All members were present. The President calked the me~tting':to order and asked for the reading of the minutes. -The minutes for the regular meeting held July g and•for the special meeting held July 13 and for the'.ad3ourned meeting held July 16 were read. and corrected. Said Commission .statod that. no Use permit was necessary for the Gibbish Company to use a trailer for an office at 6525 Penn Avenue. They recommended that the matter be referred. to the Building Inspector to seQ.that the 7.ocation and I.~ installation of the trailer meet with the Village building requirements. ~ The Zoning Commission recommended that the request for.permis`sion t4 ~~ erect an Episcopal Church on the southeast corner of~75th and Oliver be~ grant®d, However, this request should be granted subject to the condition - that sufficient land be dedicated fqr road properties to provide a road from - 76th Street and Oliver and a road to 75th .and Penny These streets are to meet minimum Village requirem®nts~ The Zon3ug Commission recommended that the request of Attorney Marshall to build a two-family dwellings on lots 9 and 10 of -block 10, I'allden~ s Third Addition, be Beni®d on the ground. that the lot sizes do not meet the minimum specifications set forth in the ordinance. _ It was moved by Gordon Bowen and seconded by Ernest Iverson that the Council concur with these recommendations of the Zoning Commission.Carried. The Clerk read a communication from the Public Eaaniiner ~etulowledging receipt - of a _ request for audit of the financial affairs of the Village of 8ichfie_l*d to cover the period of January 1, 1951 tc~ December 31, 1952, and stating that he would assign examiners for such audit as soon as they are available. The Pubic Examineres bill for the recent audit covering the years 1947, 19l~8, 19l~9 and 1950 was presented to ,the Council and discussed by that august body. No action was taken,, 5 17. The petition requesting that Sheldon C. Bergeson be. ordered to clean up his property in the neighborhood of 6t~th and Humboldt was referred to the Engineer on motion by Gordon Bowen and seconded by Ernest .Iverson. 18. The Manager submitted the following to the Council: nAt the May 28, 1951 meeting of the Council you directed the Manager and Engineer to prepare and submit to you a program for surfacing streets, The recommendations were to be submitted 'before the next construction season. 3ecause of era sting dust conditions, the time yet available for oiling, the small balance in -the Pub~Bc Improv~e~aent Revolving Fund and other factors, we have given priority to this directive and submit the following for'your consideration: ' •'-- ~. a 1. R3.chfield is a residential suburb having little or no need for streets de- si~ned.to carry heavy traffics except far a few through streets. r 2. 8ichfield enjoys a very valuable natural asset, namely a sandy soil which is an ideal base for ligtit roads. and streets, ~. ~e residents apparently are not anxious that the ~iillage take on the ap- pearance of a highly deyelcped ban area with uniform concrete curb awl getter and concrete stx~ets and side~ralks, but would b~ content with streets that (a} are senoth, {b) dust-proofed, capable of providing water run-offs, (c} ine~ensive to construct and (d) cheap to maintain. }~. It is possible that sanitary sewers and a municipal water system will installed in the future. The present requirement that residents obtain petitions for blacktopping and oiling is apparently ~omevrhat confusing to the public which seems to be, aware that the Council may act without petitions, and has contributed =,to retarding des3.rable surfacing and made scheduling of work difficult -because petitioned work is scattered throughout the pillage- .~ satisfactory surface for most village purposes can be obtained•at a relatively low cost.
