~ unused land, the type of zoning ordinance and classifications, and the
most favorable zoning pattern n®oessary to accomplish .the ma~um benefits
for the village, i.e., where to estab].~.sh commercial, residential, and., other
type zones, how to zone individual properties when rezoning is requested,
etc. This plan would also be of very great assistance in planning such
3mprovements~as sewer and~.ter, stor~n.$ewers, new business locations, large
' ~ housing developments, etc.
It was the Attorne~r's opinion that the Manager would recommend that auck~ a
Zoning survey ~ made. .

Gommittee be authorized to.procefld with the proposed survey providing that prior
to incurring any expense. they confer with the Cotm~ii. Carried..

~~) The Chief of Po7.3.ce asked that an 'additional car be purchased for the
Police Department so that during the day7.9.ght hours two. one-~nara cars can be
in operation. The Clerk read an excerpt from the-book "Police Administrat$on~
by 0. W. Wilson, Dean, of the School of Criminology, and Professor of -Police
Administration, of~the University of California, Berkeley, as published in
1950, entitled, One Man vs. Two Men 3.n a Patrol Cann It was moved by Ernest
Iverson and seconded by Tom ~Talters that oxie of the new cars purchased for the
Inspection Department be turned over to the Police Department upon delivery and
that the Inspection Department share their one car on a trial basis. Carried.

the Richfield Zoning C®mmission a t the Village Hall at 6700 Portland on
April 23, 1951, for the purpose of hearing objections, if any, to rezoning
the South 5 acres, of the North 10, of the N. W. ~ of the S. W. ~ of
Section 3l~, i'ownship 28, Range 2It, otl~irwise laaown as 7121 Lyndale Avenue
South. Carried.
