Provided, however,' that this cost shall not exceed, in any one year, thirty-seven cents per capita "on the basis of the official 1950 Federal. census. The motion for adoption of. the resolution was seconded by Trustee Walters and upon poll of votes, all members voted in favor thereof, and said resolution was declared duly passed and adopted, 10. Motion Appointing Members to Zon:i.ng Commission RF~OLIITTON _~ S it appears that the terms of members of the Zoning and Planning Commission are in doubt, and the ability or willingness of cer- tain of its members to serve on said Commission, or remain as residents of the. Village is also in doubt, and that a number of said members have, at Council request, submitted their resignations, and WIiERE@iS, this Council. desires to have the organization and member- ship of said Commission clarified as soon as possible. NOW THFREF`ORE, be it resolved by the Village Council of the Village of Richfield as follows: 1, That the presently constituted zoning and planning commission of tk~e - Village of Richfield be and hereby is dissolved and the terms of all present members of said commission, are hereby terminated. 2. That a new Zoning Commission be and hereby is created.. 3, That said Commission shall consist of seven members. 4, That ~e terms of ta~ao members of said new Commission shall expire on December 31, 1952; Tiro on December 31, 1953, and three on December 31; 195.. ,~. That said new Commission shall at its first. meeting held hereafter, elect a Chairman and a Secretary for the balance of the calendar year of 1952; anal that thereafter, it shall elect a Chairman and Secretary annually at its first meeting of each calendar year. 6. That the compensation of the Chairman and Secretary of said Commission shall be X10.00 per month for each, and that the compensation for every other member of the Commission shall be X5.00 per month. 7. That said Commission sha]1, immediately after its organization, be authorized and. empowered to d ischarge all of the duties of the said Zoning and ~1lanning Commission as provided by the Village .ordinance. 8. '_~a.t five members of said Commission shall constitute a quorum. 5/12/52 Trustee Iverson seconded the motion for the adoption of the foregoing reso- lution. Upon roll call, all members of the Council voted in favor thereof. WHEREUPON, said Resolution was declared passed and adopted. Trustee Walters moved that the following .appointanents: to the New Zoning and Planrm.ng Commission be made: J. E. Cummings and Harry Nehls, whose terms are to ~. expire December 31, 1952; Max Oftedaa:l and Donald Neslund, whose terms shall expire December 31, 1953; and Robert Platt, whose term shal]. expire December 31, 1954• Mayor Reller seconded the motion. Carried. 5 It was moved by Trustee Walters, seconded by Trustee Shields, that the remain- ing appoinixnents be made on Monday, 19, 1952, a£te-r--son~ulta#a.on with the newly appointed members of the Zoning and Planning Commission. Carried. 11. Request for Special Use Permits (1) Arthur Wexler, 1717 E. 66th Street, requested a special use permit. to con- staeuct a one-story building containing four efficiency apartments to be located on Lot 2, Block 4, Wexler's Addition, and an apartanent building con- taining t6renty-four efficiency apartments to be located on Lots 3 and 14, Block 4, Wexler' s Addition. It was moved by 2verson that this request be referred to -the Zoning Commission for a public hearir_g on May 26, 1952, at the Village Hall at 8:00 P.M.~ and that the Village Clerk give notice of said hearing by publication in the official news- paper, 8a~ notice to also ir_c1~.de the following requests which were presented to tYze Zoning Commission at previous meetings: (2) To operate a used car lot at the following described location: -- SW~W2 Sec. 33, ~. 28, Range 24 -1].1.8 feet East of Penn, 342.7 N. 163.92 - 343.0 S thence W. 164' to point of beginning. (3) For the constana.etion of a church building to be located at: Sz of Sec. 35, T.28, R. 24- approximately 5 acres bet~reen Chicago and E11iot Avenue and between 68th and 69th Stxeets. ' The motion was seconded by Shields and carried. 12. Request for Abatement of Special Assessments Mrs. Louise Shaver, 6300 Logan Avenue South, requested abatement and refund of special assessments for StArm Sewer "0" and Blacktopping. The Council informally advised Mrs. Shaver as to how she sho~?ld proceed to obtain a refund of assessments and abatement of future assessments. 13. Requests for D-3.vision of Property (1~. Mr. Wm. F. George requested permission to divide property be ikreen b8 th and 69th Street on Columbus Avenue S., and property betr~re~n 68th and 69th Streets on Chicago Avenue South into the following lots: On Columbus Avenue -Three (3) 60' lots and one (1) 51.29' lot On Chicago Avenue -Two (2)60' lots 5/12/52 (~) Stanley H. Moberg req_ested permission to di~ride the -North ll~b' of I~ts,3 and !~, Sabin Lake Harriet Garden Dots. (3) R. M, Blaese requested permission to divide Lot 10, Block ~., Fair'wood Park, into -brio (2) lots of 60~ each, fronting on Newton Avenue. Moved by Walters, seconded by Iverson that the Council offer no objection to making the aforegoing divisions of property as requested by the owners. Carried. 1.l~. Swings at Augsburg Park 'The Mayor read a letter from .Patrolmen Roman and Poulter regarding the erecta.on of svin.gs at Augsburg Park in memory of Fred Babcock, who was killed in lane of duty, June ~., 1949. Moved by Iverson, seconded by Shields that the let-~r be spma.d on the minutes t and that the Mayor write a letter of apprecia•ta.on to the Police Activities Committee. Caraa.ed. - Copy of above~nenti.oned letter follows "Village Council Richfield Village Hall April 28, 1952 Dear Sirs: Several years ago, the Richfield Police Department formed a Police Youth Ac= tivities Commuttee composed of Department members. The purpose of this committee was' to raise some money through the sponsoring of boxing matches at Woodlake School. This money was to be used at a later date for some recreation equipment for the chil- dren. We felt the need had presented itself at Augsburg Park where there -is no play- ground equipment of any kind. We have contacted Burton Storm, Director of Recreata.on, and received his approval for the installation of swings there. ' The swings are now instal7.ed and the a3epartmentanembers would like at this tune to present these swings to the Village of Richfield, hoping that they :,rill provide enjoyment for the children for many yeai°s.
