January 29.1951
The Council fo the Village of Richfield held its last regulat meeting for
January on the 29th. All members-mere present. The President called the
meeting to order and-asked for the reading to the minutes. The Minutes ~f
the regular meeting held January 8th and those of the Special Meetings held
January 15,22, and 26 were read: Moved by Littlejohn and seconded by Bowen
the minutes be accepted as read and authorized for publication, Carried.

11[r. Joe Cummings 75~t- Harriet Avenue suggested that since there seemed to
be two -schools of thought and two sets~of facts on the sewer and water pro-
positions recently voted on in the Village and since a-any residents may have
only partial information and not enough time. to resolve the discrepancies
~)~between the two sets of facts the Council instruct the Village Manager and
make them public. The ~flayor and Member Gordon Bowen mentioned-plans now on
file on Mr. Huston!s office in Minneapolis,Mr._Eowen states that Manager
and Engineer. have bash instructed to make a study of possibilities of Mp1s.
hookup and ha would ask that they make official statement in the official
Organ. This was in answer to a request by Mr. Mosiman 7001 Knox Avenue that
such a statement be made with the official stamp and not as a news item.
Mr. Harlow stated that such a ctudy would take a lot of time it would include
costs and other possibilities.Assuming that people would want a complete p
picture such a study would take at least 3 - I~ months.

Ernest Iverson read from a prepared statement: It is my opinion that the last
election was not a vote against sewer and water but rather ~of lack of confidence
2~against those parries who drew up the plans.MacGregor and Davis have been the
source of dissatisfaction for too long in this Village.This most recent note
is I feel a mandate to the council to make a change rider. Therefore I hereby.
make a motion that the Village of Richfield terminate ite relations with
MacGregor and Davis immediately,or as soon as legally practical. Seconded by
Tom falters. The Following Spoke on motion:
1. Gordon Bowen wanted to study nature of contracts writh MacGregor
and Davis and also to get attorney's opinion on the matter.
2. S.}~•.Littlejohn suggested waiting for Manager's and Engineers
report before taking act; on. If Village terminates contracts
now we must complete payments now due.
3. Christian asked what proof have we that present plans are not
usable and right?
!~. Clyde Anderson suggested that Village_ get someone in ono would
give information and advice.Since MacGregor and Davis are mot
held in high esteem it probably best to change horses at a time
it gill cost too much money.
5. Ralph Lee suggested that Village wait intil a request for another
storm sewer is made abd then look for another firm to draw the
plans.
6. Gordon Bowen stated that Engineers get their fee on contracts
controlled by bids. The set up estimates which are submitted to a.
the people.EnginPers have a strict code of ethics.
7. Mr. Harlow st:=tad that it is possible to have other engineers
to review the plans of our engineers.They would probably have
to come from out side Minnesota,Any contract car ~e terminated
at any time fora good and sufficient reason. Perhaps the
Village should not go on with any projects ~f which the present
engineers have a part until this question is settled.

improvements by black topping it was understood that payments could be made in three

Moved by Bowen seconded by Littlejohn that the Clerk.be instructed to order a
~~ 10000 lumen street light at 69th and Nicollet and a 5000 lumen street light at
5th Avenue and 67th Street installed. Carried. The first was petitioned for the
second requested.

The,attornty reported on the question on Newspaper bids for publishing official
minutes. The question for the Council to decide was whether or not to publish
rr1 the minutes of their meetings. The Code stated that the Council may publish

It was reported tjat the latest word on the freeze order on wages and salaries
4) indicated '`,hat municipal employees will be exempt: There will be an order approving
increased or they may be made subject to getting official word that municipal
employees are exempt.
