The Village Clerk presented the official returns of the Judges and Clerks o~
the Special election held January 231951, and affidavits shoring publication
in the Richfield News of the notice of said election and ~a sample ballot. Said
returns and affidavits were examined found satisf actory,and ordered places on
file. •

Be it Resolved by the Village Council fo the Village of Richfield,Hennepin County
AFinnesota,that the special election held January 23,1951,for the purpose ofdvoting
upon the question "hall the Village of Richfield,A~innesota construct a waterworks
system substantially, as descra.bed in preliminary plans and specifications dated
Lecember 18th,1950, on file and open to Vie.inspection in the Village office)
to be woned and operated by the Village as a public utility for producing supplying
and distributing water for the use ffthe village and its inhabitants and~'ndustries
the post thereof to be paid wholly from revenue produced thereby,the estimated
total cost of which improvement is $6,y87,J~91.37,of which X1,676,997.93 is
for wells,pumps,tanks,buildings, and other works necessary and suitable for water
