Council Minutes .
Village of Richfield
May 14th, 1951
The Council of the Village of Richfield .held its first regular meeting for May
on the -14th. All members were present. The President called the meeting to order.
The Clerk read the minutes of the last regular meeting held on April 30th' 1951 and
those.of the special meeting-held on May 7th, 1951. It was moved by Gordon .Bowen
and seconded by Tom Walters that the minutes as corrected be approved and authorized
for publication in the official newspaper for the Village. Carried.
The Mayor then explained that the hearing on Storm Sewer District "F" was not
held a full fourteen (14) days after the first publication, therefore, it will be
necessary to re- advertise a new hearing. It.was mowed by Clarence Christian and .
seconded by Gordon Bowen that the hearing on Storm Seger District "F" to hear
complaints, if any, will be held at 7 o'clock P.Me, on Monday, June 8th, 19511
at the Council Chambers of the Village Council, 6700 Portland Avenue South.

A> Ordinance 12.03, entitled "An Ordinance Providiug'For An Office of Engineer
and Providing Powers and Duties, Therefore" (on file'in the Clerk's office), was
read by the Clerk. It was moved by Gordon Bowen and seconded by Se M. Littlejohn
that this constitute the 2nd reading of said.®rdJ ance.

3) The Clerk reported that there was no special -use permit issued to Gibbish
Construction Company for a portable office at Penn and 66th Street. The Village
Attorney, Clayton LeFevere, reported that no complaint had been filed as yet, but
that Gibbish is trespassing on private property. The Attorney expected that the
action would come up in court this week. The Council decided to take no further
action until Court action has been completed. °
y, Mr. J. Dofresne, 7601 Cedar Avenue South, asked if he would be permitted
to(bui.ld a chicken house on his 5 acre lot at said address. He intends to go into
commercial operation. Mr. Dufresne was informed that there was °no.ordinance to
prevent him from going into such commercial operation.
Mr, Axel Nielsen, 1415 West 76th Street,.a.sked about the action on his request
to dredge the lake at his property and-to be relieved or refilling it. He stated
that he did not wish to deed the area to the village. He was•told to await the
study and report of the Village Engineer.
Mrs: Louis Shaver, 6300 Logan Avenue South, came in to protest against
Storm Sewer District "F ", but since that was postponed until June 8th, 1951
she was told to voice her protest on that date.. She asked also whether or not
the Lot 3 that she owns would be removed from storm sewer "0" area.. �

.Alvin Sans, ?700 Lyndale Avenue South, requested that the Richfield Boy Scout,

l ,262, be allowed the use of the lighted field at Augsburg Park for a wrestling
show to be held by the scouts between 8 o'clock and 9 6tclock P.M., on Saturday, June
9th for the purpose of gathering money to send the boys to summer camp. It was moved
by Ernest Iverson and seconded by Tom Walters that the request be granted. Carried.
Mr. Ernest Lien presented the Richfield Softball Associations 1951 schedule.
Al. games are ;to be played at Augsburg Park and the park wi31 be used until 9:$0
o'clock P.M.,.on Mondays, Tuesdays, and Thursdays. The P.T.A. Softball League
will use the park on Wednesdays and the Cubs and Midgets will use the park on
Friday evenings. The schedule starts on May a.st and closes on August 31st. It
was moved by Gordon Bowen and seconded by Ernest Iverson that the days applied
for by the Richfield Softball Association by Ernest Lien for the use of the
lighted field at Augsburg Park be granted. Carried.

authorized to grant the remaining open dates tolpeople who wanted to use Augsburg
Park. Carried.

It was moved by Gordon Bowen and seconded by Tom Walters that the bid be
accepted. Carried.
!it) Mr. H. A. Bruntjen, 1730 West 66th Street, asked for a permit to erect,an_
ice cream store at 66th Street and Penn Avenue South, just East of the Standard
Oil Station at the M. E. corner of 66th Street. It was moved,by Gordon Bowen
and seconded by Tom Walters that the Mayor be instructed to issue a building
permit card for said building. Carried.
13 Mr. Arthur Wexler, 1136 Lumber Exchange Bldg., presented a petition for a
storm sewer to be constructed in his tract of land at 66th and Cedar Avenue South.
He stated that the intersection of 67th Street and 18th Avenue was low and that
water flowed in from all four directions. Uc, stated that if a stone sewer could
not be built, he wanted permission to erect a sump to take care of the- drainege.
It was moved by Gordon Bowen and seconded by Tom Walters that the matter be
referred to the Engineer for study and that an immediate report be made and that
Mr. Wexler's office be advised as soon as the study is completed. Carried.

I' Mr. and Mrs. Al Paytoh' and Mr. and Mrs. Robert Shaughnessy, presented deeds
to the street area -of the SJ of the full street from 73rd to 74th Street on Harriet
Avenue South. Mr. Payton presented anotherproblem. He owns Lot 15, and of Lot 1.1a,
Block 4, IrUrindale, and asked pexmi.ssion to build a double bungalow on this piece of
property. The alley reduces the side of the-lot a little short of the 10,000 sq. feet
which is necessary for a double biingAl.ow. It was moved by Gordon Bowen and seconded
by Tom Walters that the Council offer no objection and that the Mayor issue a building
permit card for said building. Carried. °
1� Mr. Lyle R. Thernell, 7215 Newton Avenue South, and Mr. Walter N. Sargisson,
7209 Newton Avenue South, presented a petition to have Newton Avenue blacktopped
from 72nd to 73rd Street. Mr. Fred Kramer accompanied the men and stated that he
had signed a petition in opposition to said'pbtition and now he wanted to withdraw
his name from opposing petition. The Clerk reported that no such-petition had been
filed in his office.
16)lr. Fred Seitz, 7401 Washburn Avenue South, asked for permission- to operate
a grocery.store and a confectionery in the Rbbendahl Farm home at said address.
He stated that this would be agreeable to the estate. Mr. Seitz was informed
that a special use permit would have -to be secured.- It was moved by S. M. Little-
john and seconded by Ernest Iverson that the matter be referred td the Zoning
Commission. Carried.

In the bandstand, there is no place to conduct handicraft classes and requested
that the warming house be clewed for this purpose. He stated that the summer
program would start June 14th and continue until August 12th. He asked that
Augsburg Park be reserved for them for August 11th and 12th.
l t he Richfield Softball Association discussed at some length the charge
that was made at the Park last year. Mr. Ray Monahan suggested that there be
no charge made at the gate but that the hat be passed at evaiy game, and the
proceed be spent by this group for park purposes. Mr. Monahan stated that the
V.F ;L1. had sent °a letter to the Park Board last fall in which they stated that
they would donate $150.00 for the erection of a flag pole. He asked whether or
not the field would be put in shapeF for the games which start in a week.

11)At this point in the meeting a petition was presented for blaektopping Chicago
Avenue from 66th to 68th Street.
40)Mr. Clayton Francis, 6525 Standish Avenue South, stated that the Park
Construction Company had been unable to deliver the dirt promised for filling
his lot because of the 3 Ton limit on roadd:" The Council told Mr. Francis that
if he was able to find someone t6 deliver the dirt to his lot, that he should
get a pe mi.t from the Police Dept. and the Street Dept. to lift the road
restrictions if possible.

,>Mr. L, �. Gasterland, 6712 Grand Avenue South, stated that he bought a
home at 6709 Urand and that his father lives at 6713 Grand. -Mr. Gasterland
asked for permission to transfer two feet to,his father's lot. It was moved
by Gordon Bowen and seconded by Ernest Iverson that the Council have no
objection to this transfer. Carried.
Alit was moved by S. M. Littlejohn and seconded by Gordon Bowen that the
f Mpls. Gas Light Co. be permitted to install gaw mains as outlined in their
job numbers 166 and 13, and 137• Carried.

palities, calling the attention of the - Council to the annual convention of the
League to be held at Rochester.

checks accompaning the bids of the Woodhead Company on the 1951 Ford V -g and
the two 1951 Ford Deluxe tudors, in the amount of $160.00 (check No. 6464), and
$400.00,. (check No. 5396), -be returned. Carried.
The Clerk then read a communication from the Kassow Oils, Inc., asking for
some of the business of the Village.. It was moved by Gordon Bowen and seconded
by Ernest Iverson that•th s• and- similiar requests be referred to the Manager,-

?1)It was moved by Gordon Bowen and seconded" by S. M. Littlejohn that the
Firemen going to the annual fire meeting, be allowed $12.00 per day for
expenses. The men will include the Fire Chief and two volunteer firement.

The Attorney reported on the contract Mr. Wolff has with the Village Park
Board. It is a simple rentA.l contract whi6li gives him exclusive.rights and
privileges at Augsburg Park for which he is to give 5 per cent of his gross
sales annually or $120.00 annually, whichever is greater. He has a five year
contract with an option to renew for an additional five year. The Village

Mr. Wolff cannot transfer hiq rights without the approval of the Village °
Council. The Attorney was instructed to contact Mr. Wolff and talk over the
contract with him. The Manager stated that caretaker is available for
Augsburg Park for $1.31 per-hour.

It was moved by Gordon Bowen and seconded by Ernest Iverson' that no
charge of admission be made to children under 15 years of age at Augsburg
Park. Carried. °
It was moved by Gordon Bowen and seconc'led by S. M. ti.ttlejohn - that the
Manager of all teams be required to furnish a roster not exceeding 15 players
(16 vi th his own name), to be furnished the gate attendant before game time
and that each player and the Manager be entitled to one free west, and that
all other persons 16 and over be charged 25 "6ent admission during all regular
scheduled games. ..Carried.
It was =nested that no parking be allowed inside the Park area beyond r
the space which has been set aside for parking purposes.
It was also suggested that the matter W parking at the games be left
to ``the Manager, Police Chief and Street Commissioner. °

It was also suggested that a special Policeman be placed on duty at the Park.

suggestions be.put into effect. Carried.

jI, The Manager reported that the Council had discussed and informally agreed that
the panel truck may be used by the Engineer...He requested cancellation of previous
assignment to a specific department to permit the Manager to use where needed. It
was moved by S. M. Littlejohn and seconded by Gordon Bowen that the Manager be
authorized to reallocate Village property aq,he deems necessary. Carried.

Council concur with the suggestion made by the Manager in regard to vacations.
Carried. The Manager also suggested that as a matter of policy the Council
allow employees 10/12 working days per month, since last vacation, and one `
working day per month during 1951, with retroactive leave period extending
back to Jan lst, 19499

Council instruct the Manager to comply with the Personnel Ordinance on vacations
and to work out vacations to the advantage of all concerned. Carried.

Manager be authorized to purchase for the Inspection department-a double -
pedestal desk - 60", at $165.00. Carried.

matter of pay for Mr. Meyers, who is employed at the Municipal - Liquor. Store,
be referred to the Liquor Committee. Carried.
Y8 Mrs. Kermit Haugen stated that the Library lease expires on August 1st,
951, and suggested that either a reduction in rent be sought or that better
janitor service be rendered. It was moved by Tom Walters and seconded by
Ernest Iverson that the matter be referred to the Citizen's Library Committee
and ask for their recommendations for a possible new location. Carried.
y� The Clerk then read a letter from Mr. Clark of 7211 Bryant requesting
the leveling off of the corner at 72nd and Bryant. It was moved by Gordon
Bowen and seconded by Tom Walters that the,matter be referred to the Engineer.

re 1 estate on 2nd and 3rd Avenue on the West side of 6th Street to the
Village of Richfield for street purposes. It was moved by Gordon Bowen
and seconded by Ernest Iverson that the Village accept deeds and that the
Attorney be instructed to file them. Carried. -

'W) Clarence Christian presented a plat extending along 13th Avenue and 62nd
to 66th Street. All lots in said plat are 75' lots. All of 13th Avenue and
all streets from 62nd to 66th Street are to grade. It was moved by Ernest Iverson
and seconded by.Tom Walters that the Council have no objection to the plat if pre-
sented as indicated on proposed pldt, and if jt fulfills all the requirements of
the ordinance. The propposed plat will be known as Christian's Plat and will be
submitted by Clarence Christian.
