The Manager gave a short history of the Personnel Ordinance and the - - theory upon which a merit system is haled. He stated that the policy followed before adoption of t13e Ordinance.: regarding compensation wc~s that an employees after completing six months of serv3:ces~was advanced n~ pay to that of the other employees in the,same'class. This has no application since the adoption - of-.+,he Ordir~anc8 established the present policy with respect to compensation increases: •- The Manager presented for Council consideration the cases of four em- ployees in which the application of the P1ersonne]. Ordinance appeared to run counter to the spirit and intent of the Ordinance. ~+ ~ 12/5/1 1. one employee was employed on a foil-time basis before January ~., 1951• At the time of his employment the policy of the Village was to, advance the pay of new employees to the same rate as that of all other employees in the same class after six months of service. This employee had not been so advanced after six months. 2. A second employee was engaged on part-tame hourly work over a period of several years. After adoption of the Personnel ~~Ordinance he was reremployed, for the first time, ~ a regular full~•time basis. B®- canse ~e was advised when first engaged as a park-time employee that regular, fu11-time employees were advanced in pay after six months service he assumed he should be so advanced after six months of fu7.lE• time servie~: although the Personnel Ordinance does not provide for such advance. 3. Two employees, employed after adoption of the Personnel Ordinance were engaged at the minimum rate. Other employees in the same offices and performing the same work, who had been with the Village slightly more than one year, and who .had been advanced in pay after six months were found to be receiving a step higher pay than the new employees. Because the new employees were experienced in similar work, and the differences in length of service between them and the molders em- ployees were matters of only a few months, the salary differentials were considered to be too great for the differences in experience and length of service. Trustee Bowen introduced the following Resolution and moved its a~.optionr RESOLUTION A RESOLUTION At~NDING THAT CF~TAIN RESOLUTION ADOPTED"OCTOBER 1, 1951 ESTABLISHING POSITION CLASSffi AND SETTING THE ANNUAL SCHEDULE OF PAY RANGES AND COMPENSATION RA7~,S FOR VILLAGE E~!- PLOYEES DNDER THE PERSONNEL ORDINANCE k!HEREAS, The Vi.L7.age Council 3n the proper exercise of its authority did adopt on October 1,.1951 a Resolution setting the schedule of pay ranges and compensation rates for individual employees pursuant to the Personnel Ordinance, and ~~ the application of the provisions of said Resolution would be counter to the spirit and intent of the Personnel Ordinance with respect to certain employees, and WIGS, the Village Manager recommends certain. amendments to the Resolution hereinbefore mentioned in order to carry out the spirit and intent of the Personnel Ordinance, to--wit: 1. Tn the case of the employee who entered upon full-time employment with the Village prior to January 1,1951 the policy in effect prior to the adoption of the Personnel Ordinance be followed. 2. In the case of the employee who entered upon fullMtime employment with the Village after the Personnel Ordinance was in force but whose - length oi; service is much less than that of other employees in the same class .remain sub3ect to the provision of said Ordinance. 1 3.
