions which mould be in
effect if such a permit were granted. Carried.

10. wilding Permits °
Notion by Walters, seconded by Shields that the mayor be authorized to
sign .a building permit card for a gasoline service station on 66th Street, east
of the M.N. & S. Railroad tracks, requested by Farnsworth- Cleary Construction
Company. Carried. °
Notion by Iverson, seconded by Lin.deberg, that the mayor be authorized
to sign building permit cards for the folloyringt gasoline stations to be constructed
by the Conoco Company: °
1. Northwest corner of East 66th Street and Portland Avenue South
2. Northwest comer of West 772 Street and Lyndale Avenue South
3. Northeast corner of West 67th Street and Penn Avenue South

Motion by Walters, seconded by Shields, that the mayor be authorized to
issue a building permit card for an addition to the restaurant, for a kitchen,
at Lynwood Cafe, 6529 Lyndale Avenue South.. Carried.

Motion by Walters, that the following applications for licenses be approved:

Motion to approve foregoing licenses seconded by Lindeberg. Carried,
Archie Erickson, 9820 Aldrich Avenue S., appeared before the Council
announcing that he wished to withdraw his application for a taxi cab license.

Motion by Lindeberg, seconded by Shields, that the following resolution
be adopted, that it be spread in the Resolution Book, and be made a part of
these minutes: -

Motion by Walters, seconded by Shields.,-that all bids be rejected,
that the clerk be authorized to return the certified checks, and that the mana-
ger be authorized to re- advertise for bids. Carried.
14. Bids on Gasoline, O.19 Lubricants and Tires
Pursuant to advertisement therefor, the following bids were opened on
gasoline, oil, lubricants and tires:

Motion by Lindeberg, seconded by Iverson, that the bids be referred
to the engineer for tabulation, and a report back to the council at the Sep-
tember meeting. Carried.
15. 'pillage Hall Change Order
Fbtion by Walters, . seconded by Iverson, that Change Order No. 1836
pertaining to counter railing and shelving in the new Village Hall addition
be approved. Carried.
16. Grading of 70 th, - Penn to Thomas
A petition was presented requesting the re- grading and re- locating of
-West 70th Street between Penn Avenue South and Thomas Avenue South.
Motion by Walters, seconded by Lindeberg that the petition be referred
to the engineer and manager to investigate the following facts:
1. Should the project requested have been originally included in Storm
Sewer District C or C -2,
2. Are there any unexpended funds in Storm Sewer District C or C -2 pro-
jects.
3. Check with the attorney if another hearing is necessary.
4. Determine the square feet involved in obtaining an additional 30 feet
of right-of _way, R _
5. Determine if the work may have been considered in the new project and
if contemplated and authorized in the new project.
6. Determine how much of the improvement can be done immediately.
Notion carried.

17. Special Assessments (Storm Sewer F)
A proposed assessment roll for benefits through the construction of Storm
-Sewer 'District F was presented.

'Notion by Iverson, seconded by Lindeberg, that a public hearing on the assess.
ment for benefits" in Storm Sewer District F be held on Monday, October 6, 1952,
at 7:00 P.M, and that the clerk be and hereby is directed to publish notice of said
hearing according to law. Carried.

Notion -by Walters, 7seconded by Lindeberg ;that in order to achieve the utmost
expediency, the manager, mayor and clerk be authorized to contract for outside help
on Storm Sewer C -3 and related area. Carried.
19. Village Hall Change Orders
Notion by Shields, seconded by Lindeberg, that Change Orden No. 1837 on the
Village Hall Addition, providing for a concrete floor in the basement, be approved.

Change U'rder No. 1839, providing for a new concrete step, be approved in the amount
of $25.00 Carried.
Notion by Lindeberg, seconded by Shields, that the previous action approving
Village Hall Change Order ho. 1837 be rescinded. Carried.
Notion by Walters, seconded by Lindeberg, that the manager be instructed to
obtain bids on the remaining work to be done in connection with the Village Hall
Addition.. Carried. _
20. Equalization of Assessments
Motion by Reller, seconded by Iverson, that the following resolution be
adopted, that it be spread in the Resolution Book, and be made a part of these
minutes;

Notion by Reller, seconded by Lindeberg, that the following be appointed to
a committee to carry out the above policy relative to the assessed valuation for
Richfield= Walters, Shields, the manager, the attorney and the assessor. Carried.
21. E dins- Richfield Sanitary Sewer
Mayor Reller appointed the following committee to meet with a committee
from the Village of Edina relative to working out details of a joint sanitary
sewer tmu* line: Reller, LeFevere and Mr. Mayerson of G. N. Orr Company.
Motion by Reller, seconded by Iverson, that the appointments be confirmed.
