He asked who had the. authority to press the rehabilitation of this property. He was told that the authority rested with the Health Officer. They were informed that a hearing on this matter s~3]1 be held at 8:00 p.m., July 13th. 6. Fred C. Seitz, 7.01 Washburn again appeared before the Council re- questing aspecial-use permit for a light grocery and meat store at 7101 Washburn. At the former hearing the Zoning Commission had recommended that no such permit be granted. He stated that the people in the vicinity had. been misled when they sign®d the petition opposing such a store at that lo- cation asxi. requested that another hearing be held by the Zoning Commission. Moved by Gordon Bowen, seconded by Ernest Iverson that the Zoning Commission be requested to hold another hearing on the matter. Carried. The Village Manager read the proposed resolution for establishing a nursing health service in Rural Hennepin County. Moved by Gordon Bowen, seconded by Ernest Iverson that the Council invite either Dr. Reuben Erickson of Edina, Harland Perbix of Hopkins or 0. B. Erickson of St. Louis Park to discuss this matter with the Council and representatives of the Richfield School Board and representatives of-the Bloomington Town Board and School. Board at a time con- venient for•the ones invited. July 13 at 8:00 p.m. was suggested as•a possible date for such a meeting. Motion carried. 19. The new contract for the concessions at ~,ugsburg Fark was again taken up by the Council. ,after a long discussion, the gentlemen involved were asked if, in view of the transfer of ovmership, Mr. Wolfe would be willing to relinquish his contract so that a new contract could be drawn up Frith the new purchasers.. To this they agreed. Moved by Gordon Bowen, seconded by Tom Walters that the Attorney be instructed to craw up a contract to run between the Village and the pros~ctive purchasers and that the Mayor and Clerk be•authorized to execute said contract. Carried. • 20. The Attorney informed the Council that the library contract expires July 31, 1951 and that the Richfield Baptist Church will rent said building for $67.50 per month if the Village will furnish janitor serv3.ce and heat. Moved by Gordon Bowen, seconded by Tom Walters that the Council invite the Attvrneg to _ draw up a new lease with the same terms now iri operation acid on a month-to-month basis. Carried. 21.~Mr. Harlow, Village Manager, presented the Council with the report on the status of the 1951 appropriations. Moved by Gordon Bowen, seconded by C. H. Christian that the Council create the positions of two additional members in the Police Department and that the Police Chief and the Village Manager prepare recom- mendations for the Council to provide for a sergeant in the Department; these changes to be effective as of July 15, 1951. Carried. . 22. Mr. Harlow stated to the Council that he~has been in corsu].tation with Mr. P~Zoody and other financial experts in the financing of the. F.~ I. R. fund and the addition to the Village. Hall. There are three methods of financing; naa~.elaP bonds, warrants and certificates of indebtedness but that bonds only seemed to be the proper answer to the problem. An election would be necessary for the issuance of bonds for the erection of the building and also far the financing of the F. I. R. bonds. Mr. Harlow also presented a sketch of the proposed ex- pansion and additional space to be added to the Village Hall. 23. Mr. Harlow also stated that he and the Street Commissioner had .been an contact with companies who handle patrol graders and that .equipment now seemed available. He suggested that bids be asked for the patrol grader for the Street Department. Moved by Ernest Iverson, seconded by Gordon Bowen that the Council advertise for bids for the patrol grader, said bids to be opened at 8:00 p.m., Monday, July 30th, 1951. Carried. 2I~. Mr. Harlow presented to the Council recommendations for Firemen~s vacations. Recomznendatior_s included that the firemen receive five 21t.-hour day,. for vacation, five 2l~-hour days for sick leave, and three 2I~-hour days for holi- days. This would give them twent~r-four 8-hour periods. Regular employees are now getting twenty 8-hour periods but since the firemen work on tho average of fifty-six hours a week and other regular employees forty hours per meek, it was felt that it was necessary to grant them the additional 8-hour periods. Moved by Ernest Iverson, seconded by Gordon Bowen that the Council comply with the Manager's recommendations on the matter of firemen~s vacations. " n " 127 West .75th St. from uipont to Frierson n " " 132 Graham Avenue from Lyndale to 66th St. And on_the 13th day of July, 1951 at ,8 o~clock P.M. the Council will meet at the Village Hall of said Village and will at said time and place hear the persons interested therein in reference to the proposed iTr-provement~ hereinab~ve described, and will decide whether or not to undertake .such im- provements in whole or in part. Separate hearings will be held on each of the said described proposed improvements. • ... 25. Moved by Gordon Bogen, seconded by S.M.Littlejohn that Attorney be instructed to drag up an amendment to the platting ordinance as per suggestions filed with him. Carried. 26. A discussion was held regarding black-topping of streeb~s. Moved by T. Walters seconded by S.M.Littlejohn that the Manager and Engineer contact any developers of new plats and inform them .that the Village will be unable to do any black-topping in said pats and that they contact private contractors ~"or said jobs. The village will complete all jobs for which petitions from residents are now on file. Motion carried. 27. Moved by E. Iverson, seconded by T. Walters that John Shieirls, 7120 Clinton Avenue South replace R. Lana Lundquist as a member of the Public Utilities Committee. Carried. , 28• Wallace Construction Company requested that the Council accept deeds to the East half of 11th Avenue from 74th to 75th Streets-wand that the streets be brought to grade so that gas mains day be installed in the homes located there. Moved by T. Walters, seconded by E• Iverson that grade of the above street be checked before deeds are accepted. Carried. 29. Moved by Gordon Bowen, seconded by S. M.Littlejohn that the 1~anager and Engineer be authorized to spend such money as is necessary to secure a map of the entire village, showing. all plats to date and with a separate map of the airport, said map to be cased and large enough to display on wall in Council chambers. Carried. 30. Moved by E. Iverson, seconded by,5.l~.Littlejohn that the wholesale liquor stamp license at the village liquor store not be reneged. Carried. 31• Mr. Grant-Hughes Manager of the Liquor Store, requested a meeting with the Liquor Cr~mmsttee to discuss various matters concerning tre liquor store. The meeting was set for Thursday, June 28th at 8:3 0 A.M. 32• Gordon Bowen asked the Council conerning the concessioh. at Augsburg Park as to the amount of rent collected. There was no. action taken. 33. The Council informed the Village Manager that the goy Scouts had not beers reimbursed for delivering homestead blanks.
