01-15-1951 SpecialMr. Davis of the firm of MacFregor and Davis,Village Architects and Engineers stated that the plans for the water system were now complete and were being, ~~ studied by the State Board of Health.He requested that the Council set a date for a special meeting for the purpose of studying the plans. Mr. Coffistock reported that the Civilian 3-efense requests for control centers S) were to lengthy for oral report so copies xauld be prepared. and sent 'to Council members. . • • e Mr. Comstock also reported that a Mrs. Erickson mining property along Thomas Ave. between 70th and 702 Streets wants to deed to the Village about 900 feet for b) street° purposes..There vrill be about 600 feet of full street and 300 feet of half street. ffirs..Erickson will probably sell.her property by meets and bounds. To ~~cept this land for street purposes and to put in streets to grade would be an expensive project for the Village. Moved by Sam Littlejohn seconded by`Gordon Bowen that the offer be rejected. Carried. Gordon Bowen announced that the League of Minnesota ~dunicipalities would conduct ql a school for Councilmen March 15,1b,17,1951. Monday January 15,1951 to discuss with Bonding firm people,Civic Leaders and also Mr. ~[oody bond consultant for the Village of R.i.chfie7.d,and Mr. C.C.Ludwig,Executive Secretary of the League of Minnesota Municipalities financial aspects of the proposed sanitary sewer and water projects to be voted on January 23rd, 1951 and also to study the plans of the proposed water system. All members were present as was also Mr. Harlow,Acting Village Manager,. The meeting was called to order by the President. ` Mr. Miller representing Kalman & Co. was called on first. He stated that if the ~/lpeople vote this type of.issue(revenue bond) his company would be interested Yr. ~Talters asked if bonding companies would press for rate increases if plan as now set np does not produce enough revenue. Answer: Companies do not like to buy ~P something that has to be refunded. It has happened in some municipalities however. S.H. 1~ittle3ohn interjected that from the Itth through the 8th years might be critical years mnder this plan,and that in casd of short revenue take the maturity of bonds might have to extegded.Mr. Meyers representing Payne '~'ebber stated that in his opinion his company probably would not be interested in this issue.The type of bond issue would not make any difference.D~r.Barber,representing I3orsey, Colman,$arker,Scott and Barber Stated that his C` an has handle strictly from a legal standpoint.There are generaolly ~ ree ways orb~urcesuof revenue: Revenue bonds,General obligation bonds and Special assessment .Only what is written on bond,ordinanee and' contract can be enforced. Municipalities anticipating possible fu#oare shortages set: up reserve pr surplus fund for those eventual hies. ~ case of shortage so that full payment cannot lac made the practice is to pay interest first and the remainder in bonds. Then refunding bonds can be issued maturing behind the others, :'These are general~.y long term bonds with .high interest rat. Thesewould not have to,be issued but it would hurt the credit of the Village not to make an attempt to meet default. ~ hiss Cranston representing F~iper,Jeffray,Hopweod,Co. stated her company has been interested in Village of xichfield bonds for years. They are interested in this project if it is feasible. The unit cost of X1000.00 to X1200;00 for both projects looks too high, to her company. . Mr. l~foody stated that his figures were based on a Qillage growth np to 9000. homes. Mr. Davis stated that there are now 5781 homes in the area and that the ~est5.nate is .9500 homes by 1970. Mr. Davis further stated that if Village hooks up to Minneapolis system then 86~ of_the sewage must tie pumped into that system as compares ~0 6~ must be pumped if sewage is sent the other direction. Mr. Moody further stated that in a large issue-like this one schedules are to be worked out by the bidders and submitted to the Council. Bids must be within the ability to pay. Mr. Howard bond expert stated that the problems are financial and engineering.Tnvestment dealers are mainl brokers. makes little difference.The difference is who is going toebearhit.oThe poblem is a division fo cost rather than amount of cost. Moody had many advantages.~9hat the Village sas trying to do was di~'ficult. Perhaps this method would accomplish the desired result, The usual ~actices in projects liket t>'~se are: 1. Special assessments x~sed exenstively 2. General Tax used to a considerable extent 3. Service Charge in substantial use. ! In this case it would probably be necessary .to compell connections. If thenpa°oposed 10 mill levy is to be above present 20 mill levy then enabling legislation in necessary. In a general obligation issue if the 10 mills are dedicated to principal and interest it is =exempt from the 20 mill levy. Mr. Lud~vi.g stated that be favored a general obligation issue.He also insisted that the rate structure should be set up by the Council. Tying up to the Metropolitan system should be thoroughly investi ated g and only rejected after such study has revealed that it is not feasible. End of Ithis part of the meeting. The engineers presented plans of Village water supply system. These plans meet the requirements of Fire Under~eriters for a class S. This system is set up to supply 7000 gallons per minute in iddustrial areas fir fire fighting, The tower at 68th Street and 15th Ave: will be oainted checkedboard design. There will be two 2,000,000 gallon tanks,and 5,1200 gallon per-minute wells 2Z~ inch in dia- meter and 500 feet deep. There will be one e~erbency unit at 70th and Blaisdell capable of delivering 120p gallons per minute.This unit will cost X8,000.00. The following resolution was introduced by Councilman S.1~. Littlejohn and was read by the Clerk.. . ~hereas,The Village of Richfield,Minnesota,accepted an offer from the United Stated Government for an advance for plan preparation of a public work described as a ~atertrorks System for that portion of the Village now populated sufficiently to warrant construction at this time.
