All ~e~bers trere present. Tb~e President called the meeting to order. The Clerk read the minutes for the precious regular meeting held on February 5th,1951. Tt was moved by Gordon Bca~en and seconded by Ernest ?~verson that the minutes be approved at3d authorized for publication. Carried. _ _ ..~ Yr. Schrieber,representing the ~'.L. Coffman Company_,3~000 Aquila Street,St. Louis Park, stated-that his company intended to b~]:d a Dairy Queen at the corner of 66th and lst Avenue. He submitted a survey of the building show3.ng position of building.. It Ras moved ~ by Gordon Bowes and.secoaded by &rnest iveraon that the ~ayo~ be authorized to issue a building, perr~i.t card providing_ the buildi_ ng set-back and the requirements of the building ordinance were met. . . fir. Ray ~onahan,316 hest 6i~th St,President of-the Richfield Community Council reported in regard to the recreational facilities and park system of the Village. of Ei.chfield. He stated that a surrey of the park facilities siaaauld be made keeping in view the present and future seeds. He asked if the Community Council could look forward to a full time recreational. leader when the term of Ernest Lien expires next fall. In drawing up a plan for the recreational faciiities,he offered the aid of the Community Council. fir. LeRoy Harlow stated that the Village Council would probably create a department of parks. He also stated that ffir. Ralph Lee former Village Attorney had been requested ~) to draw up. an ordinance, and that such an ordinanee,~ad not as yet been drawn up. Gordon Bowen commented on the r®quest for a survey seemed a luxurg sinc® we need the money for existing needs. It was stated t~iat survey could be made free of eharge,with th® Community Council azd the ffiinnesota Recreational Department making such a survey. Tom falters favored the survey. fir. Monahan stated the Community Council now pays for certain activities. Gordon Bowen mowed-and Tom UPalters seconded that the Attorney,Clayton LaFeeere, be instructed to draw up two odrinancess One creating a Department of Parks and one creating a Department of Health. Carried.- - . a Gordon Bowen asked gr. LeRoy Harlow if he thought there should be/Park Committee. Mr. 31 Harlow stated that the Council is now the Park Board, but he felt that a committee is less unwield~r ~aould work m~ more efficiently. - . . Bar. John Palmer,6933 Aicollet Ae®nue South, of the Minneapolis Suburban Bus Ca9apany requested-three things,verbally and by letter. (l.) He r®quested that the Council write a letter to the Biinnesota Railroad and ~Parehouse Commission approtdag a fare increase by the Minneapolis Suburban Bus Company. He reported on the meeting held February 7th ~~ where fir. Peterson of the Minnesota Railroad and l~arehouse Commission had been in att- endance. Yr Petsrrson had suggested that such a letter, as mentioned in Mr. Palmer's written communication, would he1p..Tom falters suggested that a public meeting be- held at the ~ifoodlake~School where all concerned could be heard. (2.) Mr. Palmer also reported on poor streets in the Village. He asked what could be done to improve the streets to enable him to keep his equipment in running order. (3.) ~Hr..Palmer also requested that the American Legion be permitted to hold a carnival at Augsburg Park. Mr. Tom Langford,7100 lst Avenue South representing the American Legion stated that the ` Legion had already signed th Rocco Shows and asked that Augsburg Park be available for a carnival and a Boy Scout campment on June 28th,29th,30th, and July lat. 1951• The sponsors of this carnival ~ uld be the American Legion and the Boy-Scout Troop # 203 of Richfield. Clarence Christian stated,for the information of the Council,that the Richfield Fire Department had signed months ago for a carnival to be held the week following-the dates suggested by the American Legion. Yr. Ben 'alters,representing the Naegele Advertising~Company of 951 East Hennepin asked fora license for signs to be located one en each side of Nicollet Avenue ~) South near 65th and 66th Streets, It was moved by Tom Palters and seconded by S.Bd• Littlejohn that the request Bor a license be granted. I+ytsan Lee, owner and operator of the Richf3.eld Theatre appeared before the Council 6~ and asked for information regarding license fees fo#~ the Theatre. He tree fold that no licenses had been paid by the theatre for the years 19b9,~.950 and 1951. He was also told that there would be no reduction of license fees for the years 191~9_,and 1950s but that the Council would look into the matter of°license fee for 1951. Yr. Lee statea_that he would pay the license fees for 19t~9 and 1950. _ . . . 1 ffir. Harold Rosen, 73I~5 Stevens Avenue South. speaking for a grmup of residents`in that q~area stated .that their taxes have been_,trebled since last year and that they had recieved no notice and had had no chants to submit theme grievance to any official 'body. He was instructed to see AHr, Buffett, the Assessor`'and if no solution cad be arrived at, to come back to the Council Meeting. - . - - - Russell Petersen presented a written resignation from the Richfield Police Department. )~It was moved by Clarence Christian and seconded by Gordon Bogen that__said resignation be accepted. Carried. The Northern States Power Company requested permission .to do the fol].owing_works Place one pole at brand Avenue South and 64th Street, one pole at Thomas Avenue South and ~~ 73rd Str®et, one pole at Cedar Avenue ash South and 73rd Street, and two pol®s on 73rd Street West of Cedar ~venue,one.pole on Blaisdell Avenue .South and 76th Street, one . pole on Wentworth Avenue South and 76th•Street wand typo poles on the alley between Harriet and Garfie3d on 73rd and-?4th Streets. The Northern States Power ~.ompany reported the installation of a 10,000 Lumen Lamp at Nicollet Avenue and 77th Street and a 2,500 Lum®n Lamp located at Pillsbury and 77th Street. The Northwestern Bell Telephone°Company°requested permission to re-build-one man-hole ~~ at 66th Street and Penn Avenue South. Carried It was "roved by Gordon Bowen .and seconded by Clarence Christian that the rules stating that each Ordinance be given two separate readings not to be had at the same session except in an emergency be suspended and that said 8rdiaance be .given a second reading.
