04-30-1951~~~ - Council Minutes Qillage of Richfield April 3D, 1951 - The Council of the g3,].lage of Richfield held its last regular meeting for I~ April on the 30th. All members were present. The President called the meeting to order. The Clerk read the minutes of the last regular meeting held on April 9th, 1951, and those of the special meetings held on Apr3.1 18th, and on April 23rd. Luschan, 7100 Oakland Avenue South,_presented asketch on property .that he owns between 70theand 71st Street on Oakland. The sketch, made by Cartwright and Olsoi~~ showed the property n3.th each lot 87a~ a 1229', two lots facing on Oakland and two lots facing on Portland: It was mowed by S. M. Littlejohn and second®d by Gordon Bowen that the Council offer no ob3ections if the plat is submitted on that basis. Carried. ... -2 Mr. Leslie W. Cochrane, 6'j21 Lakeview Avenue, requested that an investigation' be made on lots 3,1~, and 5, Block 11, Fairwood Park~Addition, with regard to the special assessments made for storm sowers. Olson, Con ractor, read a 'letter stating that he had heard that the Council had no intention of putting through 1st Avenue South between 68th and 69th Streets; and he asked for a written verification. The Mayor stated that the only way the street could be put through in that area is that the over of the lot in the street area deed the lot to the ~Tillag®. 2t was moved by Gordon Bowen and _ seconded by S. Ernest Forbes, 6327 James Avenue South, appeared before the Council on damages caused by raising-the s-rreet in front of said property causing. the wat®r to drain on to her lot. She statdd. that the street was graded in 1950 and that the house was bu3.lt on the lot in 1946. It was maned by S. M. It was moved by Gordon Bowen. and seconded•by Tom ~Talters'that the Mayor issue a building permit card for said building, providing, plans and spec- ifications fulfill the requirements of the building ordinance. Jacobsen, 6532 - 21st Avenue South, requested that the alley t said address, back of lots 15,20 and 21:•be closed to a depth of 13.6 in order to make it possible for him to build a garage 3n that area. He was instructed that he would have to get the signatures of the 7 remaining property wooers before the alley could be vacated. The Attorney, Clayton LeFevere, stated that if it could w~g be vacated, it might revert back to the original plaster so that he could not make use of it for that purpose, and iS ft dad revert back to ~e origi.nal platter, possibly only half of the alley could come into his possession. Webber, or 6309 Logan Avenue South stated that there were 1~.I~. lots in their block and that there wer® s only 11 signers on the petition .for blacktopping and that the remaining people did not 1Qaow about it unt3.1 it was all over w3.th. It was stated that the special assessm®nts were too high. Mrs. Shaver was told that a publi-c hearing was held and no ob3ection had been presented, therefore, the matter had been properly taken care of. Carried.. ... ~ /a) Mr. $enzy Kli.er, 6501 Oliver Avenge South, stated that a petition had been presented to the Council concerning Gibbish Construction Co., and his practice ~- of storing his equipment and materials on, residential property. This petition had b®en referred to Mr. Ralph Lee, the former village Attorney, but no action had been taken. He stated that-the situation was now votes that it had 'been. It was suggested to Mr. Iilier that a complaint be sworn out against Mr. Gibbish and that he b® brought before the court. Davis, stated that contractor Dan Borre is now prepared to put in the curb and gutter in Stoma Sewer District D-3. He asked whether or°not the Council wanted the firm of MacGregor and Davis to stake out the curb and getters or if the°Village Engineer will do it. It was agreed to that the firm of MacGregor and Davis-will do the staking out of the work and the°Village Engineer w3.11 supervise the work. Carried. ~5~ Mr. H. L. Hehls,,representing the Zoning Comoai.ssion, stated that the group had held two special meetings. One on Wednesday, April 25th, and one on Saturday,~April 28th. The Saturday meeting had been attended by Ms. Harlow and Mr. Wefald. Mr. 8. W. Pierson, of Mp1s:, had stated that it was necessary to make a preliminsry investigation of information now at hand in order to de-• termine what in addition would be necessary to establish a master plan for the. Village preparatory to amending the present ordinance or•drafting a new ordinance. Mr. Hehls asked that the Zoning°Commission be authorized to expend np to X250.00 for the puurpose of obtain3n a use map of the Villag® to be correlated with other information which the Engineer now has on t he matter. This work would be completed in thirty days or less or by the second meeting in May so that it could be•presented to the .Council in concrete form. This would show what could be doi3e towards developing a master plan for the guidance of the Council and Commission. It was moved by Gordon Bowen and seconded by Tom Walters that Mr. Pierson be hired to make such a p~relimiraary study for an amount to exceed X250.00 and that he be under the supervision of the Village Manager. Carried. ... `,The Assessor filed with the Council a copy of the letter-sent to 8obert Fitzsimmons, County Auditor, placing on the assessment rolls three .hangers osned by the Northwest Airlines, Inc. •e• ~Z~The Clerk read a°letter from Gerald B. Fitzgerald, in which he stated that his survey on the Richfield Recreational and Park facilities will be ready by the middle of Nay. ' 3 ~~It was moved by Tom Walters tYiat the Clerk inform appl3.cants requesting the use of Augsbur Park to contact Mr. Wolff who has exclusive rights for the concession of the ark, in case they wish to carry on some activity that would infringe upon these rights. The motion was lost because of the want of a second. ° ... 33~ Gordon Bowen introduced the following Resolution and moved its adoption: WHEREAS, the Village of Richfield is `operating under the Council Manger form of government, and WHEREAS, the position of Administrative Engineer was previously created by Resolution of the Council'of the Village of Richfield, and - ° T~~S, certain duties of the office known as Administrative Engineer are incompatible with the Council Managet~ form ° of government, and, Wf~REAS, the Council by Ordinance'12.03 has created the office of Village, Engineer, ' NOkd, THEREFORE, BE IT REJUOLVED, that the Office of Administrative Engineer, ' be and is hereby abolished and that all engineering duties provided for in Ordina~C~ 12.03 be transferred to said Village Engineer.
