Pursuant to due call and notice thereof a regular. meeting of the Village
Council of the-Village of Richfield, Minnesota., was duly held at'the Village Hall
in said Village on Monday., March 10., 1952, at 7:00 o'clock P.M.
Members present: Reller, 3 Walters., Iverson, Lindeberg and Shields
Members absent: None
The minutes of the regular meeting held on February 25, 1952 were read and
..corrected.
Moved by Iverson, seconded by Shields that said minutes as corrected be ap-
prove d and authorized for publication. Carried.
The minutes of the adjourned meeting held on March 3,, 1952'were read and cor-
rected.
Moved by Walters, seconded by Iverson that said minutes as corrected be ap-
proved. Carried.
The minutes of the adjourned meeting held March 5, 1952 were read and cor-
xected.
Moved by Walters., seconded by Shields that said minutes as corrected be ap-
proved. Carried.
1. The Mayor announced that this was the time set for a public hearing on the re-
vised assessment for Street Improvement District.1-A.
The clerk presented an affidavit showing publication of notice of assessment
hearing on the revised assessment for Street Improvement District 1,A, in the
official newspaper on February 7, 1952, which affidavit was examined and found
satisfactory. and ordered placed on file.
The Mayor announced that the meeting was open for the consideration of ob-
jections to the revised assessment for.Street Improvement District 1-A,, of the
Village of Richfield.
The clerk reported that no written revision had been filed. The Mayor then
asked if any person cared to present oral or written objections to the. assessment.
Thiere being none., it was moved by Trustee Iverson and seconded;.---. by Trustee Walters
that the hearing on the said revised Assessment roll be adjourned to March 17,1952
at 7130 P.M.., at the Village Hall.
Upon roll call all members of the Council voted in favor thereof, whereupon
motion was declared carried.

5. Gasoline Pump License Fees Paid Under Protest
(a) Moved by Reller, seconded by Walters that the full amount of all such fees
paid during the year 1951 be refunded. Carried.
(b) Moved by Walters, seconded by Iverson that the Village Clerk be author-
ized and directed to give notice by publication that claims of those persons al-
leging to have paid, under protest, during the years 1948, 1949 and 1950, license
fees to operate gasoline pumps in the Village of Richfield, may, until June 15,
1952; make claim for a refund of such fees, in the amount of the difference be-
tween the fees in effect in 1947 and those which went into effect in 1948. All
claims to be verified and accompanied by substantiating evidence, and-subject to
approval of the Village Council. Carried.
6. Village Hall Addition - Plans and Specifications
(a) 1byed by Walters, seconded by Shields that the plans and specifications for
the Addition to the Village Hall, prepared by Liebenberg & Kaplan, Architects and
Engineers of Minneapolis, be approved. Carried
(b) Loved by Iverson, seconded by Walters that the Village Clerk be directed
to advertise for sealed bids for the construction of the addition to the Village
Hall, said bids to Im opened at 8:30 P.M. on March 31, 1952. Carried.
7. Citizen Requests
(a) iir. Clayton Boeser requested permission to remodel his gasoline filling
station at 78th Street & Cedar Avenue.
itoved by Iverson, seconded by Lindeberg that the i °iayor be authorized to
issue a building permit card for said remodeling subject to the owner' -s full
compliance with the building ordinance. Carried.
(b) i�ir. Ralph Hollenbeck, 6744 Nicollet Avenue, reported that he was unable
to locate one of the owners of the land between 67th Street and Parcel 44900, and
therefore could not assure the Village that the 30 feet on the West side of Park
Avenue between the South side of 67th Street and Parcel #4900 would be deeded to
the Village. He stated that he would deed the South half of 67th Street from
Portland Avenue to Park Avenue if the Village would grade the same.
Moved by Walters, seconded by Reller,'Olat the Village offer no objection to
building on 46' lots with houses facing the Street and set back 30 feet on the
Avenue side and that the Village Manager be directed to write a letter to iuir.
Hollenbeck stating that the Village would accept a ded to the 30 feet on the
South side of 67th Street from Portland Avenue to Park Avenue provided the street
be put to established grade. This may be done privately by Xr. Hollenbeck, or by
the Village, in which case the cost would be assessed against the abutting property.
8. Petition against Unsanitary Condition at 6937 Newton Avenue
111r. Robert E. Larson, 6934 Morgan. Avenue South, presented a petition signed by
twenty -two near -by residents requesting immediate action in cleaning up unsanitary
and dangerous conditions at 6937 Newton Avenue South. The matter was informally
referred to flee Village Engineer for immediate investigation and report.
9. Proposed Plats
(a) Cedar - Sunrise Addition

Moved by Iversop, seconded by Shields that said proposed plat be approved in
accordance with the Engineer's recommendations contained in the memorandum dated
February 25, 1952, with the exception that sidewalks not be required on -the back of z <,
the lot; such recommendations .;to be included in a written contract between the de -,
veloper and the tillage. Carried.
(b) Grass Lake Terrace Addition
