The minutes of the regular meeting held March 31, 1952 were read and corrected. Moved by Walters, seconded by~Lindeberg that"said minutes as corrected be approved.. Financial Reports for 1~1a,rch, J No action taken. 4._Re-valuation of Real Estate ` The Manager read a letter from the Assessor requesting a meeting with the \ Council for the purpose of reviewing the assessor`s progosed~revaluation of resi- '~ dential and commercial property in .the Village.-The Council informally agreed to hold this meeting in the assessor's office on April 22, 1952 at x:00 P,M. 1~/14/~2 5. Ball Park°Sites Moved by .Reller, seconded by Shields that a consideration of this matter ° be tabled until Mr. Bert Storm, Village Recreation .rector, submit a report on recommendations. Carried. 6. Sub-Division Regulations 7~.e Council informally agreed to meet on the first Monday in May, at which time this matter would be discussed along with other proposed Ordinances. 7. Cab Rates The Planager read the following letter from Mr. E. W. County Nursing Service NNyoved by Iverson, seconded by , Rellar, t}lat. tb.e Village Clerk write a letter to the Rural Hennepin County Nursing ?district and request a report of-their activities, and as to who to call for aid, and who is entitled to aid. Carried. 10. Protest against Used Car Lot at 70th Street &Nicollet. Avenue '.~he•.Manager read a letter from Mr. Donald L. Imme protesting the issuance of a~~special use permit for a used car lot at 70th Street and Nicollet Avenue. No action taken. 1. Request for a Special Use Permit to Operate a Used Car Lot at 70th Street &Nicollet Avenue ' Moved by Iverson; seconded by Lindeberg that the request be granted, pro- vided the stipulations contained in the permit include the recommendations of a Com- mittee composed of the petitioner and his representative, two representatives of .the interested citizens, and Councilman Iverson. Establishment of No Parking Zones Moved by Walters, seconded by Reller that the Ville.ge Ma~aager request the - Chief of Police to furnish the attorney with his recommendations for "No Parking" zones. Carried. 13. Gontract for Bituminous via.terials A proposed contract between the Village of Richfield and the Northwestern. Refining Company was presented to the Council for approval. Said contract provided for the purchase ~ of bituminous materials in accordance witd~. bids received on March 31, 1952, and accepted ~n Ap~+il 7, 1952. . Trustee Walters moved that a copy of this contract be given Clerk's rile No. 118, and diet the Mayor and Manager be authorized and directed to execute said contract®on beha7.f of the Village as soon as the contract bidder has provided a public contractor's bond approved bar the Village Treasurer and Village Att?rney for X26,874.00 in accordance with Minnesota Statute, Chapter 574. Trustee Iverson seconded the motion and upon roll: call, the following members voted in favor thereof: Reller, Iverson, Lindeberg, Shields and Walters. 9'here being no votes against the motion, it was declared carried anal adopted. ].la.. Carried. 15. S tx'ee t Improvements 'T'rustee Walters introduced the following Resolution and moved-its adoption: RESOLUTION . RESOLUTION DIRECZING THE PREPARATION OF P_R~LIMCNARY PLANS AA1D COST ES TI1~@iT~ ON VILLAGE WIDE STREET II~IPROVEI~IlTT ` P BE IT RESOLVED by the Village Council of the Village of Richfield as follows: 1. That it is hereby determined to be necessary and expedient to the public convenience and, general welfare that the following improvement be undertaken; A generr al program of street surfacing of all Village-owned streets, consisting of oiling and bituminous stabilized sub-grade and seal coati.n.g. 2. That. the Village Engineer~'be and'is hereby autlzori~ed and directed to pre-. pare preli~inary plans and estimates of cost for such improvement, and -that such plans and cost estimates be submitted to this Gouncil by the Village Engineer at .his earliest convenience. Street ~ight~.ng Policy The- Council informally instructed the Vi ll.age Manager to continue the present policy, subject to the appropriation allotted in the budget. i 17. ~m~rovement of 62nd Street (a) The Village Engineer stated that the Minn-~apolis Engineering Department has requested that the Village cooperate in the opening of uJest b2i~d Street from ' Penn Avenue to Xerxes Avenue, and from Nicollet Avenue to Portland Avenue. Moved by Walters, seconded by Shields, that the Villa ge Attorney be instruc- ted to contact the owners of property on the South half of 62nd Street from Penn Avenue to Xerxes Avenue for the purpose of obtaining deeds 'to said property. ' Carried. ' (b.) The Village ~n.gineer also stated that the City of IKinneapolis would like to work out an agreement for maintaining 62nd Street from Pillsbury to Nicollet, Loved by Walters, seconded by Shields that the Village ''~n.gineer contact the City of Minneapolis for the purpose .of working out a plan whereby this section of . 62nd Sheet would be maintained by ivTi.ntzeapolis anc~ Richfield on alternate years. Carried. 18. Application-for Relief A letter was submitted by the Relief Administrator reco,-nmending that a xequest for relief be denied. This letter was. given Clerk's- File ~To. 52-R_2 ~n.d is j on file in the Clerk's office. The Relief Administrator also recommended that the `'__ _ Council direct the appli.cant's family to assume the responsibility. b Moved by Walters, seconded by Shields that the Clerk answer said letter in accordance Frith recommendations of the Relief Administrator. Policy on Purchasing Moved b~~ Zindeberg, seconded by Iverson that purchases of the following com- modities be made on a competitive-bid basis: Petroleum products, tires, fire ser~ce, combined fire and fire service, bituminous materials, and any other 3t~m or items which are used by the Village, and on which savings coTald be made by ' purchasing on a competitive-bid basis. Cab Call Sox The Richfield Cab Company requested a. permit to inst«~_1 a post for a call box to be located on the Southeast corner of b2nd Street and ~icollet Avenue, said post :to_ be four feet east of the i`Iicollet Avea~ue curb, and twelve feet South of the 62nd Street curb. Prokop, 6b21 Knox Avenue South, requested permission to build a home with a garage attached at 2017 West 67th Street, the proposed garage ~to be set back twenty-five feet from Lot I;ine instead of thirty% feet as required by ordiizaazce. 4/~-4/52 . ,~ Moved by Iverson, seconded by Shields that the Building Inspector be author- ized to issue a building permit for said home and garage, prpvided N1r. Prokop ob- tain astatement signed by all owners of property .in the block; stating that they do not object to this garage being only 25 feet from the Lot Line.
