The Clerk reported that one bid fo-r :Liquid Asphalt from the Northwestern Re- fining Company arrived after 8:00 P.NI. It was moved by Walters, seconded by Shields that the requirement, "Bids shall be received until 8:00 P.i~I. ", be waived and that this bid be considered toge'iher with the others. Carried. 2. Bids on Village Hall Addition. The bids for construction of the Addition -to the Village Hall were read by the Clerk. Moved by Walters, seconded by Iverson that the reading of all bids for the Village Hall Addition be closed. Carried. Bids on Liquid Asphalt The bids for Li~~uid Asphalt were read by the Engineer. Resignation. of LeRoy F. Harlow as village Manager ' . Gentlemen: _ r On July l6, 1951, I submitted to the Council "An Administrative and Person nel Survey of the Richfield Municipal Governinent" which contained numerous Y~ecom- mendations for improvement in organization and operations of the municipal .government. The survey had been carried on while I served as Acting Village .. Manager. c Ire orted tHat we had received the Public Examiners At the same meeting, p audit report for the years 19.7 through 195©, on which the proposed finance , survey, which I was to make, would be based. At that time,. the Village Council saw fit to employ me on a full-ta.me basis as. Village Manager. It was agreed that I would take action to a.mplement the recommendations contained in the report, and to complete the finance survey as .r t~.me permitted. ~. ,,.. ~ can report, now, that the major"recormnendations are naw in effect, and° that qualified people, are in key positions. Furthermore, we'have instituted each of the improvements recommended by the International City Managers' Associ••, ration for new manager cities. Richfield now has the basic organization and systems on which the municipal government can build an effective administration. ' F o It has been a real pleasure to be associated with the Richfield municipal government during these first months under the council-manager plan. I have par- ticularly appreciated the fine cooperation of the Village employees, many of whom have had to adapt to drastic changes under very difficult circumstances of. crowded conditions, back-log of work and pressure. , I-shall continue to be interested in governmental affairs in Richfield, and whether I am located in this area, or elsewhere, T shall be glad to be .of•wl:atever assistance possible to my successor and to the Council. , Signed: LeRoy F.
