.Pursuant to due call and notice thereof an adjourned meting of the Vil.-
lage Council of the Village of Richfield, Minnesota, was duly held at the e
Village Hall in said Village on Monday, January 21, 1952.
The following members were present: Mayor Keller, Trustees ~al$,ers, Bowen,

and the following were absents None.
The Mayor announced the first order of business would be items on the agenda.
1. Designation of official newspaper. ~.
The Richf'n?~1d News and the Richfield-Bloomington Messenger furnished proof°
of their qualifications as legal newspapers.
Moved by T~alters, seconded by Shields that the bid of the Richfield-
Bloomington Messenger, being the low bid on publishing the Council Minutes, be
accepted and that said paper be designated the official newspaper of the Village
of Richfield as required by law. Carried.

The Council was informed that the Engineer recommended that the bid of the
Friden Company be accepted.
Moved by Walters,eseconded by Shields that the bid of Friden Calculator
Company be accepted. Carried. ,

to return the good faith checks to the unsuccessful bidders. 'Carried.,
The Mayor announced that the Council ~rould now hear the public: e
12. Mr. John D. Cleary presented apetition-for a Special Use Permit to erect a
• new Catholic Church on the property fronting Penn Avenue S., between 75th and
76th St., said petition given Clerk's file #52-P-1' and on file in the Clerk's
office.

Moved by Walters, seconded by Shields that the petition be referred to the
Zoning Commission for a public hearing. to be held on January 28, 1952 at 8 P.M.
Notice of said hearing to be published according to law. Carried,
13. Mr. L. J. Hittner, 6708 1~.th Avenue S., requested permission to build a house
on a 57~ lot adjacent to the south side of 6708 1?~th Avenue S., his present
residence.
Moved by T~alters, seconded by Iverson that the Council offer no objection
to the issuance of a building permit for •said lot subject to the owner's full
compliance with all applicable Village Ordinances. Carried.
ll~. Mr. J. E. Labo, 6601 Stevens, requested a permit to construct a commercial
building at 1900 F. 78th St.
Moved by Bowen, seconded by Shields that the permit be granted. Carried.
15. Mr. Alie E. Tichich, 7708 5th Avenue S., suggested that i.n duscussing the plans
for the addition and alteration to the Village Hall the Council might consider
remodeling the present garage to be used for office space and building a cheap
building to house the street equipment. No action taken.

16. Dog wee.
Moved by Shields, seconded by Falters that Adams Doggie Shop, 63l~0 Lyndale
Avenue S., be and hereby is designated as°the official dog pound for the Vil-
lage of Richfield. Carried. ~ ~ •
17. Publication of Council Minutes..
Moved by Falters, seconded by Reller that the Village Council continue to
publish its proceedings, said proceedings to be headed by the caption THESE
MINUTES ARC C~JA9PL~,TE WITH THE EXCEPTION OF CLAIMS. Carried.
18. Suggested changes in Augsburg Park.
Moved by Iverson, seconded by Shields that Mr. Storm, Village Recreation
Director, investigate the possibility of re-locating the ba11 park at a more
suitable location 3n the Village and that the Village Manager investigate the
cost of moving the present facilities to a new location. Carried.
A. Moved by Bowen, seconded by Shields that the Village Council record
their intention to make no change in Augsburg Park until the sentiment of all
interested persons be obtained and i.f necessary a public hearing be held.

B. Moved by Shields, seconded by Iverson that the pond at Augsburg Park be
cleared to provide a skating rink on a trial basis, continuance of said rink
depending upon the experience of the trial run. Carried. °
19. Bids on the Automobile.
Moved by Falters, seconded by Reller that all bids be rejected and the goad
faith checks which accompanied them be returned to the various bidders. Carried.

20. Moved by Iverson, seconded by Shields that the Village Clerk advertise for
bids for a police special and an alternate automobile. Carried.
21. Request by Robert A. Broad for re-zoning to commercial 6701 Lyndale Avenue S.
Moved by Walters, seconded by Shields that the request of Mr. Broad for
the re-zoning to commercial Lots 21~ and 25, Block ~., Lyndale Shores on Woodlake,
be referred to the Zoning Commission for a public hearing to be held at the
next regular meeting of said Zoning Commission. Carried,
22. Resolution of Lion's Club regarding enrollment on the Richfield volunteer Fire
Department. _
Moved by Iverson, seconded by Walters that the Village Manager in filling
vacancies on the Richfield Volunteer Fire Department be guided by the following:
Persons not emploged by the Village who are usually in tl~e Village during the
day time be given 1st priority. There were four ayes; member Bowen abstaining.

23. Release Bond on W. D. Coffman for grading the streets in Coffman Addition. The
Village engineer-reported that the work had been completed except for finish
blading on roadway. The W. D. Coffman Company deposited X50.00 with the Vil-
lage to pay for this work. It is recommended that the finish blading be done
by the Village and that the Village Council accept the streets and release the
bond.
Moved by Walters, seconded by Iverson that the streets in Coffman Addition
' be accepted and their bond be released. Carried.
24. Proposed Charter Amendment.
Wm. E. E).sham, 308 W. 6l~th St., proposed that an owner of undeveloped
property in the Village of Richfield who desires to have his propert~'re-zoned for
either residential or commercial development may petition the Village Council
for a hearing on his request no oftener than once a year. '
Moved by Walters, seconded by Iverson that•the matter be referred to the
Zoning Commission for recommendation. Carried.
25. Rural Nursing Service.
The Clerk reported on the meeting of the Hennepin.-County League ~f Towns
and Municipalities held January ~., 1952 at Robbinsdale, at which time the
Hennepin County Nursing district was established and a committee elected to
administer said district. The Mayor suggested that the Village Manager
contact the School Board to arrange for an informal meeting to discuss the
possibility of cooperating in providing a joint nursing service.
26. Sale of Grass Lake Property. .,
Moved by Walters, seconded, by Iverson that the Village Attorney and other
• authorized Village officials be~authorized to enter into purchase agreements
for, and accept deeds to, the property in the Grass Lake Area. Carried.
27. Trustee Bowen reported that the school for Councilmen conducted by the League
of Minnesota: Municipalities will be held during the week of March 10, 1952.
