Village of Richfield
June 17, 1952
Pursuant to due call and notice thereof, an adjourned meeting of the
Village Council of the Village of Richfield, Minnesota, was duly held at the
Villa ge Hall, Tuesday, June 17, 1952, opening at 7:10 P.M.

1, ICNA Convention
Moved by Lindeberg, seconded by Shields, that the Village Manager be au-
thorized to attend the annual convention of the International City Managers
Association at Kansas City, September 28,1952 to Gctober 2, 1952, with expenses
allowed not exceeding Hi100.00. Carried.
2. Wexler Efficiency Apartments
Moved by Reller, seconded by Lindeberg, that the applications for Special
Use Permits to authorize the construction of one 4 -unit and one 24 -unit Efficie07
Apartment applied for by Arthur Wexler, be denied. 'Motion carried.

Moved by Shields, seconded by Reller, that Bill 1952 -12 be adopted and
published as Ordinance No. 3.28 according to law. Poll of Votes: Ayes -5,-
Nays -0, Carried.
4. Complaint on S tree t Grade
Fred Andersen, 6642 Park Avenue, and Allen Stromberg, 6645 Park Avenue,
appeared before the Council complaining that there had been a gradual rise in
grade at the above locations due to washing in of sand, and asked that the proper
grade be re-established.
Moved by Walters, seconded by Shields, that the matter be referred
to the Manager, with a report back to the Council. Carried.

5. Special Use Permit (Richfield Assemtly.of God Church)
Moved by Reller, seconded by Lindeberg, that the application for a
special use permit to build and maintain a church on the southeast corner of
76th Street.and Nicollet Avenue be approved subject to the conditions set forth
by the Zoning Commission in its letter dated June 17, and filed with the
Clerk. These conditions are:
1. That parking space be provi ded for one (1) car for each five units
of seating capacity in the main auditorium.
2. Set -back shall be 35 feet from the property line along Nicollet
Avenue and 20 feel from the property line along 76th Street.
Motion carried..
6. Richfield Bus Service
L. Ziebarth, operator of the bus company serving Richfield, discussed
the matter of improving bus service offered to residents with the Council. No
ac lion was taken.
7. Kennel' Licenses
(a) Moved by Shields, seconded by Iverson that the application of
Dr. G. G. Hartle for a kennel license at 6340 Lyndale Avenue South be denied,
Carried.
(b) Moved by Walters, seconded by Shields, that the application of
Charles Adams for a kennel license north of his resent location at 63410
Lyndale Avenue South be referred to the Zoning Commission, with a hearing to
be held July 2, 1952, at 9:00 P.M. Carried.
(c) Moved by Iverson, seconded by Shields, that the attorney be in-
structed to draw an amendment to the kennel license ardi -hande redi.%cin.g the fee
to 650.00 per year, providing for an unlimi-Led number °of dogs, and requiring
a report to be made monthly on the highest number of dogs housed each month.
Carried.
8. Ybsqui to Abatement
B. Madany and J Sukker, 4137 Upton Avenue South, outlined A proposal
for providing mosquito control through spraying in a limited area under private
contract arrangements. They were advised that the Village could not partici-
pate, but an area of operation was suggested from Nicollet to Penn, and between
66th and ?3rd, to be solicited by newspaper publicity. Upon suggestion of the
Council, they quoted a price of 4900.00 for approximately 50 acres of village
park property.
9. Asphalt Tank Location
PloVed by Reller, seconded by Walters, that the village's asphalt 'storage
tank be located on the Village Hall property. Carried.

Mayor Reller withdrew his previous motion to reconsider the above ordi-
nance.
Moved by Iverson, seconded by Walters, that Ordinance No. 3.221 Repealing
Ordinance No. 3.22, of June 28, 1948, be adopted and published according to law.
Roll Call: Ayes -5; Nays -o. Carried.
12. Acceptance of Plats
Moved by Iverson, seconded by Reller, that the plats of Wallace's 6th,
7th and 8th Additions be accepted, subject to village ordinances, conditions of
the contract, and modifications in accordance with the Engineer's recommendations.
Carried.
13. Acceptance of Plats
Moved by Reller, seconded by Lindeberg, that the plats for Blair's Wood -
dale 6th & 7th Additions be ap ))roved subject to the filing of the proper bond.
Carried.

15. Special Use Permit (Assumption Parish Convent)
Moved by Iverson, seconded by Lindeberg, that the application of the
Assumption Parish Convent for a special use permit at 78th & 3rd Avenue be re-
ferred to the Zoning Commission for hearing on July 2. Motion carried.
16.-Grading of Blaisdell Avenue South,
A petition presented for the grading of Blaisdell Avenue South, 64th
Street to the south,line of Nicollet Homes, 2nd Addition was referred to the
Engineer for recommendation.
17. Zoning Commission Appointment
Motion by Shields, seconded bg Iverson, that George Sederquist be ap-
pointed the seventh member of the Zoning and Planning Commission with term
expiring December 31, 1954. Carried.
18. Zoning Hearing -- Chicago Avenue
A request was received from the Zoning and Planning Commission to
re -zone from commercial to residential. the following area: Bettfeen Elliot-and
Columbus Avenues from 100 feet north of. 77th Street to 175 feet south of 66th
Street and from 175 feet north of 66th Street to the center line of 62nd'Street.
Moved by Reller, seconded by Iverson that a public hearing on the above
request be held before the Zoning and Planning Commission on July 2. Carried.
19. Well Drillers License
Moved by Reller, seconded by Iverson that the application of Elmer M.
Cxnion, of Nbund, for a well driller's license, be approved. Carried.
20.. Division of Propertg
• A request was presented for division of Parcel 161t,6 by the separation
c,, of 222 feet along the entire west side and joining it to Parcel 1642, said
parcels being located at 66th Street & Humboldt Aver_ue.
Moved by Iverson, seconded by Walters, that there is no objection to
the division. Carried.
