y~' Pursuant to due call and notice thereof, an adjourned meeting of the Village
Council of the Village of Richfield, Minnesota, was duly held at the Village Hall
° in said Village on Monda~r, March 17, 1952 at 7:00 o'clock P.M.
Members present: Keller, Walters, Iverson, Lindeberg and Shields
Members absent: None .

The Mayor announced that the next order of. business was a resumption of the .hearing on
~`' the revised assessment roll for Street Improvement District ~1-,' which hearing had
been adjourned from the meeting of March 10, 1952. The Clerk reported that no
written objections to the. revised assessment had been filed. Trustee Walters made _
a coirmiittee report relative 1-,o the revised assessment.

The Mayor then asked if there were any persons who cared to present oral or
written objections tp the revised assessment for Street Improvement District 1-A.
- There being no object~.ons, Trustee Iverson introduced the following resolution and
moved its adoption:

3e it resolved by the Village Council of the Village of Richfield, P~ennepin County,
T~Linrzeso to as follows
1. That the Village_ Council has, with the assistance of the engineers, heretofore
selected by this council for such puz°pose, calculated the proper amounts to be specially
affixed for the construction of Street Improvement 17istrict 1-~ of this Village against
every assessable lot, piece or parcel of land in accordace with lawt_-and the proposed
assessment known as a -revised assessment roll for Street Improvement Listrict 1 A was
filed with the Village Clerk more than thirty days prior -to the assessment hearing and
was open to public inspection at all times during such period.
2. That notice has been duly prepared and a public hearing heretofore duly held
as required by law.
3. 7~.at an op~ortazrzi.ty has been given to all interested persons to present t_1-zeir
objections, if any, to such, proposed assessment as revised, or to any item thereof, at
said public hearing.
~.. That the Village Council has found and determined and hereby declares tJ;zat each
and every lot, piece or parcel of land abutting on the streets that were improved by
reason of the cons'irzzction of Street Improvement No. 1-A, has been and is specially
benefited in the ai~zount set opposi•le each -such lot, piece or parcel of land in the pro-
posed revised assessment roll..
~. That the proposed revised assessment is affirmed, adopted and cozti°.irmed and the
sums fixed and named in said proposed revised assessment for each of said lots, pieces
or parcels of land respec•tivel~y and said amount so set out is hereby levied against
each of the respective lots; pieces or parcels of land -therein described.
6.~ Said assessment so affirmed, adopted and confirmed shall be certified to by
the Village Clerk and shall: be filed in his office and shall thereupon be and consti-
tute the special assessment for Street Improvement No. 1-A.
7. That the amounts assessed against each lot, piece or~ parcel of land sI•zall bear
interest front the date hereof until the same have been paid at the rate of five percent
(5J) per annum.

3, Taxicab Rates
NIr. Peterson of the Richfield Cab Company appeared to represent the interests of
his company. It was suggested by Mayor Keller that cab rates be posted with the Coun-
cil and in cabs so that all would be familiar with rates. After this had been done,
further action would- be -taken orz the matter,
The Mayor announced that. the meeting would now recess in order that the Zoning Com-
mission could hold a public hearing on requests for Special Use Permits.

(a) Request for a permit to operate a Used Car Lot and Sod Stand at 70th .Street
' ".` ~:nd Ni.collet Avenue.

The Zoning Commission recommended that the request be granted subject to the
following stipulations:
.(1) That the use to be restricted to the operation of -a used car lot and
. - spd stands and '

-~ (2) That the use be restricted to the area that is zoned Commercial.
- Moved by Walters, seconded by Shields that the recommendation-of. th.e Zoning Com-
mission not be followed, and the permit be denied, -

(b) Request. for a permit to operate a Used Car Lot at 2100 West 78th Street.
The Zoning Commission recommended that this request be granted;•-.
'` ~ (c) Request for a permit to operate a Used Car Lot at 6t~01 Lyndale venue South. ,
- The honing Commission recommended that this request be denied on the-basis that
petitioner was not present to furnish additional-information,
Moved by Walters, seconded by Shields that the Zoning Commission's recom~ien-, -
