May 7th, 1951 Pursuant to clue call and notice thereof, a special. meeting of the Village Council of the Village of Richfield, Hennepin County, Minnesota, was duly called and held at the Village Hall in said Vi7.lage on the 7th day of May, 1951, at 7 o'clook P.M. X11 members.were present. ... This being the time and place set for public hearing on the construction of a general system of storm sewer for District "F", the Clerk presented affi- davits showing due publication of the notices of public hearing as.to said ~mpro~re- ments, and the Mayor announced.that this was the time and the place for the public hearing and that the Council would hear all persons that cared to b® heard for the storm sewer or against the storm sewer and proposed. improvements. The following persons were then heard on the construction of storm sewer Di strict aF.": Those in opposition to the proposed storm sewer were heard fiflst:~ Mrs. George Moen,-6420 Girard, stated that she w as not opposed to the storm sewer, but was opposed to .being assessed for a third storm .sewer, inasmuch as she was already being assessed for 'two storm sewers. She was assured that she would not_t~e assessed for the third storm s~we~e. Mrs. Lauise Shaver, 63~ Logan, opposed to the storm sewer., Mr. C. W. Harmon, 6405 Girard, also opposed to storm sewer. Mr. ~. R. ..Duggan, 63~ Girard, presented a petition with twenty-t~fo n~aes that were opposed to the storm sewed and stated that there was another petition with approxi- mately twelve names on it, all opposed. This .second petition, however, was not presented. Those in favor of the storm sewer were then heard: Mr. Richard N. Peterson, 63L~l~ Irving ,A.venue South. Gordon Bowen cor®nented on the fine behavior of the people pra~sent. ..., , Ernest Iverson mentioned that he had made three trips into the area and ahdd. come to the conclusion that a storm sewer was necessary... . ...... Tom Walters commented that it was his opinion that about one-half of the people had been heard from. ... 1~t this point 3.n the meeting, Mr. Davis, of MacGregor and Davis, Engineers, read estimate costs on several size lots. .. S. M. Littlejohn commented that he had been over the area last year and at that time the condition was worse even thath this year and that the problem could not be solved except by storm sewer installation. -2- a~ It was moved by Ernest Iverson and seconded by Tom Walters that the Council co time the hearing until Monday, May ].lath, 1951. Carried. ... After some discussion, S. M. Littlejohn moved and Gordon Bowen seconded that the Council rescind the action taken i.n the devious motion to continue the hearing until Monday, May lltth, 1951. Carried. . ... - It was moved by Ernest Iverson and seconded by Gordon Bowen that the Council postpone action on the Storm Sewer until May ].ttth, 1951. Carried. ... 3 Mr. LeRoy F. Harlow, Acting village Manager, presented the license committee with a memo and an ordinance on dogs for their study. Mr. Harlow also reported that the assistant manager of the Liquor Stare nad resigned and suggested that Claude Bagl3.en be made assistant manager and that he also continue as deputy clerk. It was moved by Gordon Bowen and seconded by S. M. Littlejohn that the Manager be authorized to rewrite the specifications for this job, the salary to bQ $321.00 a month. Carried. ... y, The Engineer ~~s office estimate of cost for men and instruments and office s lies for the remai~er of the year was read. It was stated that a full-time instrument man and two-part-time field men were needed also, and instruments in the amount of X2,000.00. The Manager asked for authority to .hire an instrument man and asked for advice on the pay schle. It was moved by.Ernest Iverson and seconded by Tom Walters that the instrument man pay range be in #30. Carried. ... It was moved by Clarence Christian and seconded by S. M. Littlejohn that the Council advertise for bids for these'items needed by the Engineer, for which bids must be sought. Carried. - ... ~ It was moved by Gordon Bowen and s econded by Tom Walters that th®re be• cre~ted a position of instrument man and draftsman in the Engineers office and that the Manager be instructed to draw up the job specifications.. Tom Walters and seconded by Ernest Iverson that the E ergs pay range be #la5• Carried. . ... ~ ~ Gordon Bowen reported that the owner of property at 701x9 Oak Grove Blvd., had donated to the Park Board sufficient hedging so that the East and South _ fence areas of the lighted field at Augsburg Park, had been completely planted. ... 9 Gordon Bowen also reported that the Park Committee, of which he is a m er, had held, its first meeting, but he had only received notice of the meting an hour bef ore and could .not attend. For the 2nd meeting he. was - given a 10 day notice, but the meeting was postponed without notice on the evening it was to have met.
