M. ' Members present: Reller, Iverson, Lindeberg, Shields and Walters. Members absent None The Mayor announced that the first order of business would be items on the agenda., 1. Application for Licenses and Permits (a) Woodlake ~anitar~T Service Inc. $611 Knox Avenue South Garbage Hauling (]~ trucks) Moved by.Lindeberg, seconded by Shields that the above•application be approved. Carried. (b) C. H. Brace o Request for permit to construct 6309 Irving Avenue South a commercial building at 63rd Street & Penn Avenue South Moved by Iverson, seconded by Shields that the Mayor be authorized to issue a building permit card for construction of said building subject to the builders s fu11 compliance with the requirements of the Building Ordinance. Carried. 2, Plat -Cedar-Sunrise Addition Moved by Walters, seconded by Lindeberg that the plat of Cedar-Sunrise Addi- tion be approved subject to the platter's full compliance .with the Platting Ordinance and the regular requirements as set forth by the Village Engineer. Proposed co~.tracts by -the Village of Richfield and Liebenberg & Kaplan, trere pre- sented to this Council for approval, said contracts providing for donstruction of the Village hall Addition in accodance with bids received and accepted l~larch 31, ~1952.~ Trustee ~rlalters moved that copies of these contracts be given Clerk's file Nos. 17~., 115, 116 and 117; and that tie I~~ayor and i~ianager be autd~.orized and directed to execute said contracts on behalf of the Village as soon as tie contract bidders have provided Contractors Corporate Surety Performance3onds ap~roved~by -the Vil- lage Treasurer and Village Attorney, for the full amount of 'ihe~contract sum in each case, in accordance with i~~i~nesota Statutes, Chapter 571,.. Trustee Shields seconded 'she motion and upon roll call, the following members voted in favor thereof: Reller, Iverson, Lirideberg; Shields and Walters. There being no votes against said motion, it was declared caxried and adopted. 13. Carried. ° 14. Water Levels of Village Laltes lioved by Iverson, seconded by Reller that the Vill~.ge Engineer write a letter to 1°lr. Sidney Frellson, Direc~ior of -the s~ivision of Waters, State depart- ment of Co~~servation, requesting the establishment of the natural high wa~tex~ levels for the lalfes in the Village. Planning Consultant - 1~AVed by Walters, seconded by Re71er that the Village Attorney draw a con- tract for a planning consultant service based on recommendations of the Village Zoning and Pl_a~3,ng Commission. Stabilization os" Street Sub-Grades I'`~ved by Reller, seconded by Iverson, that the Village Engineer be authorized to negotiate contracts b etween sub-division developers anti the Village for the improvement of streets in the various sub-divisions by stabilizing sub-grades to a depth~of two inches with bituminous materials, said stabilization to be done by the developers.
