All members were present. The Mayor called the meeting to order. Gordon Bowen requested that he be excused from voting on the passage-of the-m~autes for the meeting held June 8th and June 11th because, having been out of town, he had not rec©iv®d.a copy of sa3.d minutes prior to this meet3.ng.. Coffman Compa~r requested storm sewer along 67th street from Portland to Chicago Avenues. He was informed that he needed a petition. Moved by T. Walters, seconded by Gordon Bowen that this request be referred to the Engineering Department. Carried, ,~ 2. Iver L. Haley, 3129 20th Avenue South was asked to br~.ng in an accurate description of his property located on 11th Avenue South and 70th Street, to~ the Engineering Department before permission to subdivide said property 3.nto lots is granted. ~ , - 3. Gardners 7012 Portland Avenues presented a petition for grading 4th and 5th Avenues from 6$th to 6gth Streets and 69th Street from lath Avenue to Portland. Moved by Gordon Bowen, seconded by S.M.Little~olzn that Attorney be instructed on behalf of the village to accept the deeds and refer to the Engineering Department when deeds are registered. Carried. , 5• Mrs. Marshall Grebe 731 Logan; Mr. A. L. Benson, 7315 Logan; C. A, Grandall, 7320 Logan; and Mrs. Jeffery 7321 Logan requested grading between 73rd Street and Dead-end on Logan Avenue due to trouble with standing water.e They advised-that the property owners were wI.7ling to have a ditch cut. Moved by T. Walters seconded by Cordon Bowen that this be referred to the Engineering Department. Carried. ~ b. H. Iverson that the Mayor issue a building permit card t sub3ect to the approval of the Engineer. Cat~ried. 7. G. R. Macomber 6610 Graham, presented a petition for oiling of Graham Avenue from Lyndale to b6th Street and also asked that the village erect then proper-signs prohibiting trucks from using the street. Moved by Gordon Bowen seconded by E. Iverson that this be referred to the Manager and Police ~~ Department. Carried. Moved by S. M. Littlejohn, seconded by Gordon Bowen that the Street improvement ~tition be included in the hearings on July .13, 1951. Carried. s $,: Earl E. Root, 7l~05 Washburn Avenue asked if a permit to operate a confectionery store at 7401 Washburn Avenue had.been granted. A letter was read from the Zoning Commission concerning this matter and recommending that this permit be denied. Moved by Gordon'~owen~.seconded by S. Mr. Nelson, representing the Gibbish Excavating Company, 6525 Penn Avenue South, requested a Special-use permit for a trailer to be used as an office on 65th aid Penn Avenue. Moved by Gordon Bowen, seconded by S.M.Little3ohn that.it be referred to the Zoning Commission for a hearing. Carried. 10. J. E. Labo , 1900 W. 7$th Street requested permission to build an ~~~~~~~ addition on the ~s side of the present building,,to be_used as a retail c~-~k.o-- store. Moveel by E. Iverson, seconded by T. Riley, 6326 .Stevens lvenue South,.representing the Community Council requested permission to hold a fireworks display at Augsburg Park on July 4th. Moved by S. M. Little3ohn, seconded by ~. Walters that permission be granted. Carried. . o The Manager read the following. communications: 12. ~, letter from the Plumbing Inspector outlin3.ng the procedure of allowing cesspools to be located on Village property in certain cases. No action taken. 13. Copy of letter frog Minnesota Department of Health to our Health officer concerning the conditions found at 6955 Penn Avenue with regard to water and sewage disposal. Mr. Harlow, the Acting Manager, was advised to contact the Health Officer on the matter. 11~. Copy of the Resolution regarding participation of the Vi7.lage of Rich- field with the School District of Richfield in-the operation of a 3oint pro- gram of public recreation. Moved by Gordon Bowen, seconded by S. M. Little- 3ohn that the resolution be adopted as corrected in Item ~J~. Carried. They instructed the Acting Manager to~write a letter to the Commug~3.ty Council informing them of the Council action taken and also send a copy of the resolution to the Sohool Board. 15. Letter from Minneapolis Gas Company containing their annual report. Moved by S. M. Littlejohn, secoa~ded by Gordon Bowen that the letter b® plat®d an file. Carried. 1~.~ Letter from Minnesota Depep.^tment of Highways concerning laws pro- hibiting~use of trunk highways for local celebrations. Moved by C.H.Christian seconded by Gordon Bowen that letter be filed. Carried. 17. Letter of resignation from R. Dana Lundquist from the Public Utilities Commission. Moved by E. Iverson, seconded by S.M.Littlejohn that resignation be accepted. Carri®d. - 18. Letter concerning the Worlo.~en's Compensation Policy X22-705721. No action taken. 19. Copy of letter concerning report of examination of the plan for water supply for the Richfield Medical Center. Moved by Gordon Bowen, seconded by E. Iverson that the matter be referred to the Plumbing and Building Inspectors. Carried. ~ ~ e 2O. Letter from Richfield Police Department requesting the ~.ppointment of two additional patrolmen on a temporary basis and a letter from the Judge concurring with this recommendation and also recommending the purchase of a dx°~mkometer. Moved by G. Bowen, seconded by S.M.Little3ohn that this be referred to the Manager until duly 9th when he will furnish a financial survey for the first six months of 1951.
