Fred Voetmann, 7120 Portland Avenue, requested permission to convert a hailer into a permanent home by remov3.ng the wheels and placing the trailer upon a foundation on his lot. The Council informally advised fir. Voetmann that the law prohibited the use of a trailer in this manner. o 5. ~. A. G, Bogen, 592$ Portland Avenue South, requested that the V311age open the East half of Third Averna.e between 72nd and 73rd Streets. Bar. Bogen stated that the owner of the land would not se11. Moved by Iverson, seconded by Re11er that the Village Engineer be instruc- ted to contact Mr. Max~t3n Carlson, owner, to-see if he would cell, and report. Carried. 6. -The Mayor read a letter fTOm $he Police Civil Service Commission regarding expir- anon of terms of ~=~~-.: Commissioners. l~r. L. C. McManus, Commission Secre- tart' discussed the matter with the Council. Ae stated that newly appointed Com- missioners take office on Februar3r 17.th of each year, tha.s being the. anniversary date of the Commission's creation, and that the State Law required the first meeting of the year to be held on the first ~donday of Febru.arsr. Consequently, ' outgoing Commissioners voted on the Secretary for the ensuing year. No formal action taken. The ~6ayor announced that consideration of items on the agenda mould now be resumed. 7'. ~ Transfers from Liquor Store. I+ffooved by falters, seconded by Iverson that the Manager of the Liquor Store be and hereby is authorized and directed to transfer from the~Liquor Fund to the General Fund X7'000 a month for the first eleven months of 1952, and ~3~000 for the month of December, 1952, total transfers for the year 1952 not to exceed $80,000. Carried.. $. Village gall Addition. A.~Moved bar Iverson, seconded by Shields that the services of Mr. Edmund J. Prondzinski as Architect be terminated as ,of this date. Carried. B, Moved by falters, seconded by Iverson that. the ViLl.age E~anager,. Village Attorney and one trustee meet vrith Mr. I'rondzinski for the purpose of negoti- ating a final settlement for his services to the Village. Carried. C. Moved by Re11er, seconded by ~V'alters, that the firm of Liebenberg & Caplan, Architects and Engineers, be requested. to submit a. proposed~contraet, under which they would prepare plans and specifications f6r an addition to the Village gall, to the Village .Attorney for review and submission to theFCoun- eil. Moved by falters, seconded by Shields that all the bids for construction of the addition and alteration to the Village gall be rejected. and the Village Clerk be and hereby is directed to return all good faith checks and~or bonds to the bidders. Carried. `, 2~~ 4 1/28/52 9. Trustee Shields submitted the following suggestions for recommendation by the Council to the Fire and Police Civil Service-Commissions. T~wish to state the following proposals are submitted with only one thought in mind, Public Protection and Welfare. To assure oursel~Pes, the various Commissions,; and the citizens of Richfield the capabilities of its public servants, I would like to suvmit the following suggestions for Council recommendation to the Fire and Police Civil Service Commissions. SECTION I 1. Recommend °Ehe Civil Service Commissions conduct a complete examination of all regular fire and Police Personnel; examination to include, A. Intelligence, mental or aptitude test $, Ph~rsical fitness examination C. Agility test ' 2. Aptitude tests to be conducted by Civil Service Commissions. 3. PY;gsical fitness examination to be conducted by professional Medical Clinic and to consist of a co~lete physical. Expense of examination to ~ borne b_y Police and Fire Departmentst respective budrets. 1~. Agility fasts to be held if' possible using Minneapolis or outside facili... . ties, such as ~+eague of ~ixnicipality Services, etc. Preference of course to Minneapolis, providing proper per~3.ssion can be secured from them for the two`Richfisld Civil Service Commissions through institution of a letter from our Mayor to the Minneapolis Council. SECTION TI ° The following recommendations relative to the°Fire Department usage of persor~-- nel are specifical],g directed to the Manager and not the Civil Serv3.ce Commis- sion, as the problem of supervision and duties of, the Fire Department person- nel definitely falls under his administrative duties, 1. It is suggested in the future that all full time regular firemen are to answer fire calls during the day, takiY~g the fine equipment immediately to the scene of the fire or trouble upon receipt of alarm. During regular Village office hours, designated clerical help or other department employees, Engineering, Clerkis Office, etc., to move into firs barn to answer tele- phone and despatach volunteers untilregalar firemen return with equip- ment after fire. ` 2. T9uring the evenings or at times men only one fireman is on duty and no other designated Village employee is on hand, fireman on duty is to wit the appearance of the first Volunteer, turn phone and despatch duties over to Volunteer; Volunteer to remain in f~.re barn charged with these duties, and the regular fireman then is to immediately take the equipment tv the scene of the call. 3. There is no argument against the fact that the first fex minutes gained on a2'ty fire or disaster are the most important. This is e°®en more apparent in the case of saving a life as in drowning, and artificial reseusitatioa such as gas and woke inhalation; and removal of people from burning build- ings. Jensen for refund of. over-payme~ of ass®ssment for Storm Sewer No. 2. 2 ~~~' The~Manager was informally instructed to determine others who may have a similar claim and submit them all at the next meeting. ]1. The Clerk reported that in the Notice of Public Hearing on the issuance of a special use persni.t for the erection of a new Catholic church and school on the property fronting Penn ®venue, between 75th and 76th Streets, the words, "and school", were inadvertently om3:tted. Since these words w®re omitted-from the notice, the ~on3.ng Commission eould•not consider the arse-~ tion of a school. Since the petition, Clerks File 52-R~., included a school, it was moved by falters, seconded by Shields, that the ~i1'la.ge Clerk be and hereby is directed to publish corrected notice of hearing be-~ fore the honing Commission February ll, 1952, at 7:00 o~clock P.M.
